BOX 98 Wellpinit, WA (509) / FAX (509) JOB ANNOUNCEMENT Vacancy # OCEO Title: Chief Executive Officer Supervisor: Enterprise Board of Directors Location: Wellpinit, WA Status: Full-Time/Exempt Rate of Pay: DOE/DOQ Opening Date: June 15, 2016 Closing Date: July 15, 2016 Summary The Enterprise Chief Executive Officer (CEO) provides the necessary leadership to implement successfully the established near-term and strategic vision for the Spokane Tribal Enterprises. In this capacity, the CEO: Is responsible and accountable for the development and implementation of plans to maintain the success and growth of various Spokane Tribal Enterprises consistent with the strategic and economic development plan of the Spokane Tribe of Indians. Has the flexibility and autonomy to make the day to day business decisions required for the efficient and effective management of the Enterprises, while at the same time ensuring that the Enterprise operations respect the broad guidelines set by the Enterprise Board of Directors (EBOD). This is a contract position with a base salary DOQ/DOE and performance incentives. Duties and Responsibilities Works with the Enterprise Board of Directors to develop strategies to accomplish the mission and vision of the Spokane Tribal Enterprises. Details strategies, leads initiatives and directs successful execution of those strategies and initiatives, drawing upon Enterprise staff, partner organizations and the Enterprise Board of Directors. Plans, coordinates and controls the daily operation of the Enterprises through the individual Enterprise Managers Plans, coordinates and controls daily operations as the Timber purchaser on the Spokane Indian Reservation. This includes, but is not limited to marketing the best stumpage price for the Spokane Tribe of Indians, negotiate mill preferred products for 1

2 the best price, consult with Forestry, set logging and loading cost based on market evidence, set freight costs based on road class, miles, cost of fuel, etc., estimate road maintenance and all other costs for logging unit that may arise, match logging/loading/haul costs with mill prices by species, incorporate all contract costs in stumpage bids, incorporate profit and risk calculations from the net stumpage on the landowner, submit prices to Tribal Business Council (TBC) for approval via the development of a resolution, sign contract upon TBC approval, divide logging unit into sub-units for harvesting, address all questions by contractors, assign units. Ensure all sub-contractors are harvesting units according to contract specifics, harvest volumes according to Bureau of Indian Affairs (BIA) contract specifications, ensure products are manufactured and sorted to contract and buyer specification, request ticket books for loader with destination, product and sale name, request scale tickets from Tribal Forestry to ensure accuracy of logger payments. Ensure sub-contractors are within assigned units, walk ground to look for slash, waste scale, ensure roads and landings pile placement are adequate, meet with Fire/Fuels on questionable landing piles and water quality on road issues, Communicate with Timber Sales Officer (TSO) to ensure contract specifications are met. Ensure timely payments on stumpage to the Spokane Tribe of Indians, timely payments on any waste or penalty invoices, make standard contract payments, grass seed and burning payments as directed in the contract with the BIA. Ensure any outstanding contract obligations are completed according to contract specifications and return unused tickets to the Tribal Forestry Department. Supervises over 150 Enterprise employees through their respective Enterprise Managers and directly supervises a central administrative staff of up to 10 individuals. Contracts with local workforce to fulfill timber contracts with the BIA. Provides primary leadership in the development and implementation of the plans for the Enterprises under the authority of the Enterprise Board of Directors. Provides advice, guidance, direction and authorization to carry out major plans/developments, standards and procedures consistent with established policies and procedures as well as approval of EBOD. Develops current and long-range goals, objectives, plans and policies for submission to, and approval of EBOD. Oversees and monitors managements implementation of policies and most specifically cash handling policies. Meets bi-weekly with subordinate Managers to ensure that Enterprise operations are executed in accordance with overall policies and procedures. Meets with key stakeholders involved in the timber sales (TBC, Forestry, various mills in WA and ID, sub-contractors). Identifies, researches, and presents business investment opportunities to EBOD. Oversees the adequacy and soundness of the financial structure of the Enterprises. Analyze operating results of the Enterprises and its principal components relative to established objectives and ensures that appropriate steps are taken to correct unsatisfactory conditions. Able to plan and implement marketing campaigns and sales promotions that directly drive sales and profits in high volume, complex locations. Must ensure quality and 2

