Water & Sanitation Support Organization (WSSO) has been set up under Telangana State Water &Sanitation Mission (SWSM) of Rural Water Supply and Sanitation Department, Govt. of Telangana with 100% fund support from Ministry of Department of Drinking Water & Sanitation, Govt. Of India. WSSO has to deal with software aspects of Rural Water Supply and Sanitation sectors as a facilitating agency and as a bridge between community organizations and Government agencies as per National Rural Drinking Water Programme (NRDWP) & Total Sanitation Campaign (TSC) guidelines. For effective implementation of the project, SWSM invites applications from interested & eligible candidates having requisite qualification, experience and exposure for the following contractual positions as mentioned below: S No Name of the position Consolidated remuneration (in Rs.) Above positions require extensive travel through the state. The Engagement is purely temporary & is for a period of one year subject to performance & delivery only. The photocopies of supporting documents viz., qualification and experience duly self attested and passport size colour photograph with signature on front should be attached with the prescribed application. Applications along with supporting documents must be sent through sealed envelope by post/courier with superscription of the position applied for failing which application is liable for rejection. SWSM shall not be responsible for any delay/missing application through post/courier. If required, short listed candidates shall be called for interview without any TA & DA. 3 PRESCRIBED TASKS & MINIMUM REQUIREMENTS State Level: I. Director As an Administrative & Technical Head of WSSO (CCDU) it is desirable that the person has minimum 15 years of RWS&S sector knowledge and good understanding about training needs of stakeholders particularly that of PRI/GPWSC/VWSC functionaries. It is also desirable that the person understands Community Participatory Techniques and IEC modules relevant to the sector and is able to develop effective HRD and IEC modules for different stakeholders. Should have experience in programme and project monitoring and evaluation particularly RWS&S sector. Coordinate with all key/ resource institutions for planning/ developing training packages. Liaise with State Governments/ Institutions/ external support agencies to develop training strategies and implement training to accelerate the pace of reforms under RWSS sector. Develop monitoring and evaluation plan, monitoring and evaluation formats and mechanisms for HRD implementation and its qualitative impact. Qualification: A person having Degree in Engineering with minimum 15 years of RWS&S sector Knowledge and good understanding training needs of stakeholders particularly that of PRI/GPWSC/VWSC functionaries or any retired officer not below the rank of Chief Engineer II. Consultants (I) HRD Specialist Identify training needs and develop suitable training modules for RWS, TSC/NBA and School Sanitation

4 Prepare Annual Capacity Building Plan for the State and guide the districts in preparing their plans Analyze progress reports sent by districts on HRD programmes for review. Record and update all fund releases to states/districts Follow up with districts for regular monthly / quarterly / annual online reporting. Visit districts to monitor implementation as and when directed Prepare & analyse quarterly progress reports for discussion and review with district and Mandal level functionaries Undertake any other assignment as directed by Director (WSSO(CCDU)) Minimum requirements: Post Graduate Degree in Science/Environmental science/hrd/environmental Engineer with at least 3 years experience in conducting trainings/human resource Development related to rural and community Development or similar field. Knowledge of participatory methods and their application will be an advantage. Preference for candidates with experience in Rural Water Supply and Rural Sanitation programme. Knowledge, ability to use computer independently; MS Office & Power Point including graphics is essential. Should have excellent written and oral communication skills. Ability to work independently without any sectoral support. Should be updated on development issues, social policies and the ability to liaise with different Government Departments, Resource Institutions, NGOs, Individual Experts Ability to work with various partners; establish good working relationships; ability to analyse, negotiate will be additional advantages. (II) IEC Specialist All matters related to IEC activities under the Rural Water Supply and Sanitation Programme. Develop guidelines, guidance manuals and technical notes on Programme Communications for all the programmes under RWSS Sector. Preparation of Annual IEC plan for the State and guide the districts to prepare their own plans.

