1 MBOMBELA LOCAL MUNICIPALITY DEPARTMENT: PLANNING, PERFORMANCE MONITORING AND EVALUATION, COMMUNICATION AND INFORMATION TECHNOLOGY 1 X MANAGER: HIV AND AIDS Requirements and Competencies: B Degree plus 5 years experience in the relevant environment.must have management and report writing skills. Must be in possession of code EB driving licence and be computer literate. Key Perfomance Areas: Manages and coordinate the Mbombela Local HIV & AIDS response unit. Coordinate and monitor the unit s monthly programme. Provide secretariate services to the Mbombela Local AIDS Council. Compile reports of the Municipality on the implementation of the Local HIV & AIDS Strategy. Consolidate and submit Mbombela Local AIDS council reports to Mpumalanga Provincial AIDS Council. Liaise with all stakeholders at National, Provincial, Local and District level on the HIV & AIDS programme. Facilitate and recruit all stakeholders dealing with treatment and care. Facilitate and recruit all stakeholders dealing with human rights and access to Justice in the management of the HIV & AIDS strategy. Establish Wards AIDS Council, and facilitate training programs for Wards AIDS Council. Monitor functioning of the local Wards AIDS Council. SALARY SCALE: R per annum plus Municipal benefits (POST LEVEL 3) 1 X MANAGER MONITORING Requirements and Competencies: B Degree and Certificates in Monitoring and Evaluation and Project Management, plus 5 years experience in Monitoring and and Evaluation Unit in a Municipal Environment.

2 Key Perfomance Areas: Monitor the Implementation of Strategic Policy framework.monitor the Departmental, Inter-Departmental programmes and projects. Monitor the Implementation of All Municipal resolutions. Develop Quarterly, Mid-Year, Annual and Section 57 reports. Ensure that all legislative reporting requirements are met. Ensure best and knowledge management sharing. Conduct physical verification of projects. Facilitate quarterly performance review sessions. Develop section 57 performance agreements. Develop Process Procedure Manual, and Performance Monitoring Evaluation policy. SALARY SCALE: R per annum plus Municipal benefits (POST LEVEL 3) 2 X COMMUNICATION OFFICER Requirements and Competencies: National Diploma in Marketing or Communication plus 2-3 years experience in a relevant field. Good verbal and written communication skills, media liaison, marketing skills. Research, speech writing, good photographic skills, graphic design and valid driver s licence will be an added advantage. Willingness to work extraordinary hours. Key Perfomance Areas: External marketing and branding of Mbombela Local Municipality. Compiling and circulating of internal and external publications. Covering of municipal events, functions and meetings. Development of linkages with media by phone, , private meetings, press conferences, informal conversations. Co-ordinate information and establish working relation with media. Organising of functions, run campaigns, liaise with management and organising radio jingles and news releases. Do research and assist with speech writing and audio visual presentations. The incumbent must assist with content management of the website. SALARY SCALE: R R per annum (POST LEVEL 6) 5 X INFORMATION AND COMMUNICATION TECHNOLOGY INTERNSHIP (1 YEAR CONTRACT) Requirements and Competencies: National Diploma in Information and Communications Technology (IT), preferable with web development courses or related certifications.

3 Experience and exposure to IT software development and IT support. Ability to work weekends and evenings. Key Perfomance Areas: Assist with software development and web based applications. Assist with development and management of databases. Assist with business analysis and project support. Assist with relevant reports and documentations. Provide ICT end user support including repairs and maintenance. Assist with ICT admin and procurement. Assist senior manager ICT with his duties. SALARY SCALE: R per annum. DEPARTMENT: CORPORATE SERVICES 1 X MANAGER TRAINING AND SKILLS DEVELOPMENT Requirements and Competencies: B Degree &OD-ETD qualification or related Skills Development qualifications with 5 years experience in related field. Good Management, administrative and coordination skills. Candidate must be able to do skills audit analysis and be computer literate. Key Perfomance Areas: Management of training and skills development section. Implement and manage all Council capacity building programmes i.e. Bursary Schemes, Learnerships, AET, Training and Development, RPL, Qualification Audit etc. Interact with all stakeholders on behalf of Council and respond to correspondences of the section. Ensure compilation and submission of WSP to LGSETA on annual basis and implementation of PDP s accordingly. Manage sections projects as per SDBIP and ensure conformity with the set time-frames. Manage financial resources of the section in terms of Council s delegation of powers. SALARY SCALE: R per annum plus Municipal benefits (POST LEVEL 3) 1 X MANAGER LABOUR RELATIONS Requirements and Competencies: B Degree/ National Diploma in Labour Relations with 5 years experience in related field. Candidate must be able to do investigation, report writing, prosecuting, and chairing, Representing employer at bargaining council, CCMA.Must have minute writing skills.

