2 Programme Officer- Planning Monitoring Evaluation and Reporting (PMER) Programme Support Unit (PSU) Place of work: Pay band: Salary: Contract type: Reports to: Budget responsibility: Travel: Durham Street, London SE11 5JD D 32,739 with excellent benefits Permanent PMER Advisor None up to 8 weeks international travel per year Team description: This position will be based in the Programme Support Unit (PSU) which is part of the International Programmes Department (IPD) in the UK. PSU provides programme quality support in three overlapping areas: Quality Programming, Research, Learning and Documentation, and Accountability and Effectiveness. The PSU works directly with the four WaterAid Regional Teams (West Africa, East Africa, Southern Africa and South Asia) as well as with staff from our Country Programmes. We also work very closely with the Policy and Campaigns Department and the Communication and Fundraising departments, ensuring joined up approaches and messaging. Finally, within the WaterAid International federation, the team liaises closely with other teams across the WaterAid members (Australia, America, Canada, Sweden and Japan), drawing on our global experiences and expertise and providing cross member supports as necessary. This post will be located in the Accountability and Effectiveness (A&E) team which is managed by the Programme Manager- Accountability and Effectiveness. The team plays a crucial role in supporting and creating the processes and systems necessary for effective quality programme management across all WaterAid UK international programmes, which includes more than twenty country programmes, four regions and the head office. 2

3 Job purpose To support the implementation of the Accountability Framework and department wide strategic and operational planning. This role will co-ordinate the consolidation of IPD s reports, ensuring that IPD is on track to deliver its contribution towards WaterAid s global strategy. Key to the delivery of any strategy is the learning from the evaluation process. This role will be responsible for ensuring that the evaluation process and mechanisms are being delivered. The post holder will contribute to the development of IPD s PMER systems and processes, and help to maintain this going forwards. Key to the role will be highlighting good practice, enhancing continual organisational effectiveness and adding to the body of evidence across the water and sanitation sectors. Accountabilities Key accountabilities Processes Coordinate the planning and reporting processes in the IPD through close working relationships with Regional teams and key departments including Finance, Communications & Fundraising Liaise with other departments to provide key information to meet the needs of projects/processes managed by other key stakeholders. Support the IPD Director in preparation of papers and presentations for key meetings, including the Senior Management Team, Directors Team and Board of Trustees. Support the coordination of country programme (CP) evaluations, monitor the implementation of management responses, and convene and support the Evaluations Committee. Support any other relevant processes within the remit of A&E as required, e.g. Post Implementation Monitoring Survey Direct the delivery of consultant/volunteer lead work as required. Systems Support the roll out and implementation of the organisational Management Information System and the Accountability Framework in collaboration with CPs and Regional Teams (RTs), as required by the roll-out team Support and capacity building Provide PMER technical support to country programmes and regions as appropriate Support fundraising and country programme colleagues with the design of project PME frameworks for restricted funding programmes as appropriate Manage the PMER community of practice ensuring this is a learning environment which hosts interactive cross organisational discussions on PMER issues. 3

4 Learning In collaboration with the Research Learning and Documentation team and Quality programming teams, contribute to the generation of credible body of evidence which can be used to inform programmatic decisions. Liaise with appropriate academic and sector institutions to disseminate findings from WaterAid s monitoring and evaluation activities, contributing to improved sector understanding Effective functioning of PSU, networking and collaboration Lead, support and participate in PSU Activities (workshops, training, exchanges, research, etc.) as required. Participate in working groups and develop relationships with external stakeholders to share WaterAid s learning with the sector and bring new ideas into WaterAid. General Any other duties commensurate with the role, including administrative tasks Person specification Essential Educated to degree level or equivalent professional experience gained within a related subject area Understanding of planning, monitoring and evaluation concepts and approaches Proven experience of analysing qualitative and quantative data Proven experience in writing and presenting complex information to a variety of audiences Strong communication and negotiation skills, with the ability to translate messages to a range of stakeholders across cultures Experience of influencing without authority and working effectively within a matrix management culture Able to work effectively with diverse cultures and adapt personal style to get the best out of others A self-starter, able to work independently and drive tasks forward to completion, escalating issues where appropriate. A team player, able to work collaboratively with senior managers, consultants and a variety of other stakeholders, both internal and external. 4

5 The ability to work under pressure maintaining an attention to detail. Highly organised with ability to manage multiple tasks and complex work programme within deadlines Excellent computer literacy mainly Microsoft Office (Word, Excel, Access, Power Point etc.) Commitment to personal learning, development and improvement in pursuit of own objectives and those of the team and organisation. Ability to travel extensively up to 8 weeks per year. Commitment to WaterAid s values and a working style that reflects these. Desirable Experience in international development organisation PMER programming Specific qualifications or training in project and programme planning, monitoring, evaluation and reporting. Experience of directing the work of others e.g. volunteers, consultants Strong language skills, preferably French and/or Portuguese. Familiar with NewDea or mwater or similar software. Experience of working in the water and sanitation sector in the developing world. 5
