1 1 LITERACY AOTEAROA WELLINGTON MANAGER VISION: REPORTS TO: LOCATION: RELATIONSHIPS: To design, develop and deliver leading adult literacy and numeracy programmes that are learner centred and are accessible to all those in need of our services in Wellington on a non-profit making or voluntary basis. Board (Co-Chairs) Wellington City Internal: staff, tutors, volunteers, the Board, learners External: Other Poupou; National Office Literacy Aotearoa; community organisations; service providers; Not-for-Profit organisations; Local Iwi and Maori organisations; Work and Income; Industry Training Organisations; Private Training Establishments; NZQA; Tertiary Education Commission; funding organisations; Philanthropic organisations Context and Background Literacy Aotearoa Wellington is a not-for-profit organisation providing quality education initiatives and solutions for adult learners. We have delivered literacy and numeracy programmes to the people of Wellington for more than 30 years. We deliver a range of targeted programmes which are developed based on individual learning styles and needs. These include reading, writing and numeracy; job acquisition skills; fundamental communications skills; and computer-literacy skills. We also offer more specialised programmes for apprenticeships and people who wish to enter the Police force or military services. Literacy Aotearoa Wellington (LAW) is a multi-cultural organisation that embraces the principles of Te Tiriti o Waitangi. Under Te Tiriti, we believe we have a responsibility to work with iwi, hapū, and whānau in the Wellington area. We actively ensure our programmes

2 2 enhance and sustain positive literacy outcomes for Māori. Māori participation at all levels of the organisation is a fundamental aspiration for Literacy Aotearoa Wellington. As such we embrace and reflect tikanga Māori values, concepts and practices. Overview of the Role The Manager is responsible for planning, directing and overseeing the operations and fiscal health of Literacy Aotearoa Wellington. The Manager is required to oversee and lead the organisations work programmes and the staff including volunteers and tutors. Planning and maintaining work systems, specific Literacy Aotearoa Wellington procedures and policies that will enable optimal performance of its people, efficient use of its resources and the successful achievement of its learners. Purpose of Position 1. Translate strategy to operational plans, lead staff and manage the organisation to deliver these plans; 2. Achieve expected literacy programme outcomes, maintaining a focus on learner needs and continuous improvement; 3. Ensure Literacy Aotearoa conducts itself with regard to the Treaty of Waitangi; 4. Work with targeted client cohorts such as Maori, Pasifika and Youth communities to increase their participation in programmes delivered; 5. Ensure all stakeholder relationships (at sector, organisation, and community levels) are grown and maintained, whilst generating new business leads. Key Competencies Human Resources Lead staff to meet the organization's expectations for productivity, quality, and goal accomplishment. Provide effective performance review feedback in a planned and organised way. Maintain work schedules including programme delivery, learning activities, volunteers and tutor rotations. Maintains transparent communication with internal and external stakeholders. Appropriately communicate organization information through organisation meetings, one-on-one meetings, and appropriate , and regular interpersonal communication. Coach, mentor and develop staff, including overseeing new employee on-boarding and career development planning and opportunities. Empower employees to take responsibility for their jobs and goals. Delegate responsibility and expect accountability and regular feedback. Foster a spirit of teamwork and unity among team members that tolerates disagreement over ideas, conflict and expeditious conflict resolution

3 3 Relationship Operational Understands the importance of external networking with key stakeholders, particularly establishing, developing new relationships and maintaining connections with those where there is mutual benefit To network with government and funding agencies for contract development and organisational funding To work with the local communities to improve educational opportunities for them, including workplace communities Is a confident presenter in the public arena with strong influencing and facilitation skills Explores external /internal opportunities for new funding and develops funding applications to secure new, potential funding Manage the overall operational, budgetary, and financial responsibilities and activities of the organisation. Plan and implement systems that perform the work and fulfil the mission and the goals of the organisation efficiently and effectively. Plan and allocate resources to effectively accomplish the work of the organisation. To have overall responsibility for ensuring the operational policies and procedures are reviewed and established as necessary Plan, evaluate, and improve the efficiency of business processes and procedures to enhance speed, quality, efficiency, and output. Make business decisions that are financially responsible, accountable, justifiable, and defensible in accordance with organization policies and procedures. To exercise leadership in the adult literacy field, which may include attending and presenting at relevant forums, membership of relevant organisations and publication, where appropriate Review performance data that includes financial, learner data, and activity reports and spreadsheets, to monitor and measure productivity, goal achievement, and overall effectiveness. Ensure delivery of work prorammes and activities align with the organisations strategic goals and as outlined in the business plan / operational work programme Perform other duties and responsibilities, as assigned. 4 4 Adopts a continuous improvement ethos with staff (volunteer and paid employees) that encourages high performance and quality delivery of services and support Data, Performance and Reporting Manage the preparation and maintenance of reports necessary to carry out the functions of the organisation. Prepares periodic reports for the Board, as necessary or requested, to track strategic and operational goal accomplishment. Communicate organisational performance and areas of underperformance regularly with the Chair and the Board and other designated contacts within the organization. Prepares evaluation summaries of learner satisfaction to form the basis of judgements of what works and what needs to change Complete TEC and National Office requirements as and when needed Establish and maintain relevant internal controls and feedback systems to monitor the operation of the organisation. Person Specifications Has a sound knowledge of literacy, numeracy and individual learning styles and strategies Confidence working in a bi-cultural setting, including a demonstrated understanding of working with target priority learners, Maori, Pasifika, Youth Recent successful knowledge and experience in business management and/or other relevant experience in working within an adult / whanau learning environment. Very good to excellent written and spoken communication skills. Outstanding interpersonal relationship building, coaching and development skills with demonstrated ability to lead and develop teams. Demonstrated knowledge of economic, budgeting, and accounting principles and practices.