4 Key Perfomance Areas: Give advice on labour relations policies and procedures.advice management and staff on disciplinary matters. Manage labour relations issues within the organisation. Attend and advise all proceedings of disciplinary hearings. Act as contact person between Council and South African Local Government (SALGA).Manage labour unrests occurring within the Municipality. Participating in various meetings (council, internal and external forums) and provides opinions on matters affecting or concerning the functionality. SALARY SCALE: R per annum plus Municipal benefits (POST LEVEL 3) 1 X MANAGER WELLNESS Requirements and Competencies: B Degree in Psychology with 5 years experience in related field. Candidate must have thorough knowledge and understanding of the Local Government environment; all employment legislations, policies and procedures. Key Perfomance Areas: Reporting directly to the Senior Manager Human Resource. Identify appropriate wellness programs that will target the specific needs of the Municipalities employee health risks. Based on the results, develop and provide health education programs. Facilitate well-thought-out action plans to engage employees in wellness programs through targeted communication, recruitment and outreach efforts. Develop on-going support and effective communication plans to ensure that employees are retained in the programs so that full benefits and/or behaviour modification can be realized, in collaboration with the Benefits Department SALARY SCALE: R per annum, plus Municipal benefits (POST LEVEL 3) 1 X LABOUR RELATIONS OFFICER Requirements and Competencies: Bachelor s Degree/ National Diploma with labour law as a passed subject. Candidate must have 2-3 years experience. Candidate must have a valid code 08 driving license and applied computer literacy. Candidate must have thorough knowledge and understanding of the Local Government environment; all employment legislations, policies and procedures. Key Perfomance Areas: Reporting directly to the Manager Labour Relations. Provide advice on L R matter. Conduct investigations on reported cases and make recommendations. Facilitate disciplinary hearings and represent the Municipality at SALGBC and CCMA. Liaise with Trade unions and coordinating Local Labour Forum meetings. Conduct training/ workshops on the disciplinary code and procedure for the whole workforce. Maintain the

5 database for misconduct cases, grievances and disputes. Assist in conducting research and policy development. Provide labour law advisory services. 1 X BURSARY OFFICER Requirements and Competencies: B Degree/ National Diploma in Public Management with 2-3 years experience in Bursary Administration or Human Resource Development field. Experience in Financial Management will be an added advantage. The candidate must be familiar with Council s Human Resource Development policies. Have extensive computer skills, preferably Excel & PAYDAY. Key Perfomance Areas: Advertise bursaries (Internal & External). Schedule bursary Committee meetings on quarterly bases. Conduct shortlisting with the bursary committee members and forward recommendations to the office of the skills development facilitator. Inform all applicants on outcome, process all approved bursary payment direct to the institution of learning. Liaise with institutions of learning on any matter affecting the student, Implement bursary deductions on bursary holders declared incompetent and the ones who fail to submit results. Prepare monthly and quarterly report on both internal and external bursaries. Align bursary identified critical and scarce skills with the LGSETTA and critical skills. Capture and update all bursary information in the Payday system, hold quarterly meetings with learners during school vacations to promote smooth running of the bursary administration. Monitor Council s bursary- holders through visits in the respective institution of Higher Learning, they enrolled with, check academic progress with administrators and give feedback to the bursary committee. 2 X OCCUPATIONAL HEALTH AND SAFETY OFFICER Requirements and Competencies: Btech/National Diploma in Safety Management or equivalent with 2-3 years relevant work experience. Knowledge of OHS Management Systems, OHS, COID Act, Incident & Accident Investigation, computer literacy and a valid driver s license, Key Perfomance Areas: Ensure that all Operations and activities within the Municipality comply with the OHSA and the regulations. Perform hazard identification and risk assessments. Develop & Implement an OHS Management System for the Municipality (Policies and Procedures as required). Facilitate the training of employees in Health and Safety. Ensure

