2 resource and infrastructure training package RII09 certificate ii in surface extraction operations (rii20209) This qualification is designed for semi-skilled operators who are required to work safely in a team - following site, safety and quality procedures. The course is suitable for operators with less than two years experience in the mining industry (ie shotfirers, drillers and those with the provision of skills to maintain mobile plant and quarry equipment). certificate iii in surface extraction operations (rii30112) This qualification is designed for highly-skilled production operators who are required to use discretion and judgment in selecting equipment or services or determining contingency measures. The course is suitable for operators with greater than two years experience in the mining industry (ie dozer, excavator operators). certificate iv in surface extraction operations (rii40109) This qualification is designed for supervisors or team leaders who are required to perform advanced operational requirements and supervise or lead staff. This course is suitable for operators with greater than six years experience in the mining industry, working as a supervisor and/or group leader. diploma of surface operations management (rii50109) This qualification is designed to reflect the role of a mine manager. Qualifications at this level entail planning, implementing, managing and using your skills to address management problems that arise. This course is suitable for Site Managers, Quarry Managers and personnel with over four years management experience. The qualification is nationally recognised and accredited for Quarry Managers and is accepted by the WA Department of Mines and Petroleum (DMP) for the purpose of attaining a Quarry Manager s Certificate of Competency.

3 BUSINESS SERVICES TRAINING PACKAGE CERTIFICATE III IN BUSINESS (bsb30112) This qualification reflects the role of individuals who apply a broad range of competencies in a varied work context using some discretion, judgment and relevant theoretical knowledge. They may provide technical advice and support to a team. CERTIFICATE IV IN FRONTLINE MANAGEMENT (bsb40812) This qualification reflects the role of individuals who take the first line of management in a wide range of organisational and industry contexts. They may have existing qualifications and technical skills in any given vocation or profession, yet require skills or recognition in supervisory functions. Typically they would report to a manager. At this level, frontline managers provide leadership and guidance to others and take responsibility for the effective functioning and performance of the team and its work outcomes. Certificate IV in Training and Assessment (TAE40110) This qualification reflects the roles of individuals delivering training and assessment services in the vocational education and training (VET) sector. Achievement of this qualification (or an equivalent) by trainers and assessors is a requirement of the Australian Quality Training Framework Essential Standards for Registration (Standard 1 as outlined in Appendix 2 of the Users Guide to the Essential Standards for Registration). This qualification, or the skill sets derived from units of competency within it, is also suitable preparation for those engaged in the delivery of training and assessment of competence in a workplace context, as a component of a structured VET program. diploma of management (BSB51107) This qualification reflects the role of personnel working in a quarry or other extractive industries operation, on a single or a group of sites, who perform tasks involving a high level of autonomy and requiring the application of significant judgment in planning and determining the selection of equipment, roles and techniques for themselves and others. Employees are required to develop site specific work instructions and practices to ensure the implementation of the site management systems, plans and policies. They demonstrate the application of a broad range of technical, managerial, coordination and planning skills.

4 SHOTFIRING ABOUT shotfiring Shotfiring is the preparation, placement and detonation of explosives for various activities in industries such as mining, agriculture and quarrying, and land development. A trainee must be currently working in an open cut mine site to enrol in these courses. These courses have been designed by Polytechnic West to prepare candidates to meet the requirements of the Explosives and Dangerous Goods Division of the WA Department of Mines and Petroleum (DMP) Shotfirer s Permit. Students will receive hands on practical blasting instruction under the full supervision of a qualified instructor, as well as comprehensive theory instruction. ABOUT THE COURSES Polytechnic West currently offers three shotfiring courses for shotfirers with a license near its expiration an eight-day course (conducted once every three months); a five-day course (conducted twice each month); and a refresher course (conducted twice each month). EXAMINATION AND CERTIFICATION There are stringent criteria applied to the granting of a Shotfiring Licence. To qualify you must provide evidence of identity and be at least 18 years of age have a current WA Dangerous Goods Security Card have passed an approved shotfiring training course be assessed as medically fit to hold a Shotfiring Licence; and be able to satisfy the Chief Officer that you may be safety entrusted with the use of explosives; have a legitimate need for such a licence; are competent to discharge the duties of a Shotfirer and are otherwise suitable to be the holder of such a licence. Students must pass both theory and practical examinations and meet the requirements of the WA Department of Mines and Petroleum (DMP) before a Shotfirer s permit can be issued. Successful candidates will be issued with a Certificate II in Surface Extraction Operations (RII20209) and, additionally, a Shotfirer s Permit from the WA Department of Mines and Petroleum (DMP). The most popular course for experienced shot crew members is the five-day course which is embedded into the Certificate II in Surface Extraction Operations.

