1 TOWN OF TRUCKEE STREET MAINTENANCE MANAGER DEFINITION To plan, direct, manage, and participate in the work of staff in performing street maintenance and snow removal; to coordinate assigned activities with other divisions and outside agencies; to research and draft budget; to implement the safety and training program, and to provide highly responsible and complex staff assistance to the Director of Public Works/Town Engineer. DISTINGUISHING CHARACTERISTICS This is a division manager level classification. The primary focus of this class is to plan, direct, supervise, and review the work of staff of the street maintenance division. Responsible for planning, directing, managing, supervising, and coordinating the operations and activities of the department consisting of multiple divisions, programs or service areas. The employee frequently performs the more complex work of the unit. Incumbents carry out activities without direction except as new or unusual circumstances arise. Judgment is required both in interpreting established policies, goals, and objectives, and in applying concepts, plans, and strategies that may deviate from traditional methods and practices. In addition, positions at this level recommend policies and procedures consistent with goals, objectives, directives, and regulations. Employees at level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. SUPERVISION RECEIVED AND EXERCISED Receives direction from the Director of Public Works/Town Engineer Exercises direct supervision over a significant number of full and part-time maintenance staff and contractors. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Coordinate the organization, staffing, and operational activities for the street program to include: development of the interviewing process and ensuring that seasonal staff is chosen twice a year, including any permanent staff that needs to be backfilled.

2 Plan and layout street maintenance work projects; prepare time, material, and equipment estimates for assigned jobs; requisition materials as required; order parts as necessary and ensure parts ordered are received in a timely fashion; select appropriate equipment and materials to complete the work according to specifications, verbal instructions, and established procedures; adapt equipment and materials to meet specific requirements of the work to be accomplished. Plan, prioritize, assign, supervise, and review the work of staff responsible for providing street maintenance, and snow removal services and activities; participate in the selection of assigned staff; provide or coordinate staff training including in the areas of work methods, techniques, and the use and operation of equipment; work with employees to correct deficiencies; implement discipline procedures; review time sheets and work diaries. Participate in the preparation and administration of the assigned budget; submit budget recommendations; prepare and submit requisitions for supplies, materials, and parts; monitor expenditures. Coordinate the division s purchasing process to include collecting bids from various vendors and preparing the purchase orders at the precise times through out the different seasons. Oversees and manages the division budget to include coordinating capital accounts, large purchases or other project-related expenditures. Inspect condition of roads; inspect and verify work in progress and completed work of assigned employees for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications; oversee the work of contract employees. Supervise the use and operation of tools, equipment, and vehicles; ensure that tools, equipment, and vehicles are safely operated, maintained, and secured when not in use; schedule the service, repair, and replacement of tools, equipment, and vehicles; order parts and materials; secure bids and schedule delivery. Participate in the development and implementation of goals and objectives; identify resource needs; implement policies and procedures. Prepare necessary records and reports; gather, tabulate, and analyze data for various projects; prepare project status reports; maintain records of projects, activities, and materials used; supervise the maintenance of time, material, and equipment use records. Investigate accidents, equipment failures, and emergency calls. 2

3 Respond to and resolve inquiries and complaints. Coordinate assigned services and activities with those of other departments, outside agencies, and the general public. Conduct inspections on proposed plans to ensure proper drainage, encroachments, and snow storage. Perform all maintenance, repair, and snow removal duties as necessary. Perform personnel evaluations and coaches and guides employees in all aspects of their required duties and responsibilities. Select, train, motivate, and evaluate Public Works personnel; ensure staff compliance with safety rules and regulations. Provide or coordinate staff training; work with employees to correct deficiencies; responsible for determining proper discipline and termination processes. Establish, direct and maintain an on-going, regular safety program and work standards, which include, but are not limited to tools, equipment, health standards. Maintains compliance with and a comprehensive understanding of the rules and new changes from the outside agencies like Lahontan water district, Air quality control, and OSHA. Responsible for managing the Division s response to and participation in a variety of special events to include parades, bicycle races, rodeos, and car shows. Conducts weekly meetings with the Senior Maintenance workers to ensure that the Division s work plan is completed in the most efficient and effective manner possible. OTHER JOB RELATED DUTIES Oversee two different shop locations; coordinate with Facilities Maintenance for repairs or additions to the buildings; insure staff has the buildings equipped with the necessary tools and supplies; work closely with the fleet maintenance division. 3

4 Provide support to the engineering staff, reviewing plans and or meeting in the field on a regular basis. Provide traffic control as necessary. Perform related duties and responsibilities as assigned. JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Operations, services, and activities of a comprehensive street maintenance, repair, and construction and snow removal program. Operational characteristics of maintenance and construction materials, equipment, and tools. Types and level of maintenance and repair activities generally performed on municipal infrastructure. Occupational hazards and standard safety precautions necessary in the area of street maintenance and now removal work. Principles of supervision, training, and performance evaluation. Pertinent Federal, State, and local laws, codes, and regulations. Modern office practices, methods, and computer equipment. Principles and procedures of record keeping and reporting. Principles of budget preparation and control. Techniques used in public relations. Principles of mathematics. Safe driving principles and practices. Knowledge of the D.O.T. rules and regulations for commercial drivers. Skill to: 4

5 Operate a full range of heavy maintenance equipment including dump trucks, graders, loaders, backhoes, and snow removal equipment in the assigned area in a safe and effective manner. Use and operate hand tools, power tools, and mechanical equipment required for the work in a safe and effective manner. Perform maintenance checks and perform minor repairs and maintenance on equipment and vehicles. Operate modern office equipment including computer equipment. Operate communications equipment. Ability to: Supervise, organize, and review the work of street maintenance personnel. Oversee and select construction contractors. Select, supervise, train, and evaluate staff. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Select and oversee the work of contractors. Select and maintain machinery and equipment used in the area of work. Assist in budget preparation and monitoring. Prepare and maintain records and prepare comprehensive reports. Read, interpret, and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics. Identify street maintenance needs and take corrective actions. Interpret and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions. Ensure the maximum utilization of manpower, equipment, and supplies. Accurately determine project material needs. 5

6 Respond to requests and inquiries from the general public. Independently perform the most difficult street maintenance, repair, and construction duties in the area of work assigned. Perform accurate mathematical computations. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Uphold and apply the goals contained in the Town and departmental mission statements. Experience and Training Guidelines: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Four years of progressively responsible street maintenance experience including five years of lead supervisory administrative experience. Training: Equivalent to the completion of the twelfth grade supplemented by specialized training in construction/maintenance technology, personnel supervision or a related field; an Associate s degree or trade school in a related field is desirable. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license. 6

7 Special Requirements: Essential duties require the following physical skills and work environment: Ability to perform field duties including exertion of a moderate amount of physical effort to stoop, crouch, climb, and lift in performance of assigned duties; ability to work around construction materials in a safe manner; may be subject to uncomfortable working conditions including exposure to dust, noise, heat, cold, outdoors, vibration, confining work space, chemicals, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for overtime, on-call, or stand-by 24 hours a day.