6 that all legal and other appointments are in place and valid. Ensure that Occupational Health and Safety responsibilities are clearly defined and documented. Conduct Incident and Accident Investigations. Conduct Inspections and Audits whenever required and submit Audit Report to the Municipal Manager and assist with the formulation of an improvement to ensure continuous improvements. Ensure that all OHS training courses are included in the Work Place Skills Plan of the Municipality. SALARY SCALE: R R per annum (POST LEVEL 5) 1 X TRAINING OFFICER - Adult Education and Training (AET) Requirements and Competencies: BDegree/ National Diploma in Human Resource Development / Occupational Directed Education Training and Development (OD ETD) or related qualification coupled with 2-3 years experience in Skills Development Management field. The candidate must be familiar with Capacity Building legislations. A Sound knowledge of Municipal Policies will be an added advantage. Key Perfomance Areas: Recruitment, placement, co-ordinate AET logistics n all the Service Centres. Compile progress report for submission to the Training Committee and prepare quarterly &monthly reports for submission to LGSETA and other Local Government stake-holders or sponsors. Liaise with the Service Provider appointed to facilitate AET on all logistical arrangements and report to the SDF. Co-ordinate AET graduation and motivation sessions. Monitor and Manage learners affairs with the Facilitators. Keep all records for enrolled learners. Sound knowledge to analyse skills audit outcomes and be in a position to make inputs during the compilation of the WSP on illiterate employees will be an added advantage. Assist with the co-ordination of induction accordingly. Liaise with Human Resource and co-ordinate induction of newly appointed employees. 1 X TRAINING OFFICER - EXPERIENTIAL LEARNING Requirements and Competencies: BDegree/ National Diploma in Human Resource Development / OD ETD or related qualification coupled with 2-3 years experience in Skills Development Management field. The candidate must be familiar with Capacity Building legislations. A Sound knowledge of Municipal Policies will be an added advantage. Key Perfomance Areas: Co-ordinate and administer all Council approved experiential learning programmes, logistical arrangements thereof, i.e. (Registration of learners, concluding of Service Level Agreements of all stake-

7 holders, keep records thereof accordingly. Compile progress report for submission to the Training Committee meetings, and also prepare quarterly &monthly reports for submission to LGSETA, other Local Government or Private Stake-holders. Manage learner s affairs with the Facilitators, mentors and coaches and prepare reports thereof. Co-ordinate experiential learning programmes. Identify, monitor, and capacitate mentors and coaches. Prepare and process payment of intern s stipends as per the Learnerships Criterion. Assist with the co-ordination of induction accordingly. Liaise with Human Resource and co-ordinate induction of newly appointed employees. 1 X TRANSFORMATION OFFICER Requirements and Competencies: Bachelor s Degree/ National Diploma in Human Resource management coupled with 2-3 years experience in related field. The candidate must be familiar with Employment Equity Act, Employment Equity Regulations and Report writing skills. Key Perfomance Areas: Establish a representative Employment Equity forum and proper training. Facilitate meetings of the Employment Equity Forum and rendering secretariat functions for the committee. Consultation with all stakeholders and Monitor the maintenance of database for Employment Equity and compile reports on monthly basis. Develop and submit Equity reports to the National Department of Labour. Review all employment practices to ensure that there is no barrier to employment of any type of person as required in terms of affirmative action. 1 X ADMINISTRATIVE OFFICER GR1: ORGANISATIONAL DESIGN AND PERFORMANCE MANAGEMENT Requirements and Competencies: NQF Level 6 Diploma in Human Resources Management or Advanced Certificate or Equivalent plus 2-3 years experience in related field. The candidate must be computer literate. Key Perfomance Areas: Coordinate Performance Management workshops and meetings. Assist in the implementation and monitoring of the Performance Management policy. Assist employees in compiling performance agreements, performance plans, personal development plans, and quarterly reviews. Ensure the safe keeping of files. 8 1 X JOB EVALUATION ANALYST Requirements and Competencies: NQF Level 6 Diploma in Human Resources Management or Advanced Certificate or Equivalent plus 2-3 years experience in related field. The candidate must be computer literate. Knowledge of TASK job evaluation system will be an added advantage. Key Perfomance Areas: Ensure that all positions in the approved organisational structure have job descriptions according to the TASK format. Provide guidance to line managers/ supervisors in compilation of job descriptions. Verify completeness of job descriptions and ensure that all job descriptions for the Municipality are submitted to the job evaluation committee. Benchmark with other Municipalities/ SALGBC to create a data base for job descriptions. Update the database according to the job evaluation codes. Receive the job evaluation results, validate and inform affected employees.