5 SPECIALISED COURSES SECTION 44 APPOINTED PERSON COURSE Appointed Person (Section 44) is discretionary for those working in the West Australian mining and resources industry at the level of supervisor or above. This course provides appointed persons with the necessary legislative knowledge to assist the operations in ensuring compliance with the Mines Safety and Inspection Act 1994 (WA) and Mines Safety and Inspection Regulations 1995 (WA). Please call us for the next available session Five hours Polytechnic West s Carlisle campus (or onsite by negotiation) QUARRY MANAGER EXAM PREPARATION 2014 Successful completion of an examination is one of a number of requirements to gain an Unrestricted Quarry Manager s Certificate of Competency in Western Australia. Exam Preparation Course This course provides key highlights of the Mines Safety and Inspection Act 1994 and Mines Safety Inspection Regulations DMP application forms are provided along with exam tips, mock examinations and marking guides. Tuition is conducted by a qualified Quarry Manager at Polytechnic West s Thornlie campus. Tuition can also be organsed on-site with fees and delivery by negotiation. Dates at client discretion.

6 GENERAL METHOD OF DELIVERY how does training work? There are basically three steps to the training process Each student is interviewed and the competencies and skill requirements of a minesite are matched to the employee and aligned to a specific training package qualification. A training record book and assessment plan is developed, outlining the competency skills required to the performance criterion level, and contexualised for the enterprise. This record book is one of the official items of assessment that is required to be validated by a minesite officer, Polytechnic West lecturer and the student. A training program is then initiated, focusing on the student s skill gaps. This can be achieved by attendance at Polytechnic West using an Action Learning Model, external studies and/or on-site training and assessment. Fees and Charges Polytechnic West is funded by the Department of Training and Workforce Development and is bound by the Fees and Charges Policy. For a breakdown on fees please speak with the Administration Office. Note 1. In remote areas, negotiations with mining companies are required to provide air transport accommodation and meals when on site access to minesite operating procedures site induction for lecturer access to a suitable training venue appropriate minesite transport 2. Prior to a Polytechnic West lecturer attending on site, minesite employees must complete all preparatory work as this training mode is a combination of external, assessment and gap training in small groups. All learning materials can be sourced at the bookshop and/or produced by the lecturer.

John has been working in the mining industry for over 25 years. John has been working as Project Engineer for starting up new projects to underground Mine Manager. IV Training & Assessing Shotfirer Certificate of Competency Aaron is a serving Quarry Manager with an academic background in law and mineral economics. His entry into mining was as a shotfirer with many years practical experience as a production operator. Additional to these board level appointments within the exploration industry and appointment as Quarry Manager and Mining Superintendent. Graeme Exelby Graeme began his career in 1973 as a boilermaker/ welder and is well experienced in hydraulics and pneumatics systems. From 1976 to 1996 he held technical sales and management positions with Horwood Bagshaw, Ingersoll Rand and Sandvik Mining in Australia. In 1996, Graeme took a global role in technical marketing and training with Sandvik Mining based in Texas, USA. He acts globally as an independent blast hole drilling consultant. Improvement Tracking: identify key issues, causes, solutions, cost benefits and timeline to achievement. Equipment evaluation: rig condition tooling configuration Tooling life assessment actual life v. planned life improvement recommendations Evaluation of tooling maintenance facilities and support procedures as well as the monitoring system used to gather data to determine cost/metre. Driller evaluation and coaching: Benchmark drillers, SKD (skills, knowledge and disposition) observations are done on the job.