5 Coordinate dissemination of available IEC materials for water and sanitation to all districts and Mandals. Documentation of success stories/best practices/institutional arrangements etc., Identify training needs and develop suitable training modules for RWS, TSC and School Sanitation. Assist in organising review meetings, seminars, workshops on communication for sanitation / hygiene education; prepare base papers and final reports. To advise District implementing agencies on IEC aspects of RWS & TSC/NBA implementation: (demand creation / IEC, hygiene promotion, school sanitation & hygiene, technical options, alternative delivery systems, self-help groups, micro financing for water & sanitation). Prepare quarterly progress reports for discussions and review with district and Mandal functionaries. Minimum requirements: Post Graduate Degree in Social work/social science/extension services/communications for development with at least 3 years experience in the field of Communication for Rural Water Supply & Sanitation /Community Health. Knowledge of participatory methods and their application will be an added advantage. Good knowledge & experience of the rural water supply & sanitation programmes, PRI systems and NGO network. Experience in Communication Strategy development, implementation and impact assessment of IEC interventions. Knowledge, ability to use computer; MS Office & Power Point including graphics is essential. Excellent written and oral communication skills. Ability to work independently without any sectoral support. Should be updated on development issues, social policies and have the ability to liaise with various departments, institutions, NGOs and experts. Ability to establish good working relationships, analyse, negotiate will be additional advantages (III) Sanitation & Hygiene Promote water-health interaction in the socio economic cultural setup in rural areas.

6 Development of appropriate rural sanitation technology, promote school sanitation & hygiene education, promote sanitation among parents and particularly among mothers coming to Anganwadi centres. Organizing training programmes for District/Mandal/GP level stake holders & functionaries, develop literature for sanitation & hygiene education. Minimum requirements Post Graduation in Science/Social Science/Social work/public Health with minimum 10 years work experience in WATSAN Sector, Rural Health & Hygiene, School Sanitation &Hygiene Education, experience in liaison with various stake holders, organizations. Experience in liaison with various stake holders, organization & ability of coordination and online independent feeding of information. Good knowledge of RWSS/Rural Development Programmes and PRIs functioning. Knowledge and ability to use computer, MS office & Power point including graphics is essential. Excellent written and oral communication skills. Ability to work independently without any sectoral support. Should be updated on development issues, social policies and have the ability to liaise with various departments, institutions, NGOs and experts. Ability to establish good working relationships analyze, negotiate will be additional advantages. (IV) Water Quality Monitoring & Surveillance Facilitate water quality testing, monitoring of water quality & surveillance by guiding & training lab staff of District & Sub divisional labs. To set up water testing laboratories, carryout research & development, impart training and develop training modules in water quality monitoring & surveillance for various stake holders, guide community participation. Management of Water Quality Laboratories under Administrative Department/NGOs Compilation & interpretation of laboratory data Following up M&S activities with different Govt. authorities and reporting to Director WSSO Preparation of reports relating to Water Quality Monitoring & Surveillance.

7 Training & Sensitization on WQM&S activities including preparation of training modules in coordination with DWSM / MRC/ VWSC. Minimum requirements Post Graduation in Chemistry/Micro Biology or equivalent qualification with computer knowledge and should have minimum experience of 15 years in the field of Water Quality and monitoring activities in RWS Rural Development programs. heading and setting up of lab at District / State level, developing training modules/materials for training various stake holders at State/District/Sub Divisional level, coordinate with other labs and institutions in case of emergencies, Ability to supervise and undertake research work in water supply sector. Good knowledge of RWSS/Rural Development Programmes and PRIs functioning. Knowledge and ability to use computer, MS office & Power point including graphics is essential. Excellent written and oral communication skills. Ability to work independently without sectoral support and ability for developing technology for water quality enhancement. (V) Hydro-geologist Tasks : Collection of data and ground water from various organization like CGWB / SWID /SGWD/ PHED Evaluation and analysis of data to help implementation of upcoming schemes. Good knowledge of ground water hydrology and ability to impart the same to DWSM / MRC / VWSC level. Preparation of hydro-geological maps using various computer based modules. Ability to train people about various practices on optimal ground water extraction. Experience : In the department for Hydro Geologist minimum qualification is M.Tech/M.SC in Geology with 15 years experience or retired employees in the cadre of Joint Director (JD) or above, who is well versed of state Geographic details.

8 Ability to use computer independently for disposal of entrusted work and preparation of reports / maps. Previous working experience in Central / State Govt. organization in a senior position shall be treated as added qualification.
