1 JOB DESCRIPTION FORM Job title Grade Department Reports to Job Location Working Hours: International Advocacy Director P06 - P07 International Advocacy Executive Director London Full Time Salary Band Job Purpose: The purpose of this role is to drive ACF s International Advocacy work to its full potential. This is a Senior Management role that leads and drives effectively ACF s wide advocacy agenda: generating and building on change. The International Advocacy Director is responsible for planning, organising, supervising and reporting on the implementation of ACF advocacy efforts in coordination with the ACF International HQ s. The Director will act as the lead professional advisor to the UK Executive Director and Board of Trustees regarding matters relating to the portfolio of services for which the Director is specifically accountable. Key Duties and Responsibilities 1. Positioning the organisation as a key player in International Advocacy: Plays akey role in integrating policy and advocacy perspectives. and Develops appropriate operational policies, strategies and procedures, in light of the ever changing external needs and environment. Proposes innovative, cost effective and resourceful approaches in the advocacy areas pertinent to ACF. 2. Leadership: Provide inspiring and intelligent leadership to the International Advocacy Steering Committee. Leads change, where appropriate. 3. Strategic planning and management: Manages the implementation of ACF Advocacy Strategies. Prioritises,ensures and is accountable for the effective and efficient delivery of the strategy and related annual action plans. Undertakes regular monitoring, review and analysis of the sector policies and strategies, and identifies, accordingly, opportunities for strategic interventions. Proposes, when and if relevant, strategic realignment of advocacy priorities. 4. International coordination: Leads and coordinates the ACF international advocacy teams to develop annual action plans. Ensures that the diversity of ACF HQs and country programmes, in their capabilities and resources, are that included and maximised towards an advocacy growth representative of the organisation s ambition, knowledge and dimension.. 5. Monitoring, learning and evaluation: Monitors and reports on regular basis about the achievements of the advocacy international teams. Ensures a transparent and fully accountable management of advocacy budgets. Ensures the regular evaluation of advocacy initiatives and

2 projects. Promotes the organisational learning of the organisation s advocacy journey, in view of future improved practices. 6. Budget management: supervises the overall ACF international budget for advocacy and in addition follow more specifically the UK advocacy budget. Work with the teams in the elaboration of annual budget, ensure that control mechanisms are in place, provide detailed financial reports for the IEC and the UK Board (for ACF UK advocacy budget) and guarantee that ACF advocacy team is fully accountable on the use of resources allocated by HQs for advocacy activities. 7. Networks, relationships, and alliances: Behaves as a high level champion for ACF through active network and relationship building with relevant stakeholders and organisations. Leads identifies and/or supports opportunities, as appropriate, that enhance ACF s presence, reputation and influence, national and international levels. Encourages ACF s position in mobilising a southern global movement supporting its advocacy strategies. High level representation in the UK and Internationally in relevant fora. 8. Resource Mobilisation: Mobilises and looks for resources to support the implementation of the ACF International Advocacy Strategy. Positions ACF as a reference & leader advocate on its strategic areas of priority vis a vis existing and emerging donors. 9. Advocacy organisational culture: Implement and support the development and maintenance of a high performing and positive culture which consistently adds value to the impact of our work. Ensures that the ACF International Advocacy Policy is put into practice in line with ACF s identity, ethos and field / evidence led approaches. 10. Team Management and Performance: Manages directly the UK based Advocacy team and be as well the functional manager of advocacy teams based at the other HQs. Develops its team in light of developing ACF full advocacy potential. Proposes best practice in the continuous development effectiveness and efficiency of advocacy teams across ACF. Is accountable for the effective management of staff, s support and guidance to staff. Ensures its direct reports are building strong teams that achieve the strategic development of ACF. and Takes timely and decisive action in performance management 11. Organisation policies: At all times, carry out duties with due regard to ACF s Equal Opportunities Policy, Dignity at Work Policy and Standards of Behaviour, Health and Safety policies and Procedures, and Anti-Bribery Policy. 12. Campaigning: Oversees the design and delivery of ACF s campaigns. Ensures that advocacy campaigns possess a clear alignment with the organisation s strategic vision, mission and approach. Positions advocacy campaigns to achieve a measurable and sustainable change. and help Mobilises and helps recruiting new and existing supporters. 13. Capacity Building: Strengthen the capacity and develop further knowledge in relation to the organisation s policy, advocacy and campaigning positions and ways of working. Ensure all colleagues can engage, understand and be advocates for ACF International approach. Dimensions To include: Staff Management/Supervisory responsibilities, including numbers and levels

3 Budgetary Responsibilities Be accountable for the effective and efficient management of delegated budgets in accordance with ACF financial policies and procedures Ensure that the Advocacy International steering Committee s policies, practices and behaviours are consistent with relevant good governance regulations and guidance Ensure that the Executive Director, and Board of Trustees are informed of any issues arising from Departmental activities that may pose governance, reputational or other risk to the organisation and to advise as appropriate on the most effective ways to manage to such risks Decisions and judgement: Level of decision making and the scope the employee will exercise initiative and taking independent actions Develops, monitors, evaluates and reports on the progress of the team s work plans in policy, advocacy and campaigns Identifies advocacy opportunities relevant to ACF s work and keeps ACF entities regularly informed Person Specification Qualifications/education required Masters in any relevant field, such as Public Health /Social Sciences/Development Studies/Gender/Media Studies/Journalism. (higher academic achievements and experience will be given priority) Excellent English French and/or Spanish Experience required Experience gained at a Management Level within an Advocacy, Policy & Campaigns Team Demonstrated working experience in advocacy and policy analysis field in development sector Extensive people management experience with the ability to lead, develop and coach the Departmental Management Team. Extensive experience in formulating, implementing and controlling strategic direction. Proven track record in developing and leading policy, advocacy and/or campaigning work at a senior level. Experience of developing and managing significant budgets and providing management information including forecasting against plan. Significant exposure to international civil society in a senior policy and campaigns capacity most likely to be gained in the international NGO development sector.

4 Experience in high level representation, negotiation and communication with diverse external audiences Experience in working in a dynamic and multi-cultural organisation. Experience of working effectively as part of a senior leadership team. Experience of working in a developing country. Distance management experience Particular skills and competencies required Ability to lead, motivate and manage high performing teams in a complex international environment (teams located in different countries). Ability to demonstrate strategic thinking and manage vision and purpose in own area as well as contributing to the wider organisation. Exceptional interpersonal and influencing skills with the ability to build networks and represent the organisation at a senior level to key decision makers and other key stakeholders. Excellent written and oral communication skills, including the ability to successfully engage and motivate people internally and externally with the organisation Excellent presentational skills, especially the ability to digest large amounts of information and present complex issues clearly and concisely to a variety of specialist and non-specialist audiences. Ability to build exceptionally strong, influential working relationships across a global organisation particularly at a senior level and across cross-cultural groups. Ability to initiate change, manage it smoothly and ensure continuous improvements in performance. A positive approach with a strong ability to deal with ambiguity, problem solve, and work collaboratively with others Ability to work within specified time schedule and budget constraints Agreed Professional skills in preparation of research reports and managing research projects.
