3 Skills Diagnostic The skills diagnostic is where we start getting to know you. It quickly identifies potential competency hotspots, which we recommend is followed by a full Competence Management System Health Check. The diagnostic contains two main elements: 1. an overview of your Competence Management System (CMS) or your approach to training 2. an overview of your People Management. This focuses on succession planning and training solutions for your new and existing employees. You will receive structured recommendations which suggest the next steps you may wish to take, including a more detailed CMS Health Check. Competence Management: System Review The Competence Management System Review is the starting point for the identification and quantification of strength of your competence management system. Using a targeted assessment process, our consultants work with your Senior Management Team to benchmark your current Competence Management System, policies and procedures in order to identify any gaps or areas for improvement. The scores achieved against each element will be based on the consensus being achieved by your senior management team. The results for each element will be analysed and discussed at the end of the review. What can you expect following a Competence Management System Review? a greater appreciation of good practice in competence management an understanding of the current status of your competence management system the identification of areas for improvement to your competence management system the opportunity to secure the commitment of the senior management team to an outline improvement plan. Following on from the competence management system review Cogent Skills will issue a report summarising the results, key findings, recommendations and proposing additional services to support the achievement of the recommended actions. The process follows the principles for the assessment of competence management systems as used by the Health and Safety Executive (HSE) and Medicines and Healthcare Products Regulatory Agency (MHRA). During the System Review we will record the responses of your senior management team against a series of targeted statements covering the following elements within a Competence Management System: demonstrating leadership and commitment identifying business critical activities setting procedures and standards assessing and maintaining individuals knowledge taking action to improve competence commitment to continuous improvement

4 Competence Management: System Development Cogent Skills in partnership with key stakeholders has published Guidelines for Competence Systems. Based on our best practice guidelines, our expert consultants will support you to build internal capability and embed best practice in competence management into your business. Through a series of modular and progressive workshops, we will provide you with the tools and techniques to take you from initial task analysis through to the operation and maintenance of a sustainable competence management system. Working with your senior management team and a nominated CMS Project Team, Cogent Skills Services will facilitate an initial resourcing workshop to confirm the project scope, internal project leaders, staff resource, milestones and timescales to complete the CMS development. The project plan will typically cover the following stages at six to eight week intervals: 1 resourcing workshop including project plan task identification task criticality analysis assign tasks to roles mapping of training provision mapping training interventions to tasks in all roles preparing for assessment of generic competence preparing for assessment of specific competence maintaining competence and the competence management system. At each stage we will deliver a focussed workshop to train the project team in the use of the relevant processes, tools and techniques needed for that stage. 5 Competence Management: Resourcing Workshop The Competence Management Resourcing Workshop is designed to provide clarity on the commitment and resources required at each stage of the development and implementation of an effective competence management system. Cogent Skills will lead and facilitate a workshop to identify the client requirements for the development and implementation of a CMS. This workshop will determine: confirmation of management buy-in who will be involved what level of commitment is required (staff and time) timescales for development and implementation level of external (Cogent Skills Services) support required In addition the workshop we will provide an overview of the stages involved in the development and implementation of the content management system. On completion of the workshop you will have a clear understanding of the internal and external resource requirements to develop an effective CMS. WCA is designed to upskill staff who need to assess competencies in the workplace, whether they are existing Competence Assessors or aspiring to be. Employees could be in a training role or work within the science industry and need training to be able to assess workplace competence effectively. The course has been designed to enable delegates to assess competencies at all levels, rather than complete standard assessments measuring knowledge, giving organisations a clear and accurate picture of the competencies within their organisation. 8 The Gold Standard In partnership with the science industries, Cogent Skills has established a skills benchmark for best practice, the Cogent Gold Standard framework. This skills benchmark has been designed by industry. It details the skills required to do, and perform, industry job role and provides a sound basis for workforce development. Over 50 industry Gold Standards are available across the science industries. By adopting the Gold Standard Framework, employers can be confident that their skills have been benchmarked to a national, industry-led standard. Gold Standard Workshop During the Gold Standard workshop we will work with you to develop a maximum of three Gold Standard Competence Profiles based on key job roles you have identified, detailing the competence requirements for each of the identified roles. After the job roles have been identified, a training needs analysis will be undertaken with the results being compared against your new Company Gold Standards. Once created, the Gold Standards belong to you and can be used in a variety of ways; for appraisals, recruitment and succession planning, development discussion, setting aspirational targets and performance reviews. Gold Standard Benchmarking The Industry Gold Standard Benchmarking programme compares your workforce capability against the relevant industry Gold Standard. The benchmarking process enables you to compare your performance standards, skills and training with best practice identified by the industry. This can provide vital assurances that your investment in skills is hitting all the right targets, as well identifying any gaps. The resulting gap analysis will enable you to identify priority training. Company Gold Standard Benchmarking Having previously developed your Company Gold Standards. The benchmarking process will enable you to compare your performance standards, skills, training and assessment practises with the levels of competence you expect. 9 Case study: Petroineos Goes for Gold At Petroineos, the oil refinery operator based in Grangemouth, East Stirlingshire, Cogent s Gold Standard Workforce Development programme has become an integral part of training for its supervisors. Working with Cogent Skills, Petroineos mapped their supervisors existing skills and experiences of refining operations to the nationally recognised Gold Standard Award.
