2 THE AGENCY The Contra Costa County Schools Insurance Group (CCCSIG) is a Joint Powers Authority organized in 1977 for the purposes of self-insuring workers' compensation to its member public school districts in Contra Costa County. Today, CCCSIG operates a self-insured, self-administered public agency. CCCSIG s expertise in CA workers compensation, intelligent systems and organizational structure, supported by its culture of caring for its members and their employees, while maximizing outcomes, assists in contributing to public education. Of the 23 member districts, 21 are K-12 school districts, one County Office of Education and one Community College District. CCCSIG's Workers' Compensation program encompasses over 22,000 employees and more than $1.1 billion in payroll, which translates to approximately $24.5 million in workers' compensation premium. Of the 23 member districts, 9 also participate in the insured Health Benefits program. First accredited by the California Association of Joint Powers Authorities (CAJPA) in 1993, the Group currently is Accredited with Excellence. CCCSIG is committed to customer service and cost containment for its member districts. Some of the programs implemented by CCCSIG, that have assisted with decreasing the cost and number of workers compensation claims are a strong early return-to-work program; inhouse bill review; an in-house nurse; post offer, pre-employment strength testing; wellness and safety services, which include ergonomic evaluations, trainings and presentations in all areas of wellness and safety; as well as many other resources made available to members. 3 THE POSITION Plans, directs, manages and oversees the programs, activities and operations of the Financial Services functions of the Contra Costa County Schools Insurance Group (CCCSIG), including budget development, accounting procedures, analysis and reporting of financial data, investment policy development, and financial systems development. Manages internal administration functions for CCCSIG as assigned by the Executive Director. Provides highly responsible and complex financial staff assistance to the Executive Director. Assists the Executive Director in the development of strategies, policies, priorities and fund forecasting for CCCSIG. Maintains and coordinates financial services between CCCSIG, the Contra Costa County Office of Education and County Treasurer, and outside agencies. Plans, coordinates and supervises Information Systems staff for CCCSIG. THE IDEAL CANDIDATE CCCSIG is seeking a candidate with integrity, excellent written and verbal communication skills, strong financial background, leadership and reliability. The ideal candidate will learn and understand the specialized financial structure of a workers compensation JPA in California which works with, and is funded by, school districts. The ideal candidate will come in ready to hit the ground running, while using all resources currently available to maintain the integrity of CCCSIG s financial model and practices. The ideal candidate will exhibit a professional, tactful and positive manner and must be able to guide, listen to and work closely with CCCSIG s Executive Director and staff, while supporting the needs and objectives of the member districts and Governing Board. A qualified candidate will have knowledge of operational characteristics, services and activities of a finance program; modern and complex principles and practices of advanced accounting and financial planning; budgetary principles and practices; principles and procedures of financial record keeping and reporting; methods and techniques of internal auditing; principles of supervision, training and performance evaluation; pertinent federal, state, and local laws, codes and regulations; modern office procedures, methods and equipment and computer systems and software including spreadsheets and accounting software, such as Excel and Great Plains Dynamics. A qualified candidate will have the ability to manage and coordinate the work of support staff; assist in the selection, supervision, training and evaluation of support staff; interpret and explain CCCSIG s financial services functions, polices and procedures; develop and administer goals, objectives and procedures; forecast needed funds and develop investment policies; guide the preparation and monitoring of a comprehensive and complex budget; understand and guide the use of complex computer systems related to accounting functions, and related software programs such as Excel and Great Plains Dynamics software; prepare clear and concise administrative and financial reports; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; research, analyze, and evaluate new service delivery methods and techniques; evaluate accounting, financial and budgeting process; interpret and apply federal, state, and local policies, laws and regulations, including GASB Statements; communicate clearly and concisely in English, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work including a variety of CCCSIG and government officials, Board members, and the general public and comprehend accounting data and convert same into clear, accurate and concise financial reports using GAAP (Generally Accepted Accounting Principles). Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Chief Financial Officer of a Workers Compensation JPA is qualifying. A typical candidate will possess the equivalent to a Bachelors degree in Accounting (or related field) from an accredited college. A typical candidate will also have five years of increasingly responsible experience in financial leadership and accounting functions with at least three years of supervisory experience. Experience in governmental accounting and/or risk pool accounting preferred.

4 ESSENTIAL JOB FUNCTIONS The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here: Coordinates the organization, staffing, and operational activities of the Financial Services Department including the examination, recording, verification, analysis and reporting of financial data related to CCCSIG s financial activities. Assists the Executive Director in the development of strategies, plans, goals, policies and priorities for CCCSIG. Develops and implements goals, objectives, policies and priorities for CCCSIG s Financial Services and Information Systems Departments; recommends, formulates and implements related procedures, products, and methods. Develops and coordinates the implementation of an investment policy; coordinates policy direction and regulations with the County Treasurer. Manages and coordinates financial services and responsibilities between CCCSIG, the Contra Costa County Office of Education and County Treasurer; maintains data and accounting records as required by each agency. Develops effective strategies and identifies opportunities for improving service delivery methods and procedures; identifies resource needs and reviews with appropriate management staff; implements improvements. Assists in the selection of staff assigned to the Financial Services and Information Systems Department. Provides staff assistance to the Executive Director; participates on a variety of committees; participates in special projects for the Executive Director as assigned; prepares and presents staff reports and other correspondence as appropriate and necessary. Plans, analyzes, monitors and prepares the various annual operating and capital improvement budgets for CCCSIG and by department. Oversees and participates in the development and administration of CCCSIG s budget; forecasts funds needed for operational expenses including staffing, equipment, materials and supplies; monitors and approves expenditures; works with CCCSIG s departments regarding budgetary adjustments as needed; recommends changes as appropriate. Evaluates accounting, financial and budgeting processes and techniques; identifies and analyzes problem areas in finance, budgeting and related systems. Assists the Executive Director with management of any real property owned or operated by CCCSIG to include maintenance, security, and financial accounting of all property matters. Oversees and reviews general ledger accounts and balances ensuring their accuracy; ensures timely completion and reconciliation of cash balances. Oversees the maintenance and/or approval of a variety of financial records including accounts receivable and accounts payable records; oversees and participates in the preparation of invoices. Designs, standardizes and updates formats for invoices, financial statements, subsidiary ledgers and other accounting forms and reports; prepares annual State Controller s report, prepares 1099s and Form 941s as required by law. Conducts a variety of organizational studies, investigations, and operations studies as directed by the Executive Director; recommends modifications to financial, budget, fixed asset programs, policies and procedures as appropriate. Coordinates payroll processing. Attends and participates in professional group meetings; stays abreast of trends and innovations in the field of finance. Ensures compliance with appropriate laws, regulations and accounting requirements. Prepares and presents financial statements, budgets, staff reports and other necessary correspondence for the Board of Directors, various subcommittees, member districts, outside agencies. Responds to and resolves inquiries from auditors, CCCSIG staff and the general public. Performs related duties and responsibilities as required and/or assigned.

5 THE COMPENSATION The salary range for the Chief Financial Officer is $115,403 $140,273 annually.
