1 GOLF HOURTICULTURE TEAM LEADER POSITION DESCRIPTION Position Title: Responsible To: Council Program: Golf Horticulture Team Leader Team Leader Golf Business Operations Finance & Businesses Classification Level: Salaried, Level 5 Overview of Program The Finance & Businesses Program will support Council to achieve accountability for public expenditure and ensuring public money is spent wisely to achieve best value for money. The Program will effectively manage and lead the City Businesses, ensuring the provision of high quality services to customers in accordance with community expectations, whilst maximising the profitable returns to Council. 2 Primary Purpose Responsibilities As part of the Finance & Businesses Program the Golf Horticulture Team Leader will; Lead, supervise and performance manage the Golf Horticulture team (including Apprentices). This will involve providing direction and leadership to consistently deliver high standards in Golf Course presentation Assist in the development, management, ongoing analysis and monthly variance reporting of the Golf Horticulture budget to the Team Leader Golf Business Operations. Assist in the development, delivery, monitoring and progress reporting of the Annual Golf Course Business Plan as it relates to the delivery of the Golf Course Horticulture activities. Develop and maintain in accordance with Industry standards and best practice processes the Golf Course Turf Management Plan. The Golf Course Turf Management Plan is aligned to the Golf Course Horticulture Budget and Resourcing Model. Develop, implement and monitor safe work practices for the Golf Horticulture Team and encourage compliance to employee and employer responsibilities under WHS regulations and Act. Develop and implement ongoing programs to improve staff skills, productivity and Team morale. The Golf Horticulture Team Leader is responsible for; Overseeing the delivery of large scale Golf Course and Biodiversity maintenance in line with the CoA Horticultural Golf Course and industry agreed standards. Managing the team s budget and making short and long term decisions to ensure that all Golf Horticulture scheduled activities are delivered within budget Ensuring that the procurement of all goods and services comply with the Corporations purchasing policies and procedures. Developing, implementing and supporting Program and Team strategies to engage and improve the staff morale of the employees under your control. Contribute to the development, research, analysis and timely preparation of high level reports, presentations and recommendations for senior management on matters within the area of responsibility. Undertake the required research to develop, trial and implement strategies to improve the productivity and efficiency of the Golf Horticulture team to deliver the agreed required services. Managing the administration and rostering of staff and work activities ensuring that all deliverables are achieved within the agreed and approved labour budget and timeframes. Providing technical support and advice to Corporation staff regarding areas of expertise. Liaising with Corporation staff regarding regulatory issues, events, licensees, asset maintenance, infrastructure improvement, and other relevant issues. 3 Develop and implement personal development plans for all staff reporting to this position. Overall responsibility for the successful implementation and ongoing operation of the Golf Horticulture Apprentice Program Provide ongoing supervision, coordination and support for any Council volunteers that may be used in the Golf Horticulture Program from time to time. Attend relevant Leader and Staff meetings conducted by the General Manager and Program Manager as and when required and to encourage the attendance of team members. Using and caring for equipment, including personal protective equipment, as instructed. Not intentionally or recklessly interfering with or misusing workplace equipment and supplies in a manner that could adversely affect health, safety or welfare in the workplace. 4 Selection Criteria Candidates should ensure that their application clearly demonstrates their ability to meet the Criteria detailed below. Qualifications A Diploma qualification in relevant discipline/s. A current South Australian Drivers licence for a motor vehicle. People Management Relevant work experience leading a diverse skilled Horticulture team. Financial Skills & Acumen Technical Knowledge & Experience Project Management Innovation & Initiative Resource Management & Decision Making Professional Development Customer Commitment & Integrity Collaboration & Communication Demonstrated experience in developing, managing, analysing and reporting on a Horticulture or Golf Course budget to ensure that all service requirements and deliverables are achieved in accordance with the approved operational budget. A minimum of 5 years work experience in Golf Horticulture, Nursery Management, Conservation or Land Management is required by applicants for this position. Prior experience in leading, motivating and developing a small team would also be advantageous. An understanding of project management basic fundamentals and concepts in conjunction with experience in Horticultural and Biodiversity projects would be advantageous for this position. Self-motivated, results oriented and able to initiate actions to ensure objectives are achieved. Demonstrated experience in continuous improvement by reviewing work practices and developing and implementing more efficient and effective work processes to improve productivity and reduce operating costs. Good understanding of resource and material requirements and allocations. Ability to develop strong relationships with suppliers and negotiate on behalf of Council. Knowledge of employee and employer responsibilities under the Occupational Health, Safety and Welfare Act and Regulations. Excellent customer service skills, including the ability to effectively liaise and engage with members of the public, community groups and members of sporting bodies and clubs. Demonstrated high level skills in dealing confidently and courteously with people both internally and externally. Capacity to work independently with minimal direction and collaboratively in a team environment. Experience dealing with members of the public, Golf Clubs and community groups. 5 Administrative Skills Government Experience requirement for this position e.g. Golf Pro Shop Team Leader and Golf Professional plus the NAGC Club Captains. Good understanding of general administrative processes and procedures in a medium sized business such as financial management, stock management and records management. Demonstrated ability and experience in using the Microsoft suite of products. Proven experience in Horticultural operations gained within Local, State or Federal government would be beneficial. Use of computer and office equipment. Occasional use of various gardening tools and equipment, including gators, vehicles and other horticulture equipment, assisting the horticulture team.