3 consistent implementation of all marketing, merchandising, tobacco and gasoline programs maintaining an awareness of safety and security as well as high level of store appearance. Knowledgeable in SBA 8(a) small business development program and other minority marketing preference programs. Works closely with Enterprise Board of Directors. Must adhere to performance standards as set by EBOD. Other duties as assigned. OTHER REQUIREMENTS Extensive experience working with Tribal Enterprises, Tribal Governments and American Indian Communities. A broad understanding of Tribal Sovereignty as it relates to business. Experience and knowledge in working with Fuel Convenience stores. A proven track record of success working with a Board of Directors and a large volume of staff. Strong financial background with the ability to develop and maintain a complex organizational budget and knowledge of successful cost control techniques. Demonstrated ability to work effectively with diverse individuals and groups. Ability to negotiate the best market price for Timber, obtaining a reasonable return on investment, leverage position to achieve profit goals, research the necessary market data (location, date of sale, conditions of sale, inventory and logging conditions), an understanding of market conditions and ability to identify changes in the market as well as continued education. Must be able to read, analyze, and interpret financial reports and legal documents. Effectively present information to STE Managers, Employees, EBOD and public groups. Possess advanced analytical, writing and presentation skills. Critical thinking skills to be able to define problems, collect data, establish facts and draw conclusion. Competencies to make tactical decisions and be financially savvy. Possess business acumen to anticipate uncertainty, manage risk, embrace change and drive sound decision-making throughout the organization. Ability to successfully pass a background check and pre-employment drug screening. A valid Washington State Driver s License, good driving record, and the ability to be insured under the Tribe s insurance policy. Must be bondable. Strong working knowledge of Excel spreadsheets and Word documents. Demonstrated leadership, familiarity with operational, financial, quality improvement and human resources policies and procedures. Ability to write reports, business correspondence, and policy and procedures manuals. Experience working with management to build capabilities/skills and teams to support operations and strong financial results. 3

4 The ability to effectively present information and respond to questions from Tribal Business Council, Board of Directors, Management and Employees. A team player and must possess excellent interpersonal skills. Able to respond to common inquiries or complaints from customers, regulatory agencies, and members from internal and external business communities. Be dependable and must display integrity and a strong work ethic. Be self-motivated and able to work without constant supervision. Possess great communication skills, both verbal and written, along with the ability to deal effectively with people in multifaceted work environment. Be able to sit for very long periods of time. Have significant knowledge of applicable Federal, Washington State and Tribal laws and regulations related to diverse Enterprises. Be able to work flexible shifts (all days of the week) and hours, holidays, and special events. Be willing to travel for meetings, training, and to the different Enterprise locations, as required. Present Spokane Tribe Enterprises Bi-Annual Report during the Spokane Tribe General Council Meetings via PowerPoint or other form of visual information technology. Education and/or Experience-Minimum Qualifications Bachelors Degree (BA/BS) from an accredited college or university in Business Administration, Finance, Accounting or a closely related field; Masters in Business Administration degree preferred and ten (10) years of experience in a progressively responsible operations upper management position preferably in Tribal Enterprises, Tribal business management or corporate experience supervising at least 50 employees; three (3) years in a senior leadership capacity. Knowledge of Spokane Tribal Law, Federal and Washington state law and other applicable business commercial laws and regulations and of the benefits and limitations of tribal sovereignty. Must have excellent English writing, oral presentation and communication skills, be highly proficient with computer skills utilizing business software programs and add-ins, be able to travel to all Enterprises, Tribal locations, and other national and regional sites as necessary. Must also be able to work flexible work schedule including evenings, weekends, holidays and special events. Five (5) years experience managing business financials and developing all sources of financing, including private and governmental loans and grants.
