Application review begins March 24, 2017 Position Summary: Responsible for the planning, recommendation and implementation of system projects and improvements, including long range planning and providing technical assistance in the areas of design, construction, operation, and maintenance of the PUD s telecommunications systems. A complete job description is attached. Requires: Experience and/or education equivalent to a bachelor s degree in business or related field. CCNP Routing and Switching certification is required. Four to six years of experience in the telecom field, or related area, is preferred. Public sector work experience and experience and/or training in supervisory skills and knowledge of personnel management and administration is a plus. About Jefferson County PUD: The PUD was organized in 1940 and is one of 28 current PUDs in Washington. In 2013, the PUD purchased electric service from the private utility serving eastern Jefferson County. The PUD now serves nearly 19,000 electric, 4,200 water and 400 sewer customers. The PUD has plans to add additional positions in 2017 to bring the total employee count of the PUD to 54. This position will be the first and only employee dedicated to telecom services. The PUD operates as a government entity with a 3 member Board of Commissioners. PUD Benefits Include: Comprehensive medical, dental and vision insurance plans. PUD pays 100% of premium for full-family coverage. The PUD utilizes a PTO program. PTO accrues at 6.15 hours per month, accruals increase with longevity of service after 5 years. PTO may be used at any time after hire. The PUD is a participant in the Washington State Retirement System. New employees may choose between PERS Plan 2 and PERS Plan 3. 3 TELECOM MANAGER Union: Non-union FLSA Status: Exempt Pay: Per resolution Reports to: Assistant General Manager/Electrical Operations Superintendent Supervises: None Updates: 01/2017; 02/2017 Job Summary: Responsible for the planning, recommendation and implementation of system projects and improvements, including long range planning and providing technical assistance in the areas of design, construction, operation, and maintenance of the PUD s telecommunications systems. Distinguishing Characteristics: Work is performed with considerable independence with accountability for results. Position requires juggling multiple priorities, excellent judgement, a commitment to ethical conduct, good customer service and ability to implement best practices. Supervision: Direction for work is received from the Assistant General Manager/Electrical Operations Superintendent. Guidance is generally only provided for the most difficult or unusual problems. Supervisor may use discretion in determining amount of oversight based on employee performance and the objectives of the program. Supervision of other employees is not required, however position may be lead when dealing with contractors and consultants. Essential Job Functions: Operate and maintain the PUD s telecom network (NOC operations). Manage telecom sales and marketing. Install, maintain, test, troubleshoot, and repair switches, cables, and other telecommunications equipment in the field to ensure optimum network usage and quality Act as liaison for the PUD with other public agencies, including City, County, NoaNet, State and BPA regarding telecommunications issues. Assess need for any system reconfigurations, make recommendations and execute them as required. Analyze and make recommendations concerning specific projects that would benefit the District and its customers. 4 Telecom Manager Page 2 Monitor and identify capacity and performance issues for telecommunications traffic to ensure continued, uninterrupted operation of telecommunications systems. Plan telecommunication systems improvements to ensure that safety, reliability, and service are maintained. Provide oversight in the design, construction, operation, and maintenance of the PUD's telecommunications systems. Interact and negotiate with vendors, outsourcers, and contractors to secure communications products and services in a timely and professional manner. Effectively interact with technical staff to ensure the safe and proper installation of cabling, wiring, and other electrical hardware. Supervise the preparation of specifications for the evaluation of and recommendations for appropriate action regarding contractor's bids on certain equipment and selected facilities construction. Ensure telecommunications systems are in compliance with all applicable PUD policies, standard practices and regulations. Coordinate technical studies, calculations and evaluation tests for the solution to problems that may arise in the systems. Conduct research on emerging products, services, protocols, and standards in support of telecommunications equipment procurement and development efforts. Recommend acquisition of new devices, apparatus and equipment leading to increased efficiency, economy, and standardization the PUD s telecommunications systems. Prepare annual telecommunications budget. Generate telecommunications usage and inventory reports as required. Provide on-call technical support for telecom issues and for problems that may arise outside of normal business hours. Exhibit a positive attitude and support of management decisions and PUD policy. Perform other duties as assigned. Selection Criteria: Knowledges: Thorough knowledge of the wholesale telecommunications industry and PUD policies and procedures and the working practice of those policies which affect the operation of the PUD, customers and the telecommunications department. Knowledge of operational requirements and restrictions of telecom services by public utility districts in Washington state. Knowledge of good organizational skills and possession of good administrative skills, including documentation ability. Abilities: Demonstrated technical ability to manage the PUD telecom network. Ability to communicate effectively in English both orally and in writing; understand complex oral and written instructions, communicate detailed information clearly and

5 Telecom Manager Page 3 concisely; and establish and maintain effective working relationships with customers, employees, managers, consultants, contractors, vendors and the general public. Ability to use independent and discretionary judgment and to analyze and solve problems. Ability to direct and coordinate the activities of other technical employees and consultants. Ability to self-direct work and be a self-starter. Education, Experience and Training: Experience and/or education equivalent to a bachelor s degree in business or related field. CCNP Routing and Switching certification is required. Four to six years of experience in the telecom field, or related area, is preferred. Public sector work experience and experience and/or training in supervisory skills and knowledge of personnel management and administration is a plus. Special requirements: Must pass a background investigation. Must possess a valid driver s license and have a good driving record. Working Conditions: Position requires regular and punctual attendance. Works in an office setting most of the time. Mobility sufficient to travel to and work at various PUD facilities is required. Must be able to drive or, through other efficient means, travel around the county to work at various facilities. Hand-eye coordination and manual dexterity is requisite to operation of a motor vehicle and to the operation of personal computers as well as other electronic office equipment and engineering/drafting tools. Vision must be sufficient to read instructions and maps as well as to complete and review drawings of telecommunications network projects. Hearing and speech must be adequate to communicate with employees, customers and contractors. Scheduling flexibility may be required to work on equipment and systems during evening or weekend hours.
