This position is located within the Network Services Directorate, Transport Division, Terrestrial Management Branch (NS/NS222). DUTIES: As a secure voice telecommunications specialist, the incumbent assists in the management of the activities and work efforts of the office. Works on the implementation of the Department of Defense Red Switch Network which provides secure telephone and data service to the National Military Command Center, the Alternate National Military Command Center, the primary command centers of the Unified Commands, and other critical high-level command centers. Assists in the integration of all Department of Defense red switches into a national network controlled by Defense Information Systems Agency. Assists in the development of broad policy and technical guidance, performs long range planning, and monitors and coordinates the efforts of assigned personnel and contractors. Performs high level project management over diverse, dissimilar secure voice assets that are essential to satisfy the complex and dynamic secure voice communications requirements. Ensures that projects comply with Department of Defense policies and objectives, writes detailed implementation plans and develops implementation schedules.

2 Page 2 of 6 QUALIFICATIONS REQUIRED: Basic Requirements: Applicants must demonstrate on their resume that they have IT-related experience and/or education demonstrating each of the four competencies listed below. Attention to Detail Customer Service Oral Communication Problem Solving OR Meet the education detailed in the qualification standards. (GS-11 grade level only) Specialized Experience: For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service, is required. Specialized experience at the GS-11 grade level is defined as experience with a wide range of telecommunications principles, concepts and procedures in order to evaluate the interrelationships between telecommunications equipment, circuits, switches, control and network management systems and the connectibility required. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required. Specialized experience at the GS-12 grade level is defined as experience with digital switched communications networks including system operations and extensive knowledge of secure voice systems including knowledge of current secure voice capabilities and new secure programs. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Ability to use existing and develop needed; policies, processes, procedures and plans for existing and future telecommunications systems, networks, and equipment. Ability to formulate effective strategies with a long term perspective and determining objectives, setting priorities, and anticipating potential threats and opportunities. Ability to express information in written or verbal format to individuals or groups effectively, makes clear and convincing oral presentations, and responds to and resolve customer inquiries, issues, or concerns. 3 Page 3 of 6 SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE AT THE GS- 11 GRADE LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE AT THE GS- 11 GRADE LEVEL: There is no substitution of education for the specialized experience requirement at the GS-12 grade level.
