2 POSITION TITLE Senior MINISTRY AND DIVISION Environment; ing Division BRANCH AND SECTION Inventory and ing Branch UNIT OR PROGRAM Water Supply Section SUPERVISOR'S POSITION TITLE Head, Water Supply Section CLASSIFICATION GEOGRAPHIC LOCATION Victoria SUPERVISOR'S CLASSIFICATION PROGRAM FUNCTION (Purpose of the program and of the organization in which the position operates) The purpose of the engineering Division is to investigate and implement river protection, water supply and drainage projects required for the control, preservation and orderly utilization of the water resources of the Province, including the implementation of federal/provincial cost-shared programs; also the provision of related technical advice to other ministries, agencies and private individuals. PURPOSE OF POSITION AND SUMMARY OF ITS FUNCTIONS The principal function of this position is to carry out, and direct subordinate staff in carrying out investigations, designs and construction arrangements pertaining to water supply and drainage projects through the Province for groups of individuals, local authorities and government agencies. Key duties are: to conduct studies and prepare reports on water supply and drainage projects either through own staff or consulting engineers; to undertake and coordinate final design and construction arrangements of water supply and drainage projects; to conduct periodic field inspections of construction projects; to correspond with and contact local authorities, consulting engineers, equipment suppliers, contractors and other agencies on specific queries and assignments; to perform other related duties. ORGANIZATIONAL STRUCTURE AND WORKING ENVIRONMENT The ing Division comprises the Rivers Section and the Water Supply Section. The Water Supply Section has two subsections headed by Senior s, one of which is the subject position, responsible for studies, designs and implementation of water supply and drainage projects by own staff or consultants. A third senior engineer is Project Manager in charge of a large number of ARDSA projects being investigated or designed by consultants. Supervision and surveys are carried out in the field by eight 2's and one ing Aide. Two of the 2 positions are presently seconded to the Okanagan Basin Implementation Program. The senior engineers heading the subsections for studies, designs, and implementation each supervise three engineers, although this number may vary from one to five depending on work assignments. The Division Chief allocates and reviews assignments with the Head, Water Supply Section before the latter delegates the work to the Senior s. In carrying out the assignments, such as feasibility studies, planning, managing and designing water supply and drainage projects, the Senior s exercise independent judgements consistent with branch policies, section objectives and assignment parameters and terms of reference authorized by the section head. The completed assignments are reviewed by the Head, Water Supply Section with the Division Chief for technical content and compliance with program objectives.

3 1. 40% POSITION'S SPECIFIC FUNCTIONS AND HOW THEY ARE PERFORMED Conduct studies and prepare reports on proposed water supply and drainage projects for groups of individuals, local authorities and government agencies by: reviewing assignments with the Head, Water Supply Section to establish the parameters, terms of reference and conformity of the project with respect to the section's program objectives and commitments; gathering data from local sources or other relevant agencies, including soils information, water requirements, crop productions, etc., and making arrangements for surveys, air photography and mapping, hydrologic studies, groundwater studies, economic studies, etc., as necessary; analyzing data and developing design criteria and procedures, and preparing preliminary designs, cost estimates and formulating cost-sharing proposals; preparing reports for approval of the Head, Water Supply Section, including recommendations for the issuance and distribution of the reports (all assignments are liable to review by the Division Chief); assigning studies and other duties to s and technical support staff, reviewing progress and preparation of reports; preparing terms of reference for assignments to consultants, checking progress and claims, and reviewing reports % 3. 15% 4. 10% Undertakes and coordinates final design and construction arrangements of water supply and drainage projects by: planning overall project designs and assigning work to the position's subsection, usually three s and two technicians; supervising and participating in the final design, preparation of contract documents and specifications; preparing submissions for funding approval for projects under the ARDSA Program; assigning and monitoring work carried out by consultants, including review of final designs, drawings, and contract documents; reviewing, with the Head, Water supply Section, the prepared designs, contract documents and specifications priori to tendering; reviewing tendered bids and recommending the purchase of equipment, materials, and contract awards; monitoring construction methods, construction schedules, construction surveys, construction progress and cost records; reviewing and recommending for approval payments of claims for reimbursement under the ARDSA Program and preparing as-constructed reports. Conducts periodic field inspections of construction projects by: meeting with local authorities, contractors, consultants and field staff to review project progress, resolve problems, establish procedures and to confirm adherence to specified construction standards; making field visits to advise on efficient construction methods, to review drawings and specifications with field staff. Corresponds with and contacts local authorities, consulting engineers, equipment suppliers, contractors and other agencies on specific queries and assignments by: meeting with to discuss, and writing letters pertaining to designs, reports, tender documents, material specifications and other technical information, and answering queries on design details and procedures; making presentations at public meetings.

QUALIFICATION REQUIREMENTS Education, Experience and Occupational Certification Bachelor's degree in Civil ing with at least five years experience in design and construction in the field of water resource engineering, or an equivalent combination of qualifications. Registration as a Professional with the Association of Professional s of British Columbia. 2. Knowledge, Abilities and Skills Sound knowledge of water resource engineering, hydraulics, hydrology and the economics, design and construction principles of water supply and drainage systems, Strong skills in writing and verbal expressions.
