3 Overview of SWWDC Mission: To prepare and promote a highly skilled and adaptive workforce for a health, sustainable economy in Southwest Washington. Serving as the performance and contract management entity to promote the regions workforce and economic growth since 2002 Focuses on serving youth (16-24), adults (18+), dislocated workers, incumbent workers, long term unemployed and other populations with barriers. Provides over $10 million in funding to the local community annually to build the pipeline of talent.

5 Program Design and Approach Partnership is Key: Encourages consortium applications with unified proposals Separates Services: Operator and Business Solutions separated out from Adult/DW Service RFP to allow for a focus employer customers and center support services Streamlines Applications: Can apply for one or three counties in the same application. Highlights Integrated Service Delivery: Promotes the improvement in the structure and delivery of services to better meet the needs of employers. Promotes Multipronged System Connection: Increases partnerships between workforce development councils and their sub recipients as well as with local economic development councils, chambers, nonprofits, staffing agencies and required legislative partners. Highlights Continuous Improvement and System functionality and Coordination

6 Business Solution Services Overview Business Consortium must demonstrate experience in working with employers. Highlights a flexible and adaptive program design that utilizes training and sector strategies to meet employer needs. Reduces duplication of business services by highlighting partner area of expertise and leveraging system dollars. Opportunity to think innovatively about employer focused services and the pathways to engagement. Opportunity to define outcomes and impact.

Demonstrated Experience and Past Performance Administrative experience and consortium experience service businesses Previous grant experience and multi-pronged partnership experience (metrics) Outreach, Intake, Orientation, and Initial Employer Assessment Services Employer Placement, Follow-Up, and Retention Services 2. Relationships and Collaboration Realistic and Tangible partnership demonstration with detail Description of collaboration supported by evidence 3. Business Solution Consortium Program Design WSW Strategic Plan Alignment with Target Industry focus Detailed work plan for employer/job seeker integration Detailed business assessment plans including needs and service satisfaction Partner Communication/Collaboration strategy and plan 4. Letters of Consortium Partner Commitments & Roles Quality detailed commitments for how consortium will meet RFP requirements.

Once additional guidance is provided, WSW will work with selected bidder(s) to determine performance metrics. Don t allow the targets to drive your programming, focus on high quality business services. Think creatively about which partners to include and the true needs of employers in the region. Capitalizing on functional leadership and shared goals will help you hit metrics.

10 Operator Overview Operator must demonstrate experience managing One-Stop Services Seeks a steady and thoughtful partner to provide day to day operations of the centers. Focuses on ensuring all partners contribute to the centers costs and services. Attention to staff needs for training and collaborative operation of the centers. Opportunity to market the centers and their services.

Organizational Experience and Past Performance Organization s mission and vision including experience operating one-stop centers and in using Lean Principles to operate one stop centers 2. Relationships and Collaboration Demonstrated relationships with WIOA Core and expanded partnerships Existing relationships with one-stop centers 3. Operator Plans Describe your plan for operating Vancouver and Kelso Centers as well as current and future affiliate and connection sites and managing facilities Describe your plan to staff and manage core workforce workshops and resource room activities, provide technology and ensure it is current and in good condition Define your plans to ensure a well-trained staff and staff managed committees for issues such as safety, accessibility, marketing or others Describe your plan to establish strong staff training opportunities Describe your plan to market the center 4.
