1 TOWN OF TRUCKEE STREET MAINTENANCE MANAGER DEFINITION To plan, organize, direct and coordinate the Street Maintenance Division within the Public Works Department including the repair and maintenance of Town streets, removal of snow, painting and striping of streets, and cleaning and clearing of brush for drainage purposes; to coordinate Street Maintenance division activities with other divisions and outside agencies; and to provide highly responsible and complex staff assistance to the Director of Public Works/Town Engineer. DISTINGUISHING CHARACTERISTICS The Manager level recognizes positions that provide full line and functional management responsibility for a division, as identified by the Town, within a department. SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from the Director of Public Works/Town Engineer Exercises direct supervision over supervisory, maintenance and administrative support personnel. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Develop and implement divisional goals, objectives, policies and procedures. Plan, organize and direct street maintenance activities which include the repair and maintenance of Town streets, rights-of-way and related infrastructure and the removal of snow. Direct, oversee and participate in the development of the Street Maintenance Division work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures. Prepare division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment and materials; administer the approved budget. Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the Public Works Department.

2 -2- Plan and layout street maintenance work projects to include the preparation of time, material, and equipment estimates for assigned jobs; requisition materials and order parts as necessary; select appropriate equipment and materials to complete the work according to specifications, verbal instructions, and established procedures; adapt equipment and materials to meet specific requirements for work completion. Coordinate the division s purchasing process to include collecting bids from various vendors and preparing purchase orders. Inspect condition of roads to identify work needed and to verify progress and completed work; ensure accuracy, proper work methods and techniques, and compliance with applicable standards and specifications; oversee the work of contract employees. Supervise the use and operation of tools, equipment, and vehicles; ensure that tools, equipment, and vehicles are safely operated, maintained, and secured when not in use; schedule the service, repair, and replacement of tools, equipment, and vehicles; order parts and materials; secure bids and schedule delivery. Prepare necessary records and reports; gather, tabulate, and analyze data for various projects; prepare project status reports; maintain records of projects, activities, and materials used; supervise the maintenance of time, material, and equipment use records. Investigate accidents, equipment failures, and emergency calls. Respond to and resolve inquiries and complaints. Provide input to Engineering division on capital projects and on private development encroachment in the Town s right-of-way. Perform all maintenance, repair, and snow removal duties as necessary. Establish, direct and maintain an on-going, regular safety program and work standards, which include, but are not limited to tools, equipment, health standards. Oversee and coordinate the division s response to and participation in a variety of special events to include parades, bicycle races, rodeos, and car shows. Provide support and input to other Town departments including Engineering with respect to reviewing plans and Fleet regarding equipment replacement.

3 -3- Provide traffic control as necessary. Respond to and resolve inquiries and complaints. Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees. Research and prepare technical and administrative reports; prepare written correspondence. Build and maintain positive working relationships with co-workers, other Town employees and the public using principles of good customer service. Perform related duties as assigned. MINIMUM QUALIFICATIONS Knowledge of: Principles, practices, equipment and tools associated with a comprehensive street maintenance, repair, and construction and snow removal program. Types and level of maintenance and repair activities generally performed on municipal infrastructure. Occupational hazards and standard safety precautions necessary in the area of street maintenance and snow removal work. Principles and practices associated with operating a variety of equipment used in street maintenance and snow removal. Principles of mathematics. Principles and practices of leadership, motivation, team building and conflict resolution. Safe work practices. Pertinent local, State and Federal rules, regulations and laws including D.O.T rules and regulations. Principles and practices of organizational analysis and management. Budgeting procedures and techniques. Principles and practices of supervision, training and personnel management.

4 -4- Modern office equipment including use of applicable computer applications. Principles and practices of customer service. Ability to: Organize and direct assigned Street Maintenance Division operations and activities. On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures. On a continuous basis, sit at desk for long periods of time and while operating heavy equipment; intermittently twist to reach equipment surrounding desk; kneel and bend while examining streets; climb in and out of trenches; perform simple grasping and fine manipulation; use telephone, and write or use a keyboard to communicate through written means; and lift or carry weight of 25 pounds or less and occasionally up to 50 pounds. Oversee and select maintenance contractors. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Prepare and maintain records and prepare comprehensive reports. Read, interpret, and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics. Identify street maintenance needs and take corrective actions. Interpret and apply policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions. Ensure the maximum utilization of manpower, equipment, and supplies and accurately determine project material needs. Respond to requests and inquiries from the general public. Independently coordinate the most difficult street maintenance, repair, and construction duties in the area of work assigned.

5 -5- Perform accurate mathematical computations. Inspect work for accuracy, adherence to timelines and compliance with standards. Prepare and maintain accurate and complete records. Gain cooperation through discussion and persuasion. Prepare and administer a budget. Supervise, train and evaluate personnel. Operate and use modern office equipment including computers and applicable software. Establish and maintain effective working relationships with those contacted in the course of work. Communicate clearly and concisely, both orally and in writing including the preparation and delivery of public presentations. Experience and Training Guidelines: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Four years of progressively responsible street maintenance experience including five years of lead supervisory administrative experience. Training: Equivalent to the completion of the twelfth grade supplemented by specialized training in construction/maintenance technology, personnel supervision or a related field; an Associate s degree or trade school in a related field is desirable. License or Certificate:

6 -6- Possession of a valid Class B driver's license, and possession of, or ability to obtain, required endorsements as a condition of passing probation. A Class A is required within 12 months of hire. Working Conditions: Work is predominately performed in a typical temperature controlled office environment subject to typical office noise and environment with occasional field visits resulting in exposure to traffic and inclement weather. Position requires working beyond normal business hours, attendance at evening meetings and/or weekend work and the ability to travel. Established: August 2014
