2 BLUE-ETS is not just a project on Official Statistics or a sort of ESSnet, but a project on the development of New Knowledge in Official Statistics, that effectively and efficiently supports Frontier quality official enterprise statistcs, that foster good policy-making and research; EU Commission broader objectives e.g. on Better regulations, Reducing administrative burdens and simplification

3 Accordingly, the BLUE-ETS - 14 partners consortium is not and does not include NSIs only; Involves top EU universities/research centers, with outstanding track records; Has a notable balance of NSIs, Research Institutions and Policy think-thanks:6 vs 8 Forms a unique collaborative networking NSIs & research environment ;

5 MAIN MEETS-RELATED GOALS AND PURPOSES Win the EU commitment to cut the statistical deadweights of over-regulations; Ensure better and cost-effective policies; Identify areas of lesser importance and appraise priorities; Innovate and streamline the production of business statistics, to grab efficiency gains and cut unnecessary costs, reporting burdens and red tape; Respond to users, focus on needs, new knowledge, prototype innovation, etc.. with a view to..

6 Further investments in selected MEETS fields to Tackle challenges ranging from the costs of regulations imposed on firms (including poor design features and dead-weights), that hinder their capacity to compete in global markets and weaken the quality of statistics and the effectiveness of public policies Support the accomplishment of the Commission s MEETS undertaking, with high quality and state-ofthe-art enterprise statistics; Modernize business statistics;

7 BLUE-ETS covers four interrelated statistical subjects Issues: 1. Better data collection for better data quality, greater efficiency and cost-effectiveness which is about innovative action, at the design and collection stages, which is needed to increase motivation, reduce costs and improve quality; 2. Better statistics through boosting the potential of existing data which is about enriching the quality of the data and swelling their knowledge contents;

8 (continued) 3. Investing in new knowledge and value added, and opening up new opportunities which is about new methodologies, opening up new vistas and availing of new technologies; 4. Extending results and improving the statistical information, by fostering the dialogue and the cooperation among producers, users and policymakers which is about improving relationships with users, best practice and how to disseminate Evidently, each of the above subject issue needs to be pigeonholed into more specific, often interrelated issues and WPs. Hence

9 Activities under Subject Issue 1 concern the better data collection They are pigeonholed into two sub-topics, and shaped on their very specific aims, i.e.: Better quality and greater cost-effectiveness through better methods for primary data collection; More and better data through the use of registers and the development of modern innovative, less expensive means of data collection and management;

10 With sub-topic customized around better data quality, involving WP2 (CBS) - Actions that can help to reduce the burden on firms and/or increase motivation, for which an investment is needed on: Better ways to measure and reduce the response burden; Means to motivate accurate reporting Recommendations on best practices to the ESS WP3 (UL) Business Statistics as seen through the eyes of businesses, which implies searching for new possibilities and ways to enhance internal motivation of businesses to report accurately to NSIs

11 and sub-topic customized around more and better data, through the use of registers and the development of modern innovative, and less expensive means of data collection, involving WP4(CBS) on improving the use of administrative sources, i.e. exploiting their latent informational potential and the opportunities offered by administrative archives (which raises issues of usability and quality). WP5 (INFOSTAT) on innovative methods, tools and procedures needed to exploit better and more efficiently the potential of administrative data (e.g. soft computing and data mining methodologies and tools and tailored methodologies)

12 Activities under Subject Issue 2 concern quality and involve: WP6 (UT) on enhancing quality by means of new methodologies that address problems associated with the use of survey data in the face of a rapidly increasing demand for small area/group point and interval estimation methods, which create unique problems (e.g. current sample sizes do not meet the necessary constraints for applying classical methods). WP7 (ISTAT) on reducing costs by investing in new knowledge for business data integration, systematisation and access, including The integration of administrative data from different sources (e.g. LEEDS, covering enterprises and labour statistics); Exploring opportunities, ways and means to access microdata for economic research purposes (with tests-pilot in Italy and Germany)

13 Activities under Subject Issue 3 concern grasping opportunities, investing in new knowledge and value added and involve WP8 (INFOSTAT) - on new vistas and potential of new methodologies. Its focus is on the evaluation of the tools and methods developed to motivate businesses and others, under WP 2,3,4 and 5, with a view to validate them and, eventually, test their take up by other NSIs and, possibly, within the ESS at large. WP9 (ISTAT) - on New Types of Indicators, outputs and applying results. It is about linking data to indicators and issues; tailoring the former to the latter, and not just to generic averages or dimensions or concepts, which are not necessarily consistent or appropriate to support any analysis.

14 Activities under Subject issue 4 Concern extending results, improving the statistical information and fostering the dialogue and the cooperation among producers, users and policymakers. They involve: WP10 (CEPS) on fostering the dialogue among producers and users; official statisticians, researchers and policy-makers, especially in unfolding and mapping new areas, where challenges are more demanding. WP11 (ISTAT) on fostering a wide and effective dissemination of the deliverables, working papers and syntheses, through well targeted and organized dissemination; a dedicated web site; and allied intermediate thematic and more general workshops and seminars; and publications in both academic and specialized journals.

17 Concluding remarks and longer term perspective First, on BLUE-ETS vs. ESSnet, or how they differ and, hopefully, can be made to complement in a nutshell, the BLUE-ETS is an R&D project, submited and implemented by a consortium which (1) takes decisions; (2) is coordinated by a steering Committee, assisted by a Scientific Committee; (3) supervised by a EU Project Officer; (3) has to deliver beyond-state-of-the art knowledge; financing is highly selective and competitive. Frequently, only 1 or 2 projects, out of many, qualify under the various calls; the project is subject to external reviews and evaluations, ongoing and final. Funds are paid only if results are OK Second, engaging in an endeavour such as BLUE- ETS, makes it worth considering the long-term and have a strategy, i.e. a vision on where one want to go, earning a return and what comes next.

18 Third, BLUE-ETS is an R&D project on official statistics, whose output is an unquestionably valuable input for official statistics and policymaking. Hence, it is vital to maximize and sustain Blue-ets results in order to: avail of the benefits stemming from the new R&D knowledge created by BLUE-ETS; for which NSIs need to have a strategy as to how to bank on results and internalize them, or the investment will be lost; avoid the latter, NSIs must transform BLUE-ETS new knowkledge into new operational know how, by applying and internalizing BLUE-ETS outputs. As to ESSnets, they are useful targeted means and channels that can be used to feed and complement new FP7 R&D Knowledge, such BLUE-ETS, into operations and data production; as well as ensure that benefits are suitably ripen.
