2 PM Framework - The framework comprises seven interdependent elements - Each element identifies outcomes and capabilities to be established to enable the overall improvement of project management capability ; ;

3 PM Framework - Standards capability development is enabled by a foundation of standard processes, methods and guidelines to provide a firm basis for capability development and improvement initiatives. This element refers to a standard method for program management, one for project management, integrated with Agile and other specialist techniques. Standards and methods are supported by consistent processes for governance and direction, reporting and controls, management of risks and procurement. Standardisation of methods enables a reduction in risk through increased consistency in project delivery, and cost savings through improved project efficiency ; Telstra ;

4 PM Framework Effective project capability development is dependent upon standard role definitions and reporting structures. This element refers to defined Descriptions for each of the core project roles, their attributes and required competencies, accountabilities, reporting lines and delegated authorities. This provides for reduced costs through standardised roles, enabling improved resource allocation and management and improved alignment of skills to project needs. ; ;

5 PM Framework & capability development is co-dependent upon the effective management of resources and of project delivery performance. This element refers to established selection guidelines for allocating project staff, project performance measures (such as Time, Cost, Quality) and other performance criteria, and systems for monitoring, tracking, reporting, which in turn, support the management of capability development initiatives. This provides for increased ability to optimise resource allocation to business needs, improved alignment of personal KPIs with project outcomes and more accurate estimation and improved planning, reducing project time/cost variance. ; ;

6 PM Framework,, Ongoing project capability development requires effective management of knowledge, learnings, re-use and continuous innovation and improvement. This element refers to mechanisms for capturing, mining and sharing knowledge, communities of practice and the integration of innovation and continuous improvement into project activities. This provides for greater retention of corporate learning, improved culture of continuous improvement, and increased innovation through knowledge sharing. ; ;

7 PM Framework Holistic project capability development encompasses the initial assessment of existing capabilities, capability development initiatives, and an ongoing annual benchmarking process and other assurance activities to ensure realisation of expected benefits. This element refers to the processes, activities, roles and accountabilities for establishing a baseline assessment of capabilities and an annual benchmark, along with project review and assurance capabilities to enable ongoing improvement of the management of projects between measurement and realisation of business value from improved capabilities. This enables earlier identification of improvement opportunities, increased ability to identify and resolve capability gaps, and reduction in risk through alignment of capabilities to project needs. ; ;

8 PM Framework capability development encompasses the mechanisms and guidelines for developing individual capabilities in a consistent way. This element refers to support for individual development such as self study, accessing mentoring and coaching and other self directed development, such as tertiary study, cross-skilling, volunteering and involvement in professional associations. This enables staff to develop capabilities at their own pace with greater alignment of personal development to business needs, improved recognition as an employer of choice and improved staff development planning. ; ;

9 PM Framework,, Maintenance of project capability development requires integration of capability development activities and outcomes into ongoing career and professional development processes and guidelines. This element includes mapping of career paths, defined role entry/exit criteria and guidelines, academic study and learning and development options, guidelines and processes, and guidance on approved courses, accreditation and suppliers. This enables greater alignment of personal development to business needs improved recognition as an employer of choice, and improved staff development planning. ; ;
