1 Duty Location: The Hague, NLD JOB DESCRIPTION Director Air and Missile Defence Command and Control NCI Agency Directorate of AMDC2 Grade: A6 This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO). The NCI Agency has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange. The Director AMDC2 will be responsible to the General Manager NCI Agency as Senior Responsible Owner (SRO 1 ) for ensuring that all assigned Projects, Services, and Programmes meet their objectives and deliver the projected benefits to the customers and users, as directed by the applicable governance mechanisms. The Director AMDC2 is responsible for directing and managing the activities of the Directorate which consist of around 350 personnel, both military and civilian. Main responsibilities include establishment of management objectives consistent with Agency policies and directives, organisational leadership for the Directorate, implementation of assigned programmes and projects, and central technical planning, design, systems engineering, integration and configuration management for the BMD and AirC2 capability with a view to ensuring integration of all related services, systems and elements thereof into a coherent, logical and interoperable architecture. Duties Under the direction of the General Manager, NATO Communications and Information Agency, and in accordance with guidance of the Programme Governance as directed the NCI Organisation Charter, the incumbent will perform the following duties: Organisational Leadership: - As a member of NCI Agency s senior management, in addition to specific responsibilities as Director AMDC2, participate in the executive management and direction of the NCI Agency, including full membership of the relevant boards and contribute to the development of strategies, policies, and directives; - Co-ordinate with the Director Application Services and Director Infrastructure Services to obtain the necessary technical resources to support implementation of specific programme phases; - Co-ordinate with the Directorates portfolio with the Director of Demand Management to ensure overall consistency, coherence and availability of a consolidated Agency demand perspective; - Co-ordinate with the Directorates resource plans with the Chief of Staff to ensure overall consistency, coherence and availability of a consolidated Agency capacity perspective; 1 The SRO role is as defined in the Managing Successful Programmes (MSP) framework mandated by the NCI Agency as industry best practice to be used for Programme Management. 2 - Develop and oversee, in coordination with Director Service Operations, the implementation of in-service support capabilities to ensure a smooth transition to operations; - Co-ordinate with other Agency Directorates and Enabling Branches, to ensure coherence of the portfolio within NATO overall C4ISR/IT Enterprise; - Lead the Directorate to deliver the required benefits to customers, and act as champion for the evolution of the Directorate towards an integrated Air and Missile Defence Command and Control organisation, evaluating any means in order to rationalize; - Monitor the key organisational risks and authorize and track progress of respective mitigation actions; - Ensure the effectiveness and performance of the Directorates organisation; - Ensure internal cross-coordination and resolution of managerial conflicts between Programmes, projects and services within the Directorate s portfolio. Senior Responsible Owner: - Ensure that the Programmes and related projects meet their objectives and deliver the projected benefits as agreed with the external and internal stakeholders; - Ensure that the Programmes and related projects are subject to review at appropriate stages; - Ensure that the aims of the Programmes continue to be aligned with the business, and establish a firm basis for the Programmes during initiation and definition; - Secure the necessary investment for the Programmes; - Ensure that there is a coherent organizational structure and logical plan(s) in place; - Monitor and controlling the progress of the Programmes at a strategic level; - Manage stakeholders at a senior level in NATO, Nations, and Industry whilst acting as the Agency senior point of contact for the AIRCOM Enterprise and the AMDC2 capabilities; - Maintain a direct dialogue with NATO senior military officials to ensure implementation aligns with NATO minimum military requirements; - Be accountable on behalf of the NCIA General Manager to the Governance structures for successful delivery of the capabilities of the assigned portfolio; - Regularly report in an open and transparent manner to the Programme Governance progress against plans, and execution and delivery status of projects and services against agreed targets; - Represent the NCIA General Manager at Programme Governance meetings; - Chair Programme Boards in order to drive the programmes forward and deliver the outcomes and benefits; - Authorize budget estimates and financial reports for the AMDC2 portfolio as components of the NCI Agency input to the appropriate financial Committees; - Optimize risk management across programmes, monitor the key programme risks and authorize respective mitigation actions; - Develop a strategy for the convergence of the programmes and related services in order to ensure the delivery of coherent capabilities, avoiding duplication of effort; - Ensure programme and project implementation plans for BMD and AirC2 capabilities are aligned and synchronized. Other Duties: - As an executive participant in the NCI Agency senior management, provide advice and expertise to the NCI Agency General Manager; - Prepare and present briefings at all levels; - Perform other duties as may be required. 3 Experience and Education: - A PhD or the national equivalent at a recognised/certified University in a related discipline with 12 years post related experience; - Or a Master of Science (MSc) degree or the national equivalent at a recognised/certified University in a related discipline with 15 years post related experience; - Or a Bachelor of Science (BSc) degree or the national equivalent at a recognised/certified University in a related subject with 20 years post related experience; - Extensive experience (at least 12 years) in a senior NATO, national or relevant industry related appointment involving the development, management, acquisition and/or implementation of major communications, computer, command and control, or intelligence (C4I) systems and/or programmes and knowledge of Missile Defence and Air Command and Control. This should also encompass: - Proven experience in management of large to medium size military or civilian organizations; - Knowledge and experience leading and managing operations in a technical organization. This should encompass: Resource management, including the planning for and allocation of resources in a complex technical organisation of similar size and scope; State-of-the-art portfolio/programme/project and business management qualifications, (e.g. MSP, EPMA, PMI, PRINCE 2); Strategic planning practices and approaches; - Demonstrated ability to work as an integral member of an executive level management team charged with developing and implementing strategic programmes; - Knowledge of NATO governance, responsibilities and organization; - Proven ability to effectively communicate orally and in writing, with excellent and proven briefing skills. Desirable Experience and Education: - Professional recognition through leadership and/or publication in scientific professional associations, journals and conferences; - Formal qualification(s) in management; - Experience working in the NATO Committee structure; - Prior experience of working in an international environment comprising both military and civilian elements; Language Proficiency: - A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable. - NOTE: Most of the work of the NCI Agency is conducted in the English language. Professional Contacts: The incumbent is responsible for: - Represent the Agency at the Committees which governs NATO policies relevant to the AMDC2 portfolio; - Coordinate at senior level with appropriate national organizations and NATO and National Military Commands responsible for functions relevant to the AMDC2 portfolio; Page 4

5 - Represent the Agency in high-level meeting discussions and NATO Committees as required. Supervisory / Guidance Duties: The incumbent on daily basis will lead, manage and provide guidance to staff. Working Environment: Normal office environment.
