1 JOB DESCRIPTION Position: Location of position: Reporting to: Specific accountabilities: Electrical Inspectors Various Programme Manager Electrical As follows Objectives The primary purpose of the position is to check for adequacy of workmanship and compliance for all FRA related electrical works, contract provisions and verifying on site works completion for contractual payment purposes. Duties include but are not limited to inspecting existing street lighting systems to determine their condition and effectiveness and recommending changes, modifications or improvements; investigating requests for additional street lighting, relocation or removal of streetlights and recommending appropriate course of action as well as install, modify, maintain and repair all types of traffic signal and all electrically or electronically controlled traffic signal installations; performs field work in the overhauling and adjusting of traffic signal devices; and performs other related duties as required. Key Duties and Responsibilities A. TRAFFIC LIGHTS WORKS Checking for adequacy of workmanship and compliance with streetlight maintenance contract provisions and verifying on site works completion for contractual payment purposes. Inspecting existing street lighting systems to determine their condition and effectiveness and recommending changes, modifications or improvements, investigating requests for additional street lighting, relocation or removal of street lights and recommending appropriate course of action. 1

2 Investigating complaints pertaining to street lighting matters such as insufficient illumination and glare problems etc.; preparing reports with sketches, cost estimates and recommendations as required; inspects damages to street lighting systems resulting from accidents or vandalism and prepares reports with estimates of repair costs. Inspecting the installation of street lighting and / or related lighting projects and systems for compliance with pertinent codes, plans and specifications; inspecting all phases of electrical construction work on checking for use of proper materials. B. STREETLIGHT WORKS 1. Installs, maintains and repairs traffic signal systems including wiring, conduits, poles heads, controllers, switches, vehicle detectors and does special illumination and painting in connection with these signals. 2. Makes detailed checks of traffic and systems to locate trouble or the causes of failure and adjusts detector and times controllers; replaces parts where failure or damage occurs. 3. Inspects and tests both signal and lighting systems for proper functioning; and may act as inspector on traffic signal installations under contract 4. Make repairs and perform maintenance to equipment as needed or assigned, including but not limited to: replace signal lamps; straighten and paint poles; replace and repair wiring, install and maintain vehicle detection systems; clean, repair and replace signal heads. 5. Make equipment and operational (timing and phasing) modifications as directed and Install and repair underground conduits and signal loop detection. 6. Efficiently work with minimum traffic disruptions and with maximum emphasis on worker safety. 7. Prepare list of materials needed, makes daily work reports and keep simple records. Additional Responsibilities Perform any other additional duties as assigned by Manager, General Manager, Head of Department or CEO. Common Accountabilities Business Performance Assists in the achievement of departmental key performance indicators such as the level of service and reduction in reoccurring streetlight faults by ensuring adequate level of 2

3 workmanship by streetlight maintenance contractors. Timely response and feedback in matters pertaining to streetlight issues. Customer Commitment Act upon and follow through on complaints relating to streetlights. Ensure open and clear communication with internal and external customers. Team Orientation Adapt to the team environment and contribute positively to the team effect that creates synergy and ultimately achieves department objectives. Compliance Ensure compliance to electricity regulations; AS/NZS wiring rules; FRA road lighting Design Guide; FRA Road lighting standard. Ensure that all actions of the Authority and its Contractors and other agents are at all times within the law. Ensure that all actions are within such powers as may have been delegated by the Authority. Compliance at all times with the Authority s Procurement Plan, Contracts Management Policy, Asset Disposal Policy, Complaints and Requests for Service Policy and all such other policy decisions that the appointed Authority or the CEO may make. Full compliance with the adopted risk management framework within the Officer s area of responsibilities. Technology Application Leverage technology to achieve work objectives more efficiently Health and Safety Observe and report potential hazards in the workplace to ensure full compliance to FRA HSE policy. Organisational Performance Promptly provide complete and accurate financial and non-performance results (against any performance targets listed in the Asset Management Plan and Corporate Plan and any other performance criteria within the assigned area of responsibility) throughout the year and for the Half Yearly Repot and the Annual Report. Note: A named position will be allocated responsibility for each performance target. 3

4 General Management In all decision-making (at all levels) identify all reasonably practicable options for achieving the objective of the decision and assess the economic, environmental and social impacts of each option in order to identify the preferred option. In all work relating to the Officer s particular area of responsibility be satisfied that value for money is being achieved and that the roads are being managed in the most effective, efficient and optimized way possible in a manner that will ensure preservation of their long term service capacity and integrity. Protection of the Authority s intellectual property rights. Protection of the Authority s reputation. Good public relations. Emergency Management Contribute to the formulation of, participate in the preparation of, and participate in regular training relating to a Business Continuity Plan and an Operations Recovery Plan. Personal Performance The personal performance of all employees will be evaluated against their respective Specific Accountabilities and these Common Accountabilities annually following submission of FRA s Annual Report to the Minister. The Program Manager Electrical will appraise the Electrical Inspector which will be reviewed by the General Manager Electrical. Mandatory Requirements Diploma in Electrical Engineering years experience with hands-on electrical works. 4

5 Ability to install, maintain and repair basic electric or electronic control devices; perform minor electrical construction and repair, read and interpret electrical or electrical schematic diagrams; troubleshoot basic electrical circuits, maintain simple records; learn installation, maintenance, and repair of traffic signal systems; and establish and maintain cooperative working relationships with others. Knowledge of traffic signs and code of practice for temporary traffic management devices and ability to apply it to work situations. Knowledge and ability required in operation of various kinds of electronic test equipment. Ability to read and understand technical prints, read and implement written work orders, plans and drawings; keep accurate records; make effective oral and written reports; operate aerial lift devices, trenchers, jackhammers and other power and hand tools safely and properly. Ability to read and interpret electrical schematic diagrams, troubleshoot electrical circuits, maintain simple records and establish and maintain cooperative working relationships with others. Must have abilities to diagnose trouble in electrical, electro mechanical, and or electronic traffic signal equipment. Electrical Wireman s Licence Full drivers licence Good organisation and time management skills Good verbal and written communications skills. 5
