1 Team Classification Position Objective Information Technology Strategy & Planning Western Water Enterprise Agreement Band 6 Level A C Provision of business analysis and testing services across all Western Water systems, including documentation, analysis, process re-engineering, business benefits, and other project related services on business projects assigned by the IT Applications and Project Services Manager ensuring efficient, timely and smooth delivery with a valued added service. Provide Testing and system quality assurance activities to ensure that new enhancements, changes and upgrades are consistent with functionality and business expectations. Provide support to Western Water project managers for the co-ordination and summary of meetings, development of documentation, process flows, business cases, items for approval, and other core activities as directed. Focus will be the ongoing delivery of business process reviews, with emphasis on isolating business efficiency, recommending alternative approaches and estimating costs for alternate approaches. Provide Business Analysis services supporting ongoing quality, integrity and continuity of Western Water s project delivery ensuring Western Water is continually driving improvements, innovation and value added services which support business objectives. To support business process improvement and IT project initiatives by coordinating business process reviews with business stakeholders, develop business cases, collate and maintain documentation, facilitate approvals, maintain the pipeline of reviews and efficiencies, engage Business Sponsors, Stakeholders and Suppliers to ensure initiatives deliver services enabling business objectives to be achieved. 2 Key Responsibilities Key Relationships Identify and engage SMEs from all parts of Western Waters business and to elicit relevant information to capture and define requirements and to assist in the delivery of business process reviews and projects. Responsible for understanding and documenting Western Waters systems and processes using various methods including but not limited to interviews, document reviews, requirements workshops, surveys or teleconferences to gather the information necessary to facilitate business improvement. Develop requirement specifications, business cases, gapanalysis documents, functional specifications, process models, swim-lanes, and process/state transition models. Development of testing plans, testing cases, documenting testing outcomes, test artefacts and other relevant testing documentation. Coordination of testing programs as per the direction of western water Testing Lead and Manager of Applications and Projects services. Maintain technical overview documentation of application structure and interfaces with other applications. Liaise with and continue to build good relationships with sponsors and stakeholders for your projects as required. Ensure that relevant information is effectively communicated and reported to project managers and key business stakeholders. Ensure that your work meets all OH&S, Environmental and Quality requirements. 3 External: Contractors and Consultants Vendors and Suppliers Accountability and Extent of Authority Judgement and Decision Making Contribute to the delivery of several concurrent IT projects, ensuring the required outcomes are met. Able to manage time allocation balancing prevailing priorities and committed deliverables. Required to provide support, guidance and specialist advice to Western Water users in the projects that you are responsible for and to organise meetings, workshops, assistance, training or other services as required. For allocated IT projects engage with the business and project team to identify expectations and measure quality. Support Project Managers by facilitating testing, reporting issues by priority. Operate with reasonable autonomy and operate under minimal supervision after guidance sought for abnormal issues/situations. Freedom to act is determined by clear goals and/or budgets with guidance and advice available. Recommend business process efficiencies, arising from analysis of business systems. Recommend system changes and modifications based on required business process outcomes. Sound business knowledge to facilitate work rounds where necessary whilst resolution of process issues is undertaken Able to accurately assess Business Risk and apply suitable actions to mitigate those risks. Ability to influence and persuade through sound judgement and long term business planning capabilities relating to the 5- year pricing submission. Analysis skills and an ability to assist others to identify and resolve faults in applications and business processes, and coordinate corrective action. Identify business improvements and drive change to deliver on going business efficiency and performance. Make decisions to ensure allocated tasks are completed within time lines, at optimum quality, precision and efficiency. Specialist Knowledge and Skills Management Skills Proven ability to conduct business analysis activities, develop user requirements, specifications, and other fit for purpose documentation for the business, and technical service providers. Substantial depth of knowledge of in utility operations including procedures for using Billing and Customer Management systems, Property and GIS Systems, Asset Management, Project and Delivery systems, and other typical utility or local government type systems. Specialist Testing skills in building, executing and delivering test planning, test execution and results collation, updating required documentation whilst identifying and recommending improvements. Proven experience in business analysis, business process reengineering, business case development, cost-benefit analysis, NPV analysis, testing, delivering presentations and creating materials to justify business investment. Demonstrated ability to undertake Business Analysis Tasks with a high degree of autonomy and stringent attention to detail. Seek and identify opportunities to continuously improve processes and make contributions across Western Water. Specialist Business Analyst skills in evaluating business processes, updating required documentation whilst identifying and recommending improvements. Maintain technical documentation and project related deliverables on specialist applications and interfaces with applications. Ensure the deliverable that you are responsible for are delivered in on time, and are adding value and service to the business as required. Ensure project requirements, issues, risks, actions and other items are resolved quickly, efficiently following auditable processes Work with 3rd party, contract and internal staff productively to meet required demands and performance targets as required. 5 Interpersonal Skills Qualifications and Experience High level communication, presentation and writing skills, Strong focus on customer service in responding to requests and providing information and specialist advice on technical applications. Professionally respond and liaise with all levels of Western Water staff, consultants and contractors including critical service providers. Build and maintain good relationships with customers both internal and external to Western Water. Represent the team across the business and provide active support and specialist advice to achieve corporate outcomes. Experience and knowledge of Business Analysis, Testing, Training, IT Change Management principles. Demonstrated experience contributing to multiple projects concurrently Substantial experience in business process analysis and support and knowledge of Western Water internal applications such as CRM, Billing, Asset Management, GIS, Land Development, Recycled Water, HR, Finance, and other internal applications and business processes Extensive knowledge of a Water businesses processes Over time build project management expertise and deliver efficiencies in projects, and continuous improvement in business processes.
