1 JOB PROFILE POST TITLE: GRADE: DIRECTORATE: RESPONSIBLE TO: RESPONSIBLE FOR: LOCATION: JOB PURPOSE: Specialist Capabilities Programme - Capability Manager (Forensic Collision Investigation). I Chief Officers Capability Lead Forensic Collision Investigation Responsible for working with Forensic Collision Investigation Supervisors (FCIs), reporting to the Capability lead, to effectively deliver an effective networked service. Responsible for the development of performance management processes with the network. Developing networked opportunities in respect of training. To be decided on appointment To manage, advise and co-ordinate the delivery of a networked solution to Forensic Collision Investigation in support of the National Specialist Capabilities Programme. MAIN RESPONSIBILITIES: 1. To work with the National Specialist Capabilities Programme (SCP) Team, reporting to the Capability lead, to develop a national networked capability within Forensic Collision Investigations 2. To develop, plan and manage the delivery of the SCP- Annual Plan and associated programmes. Prepare relevant programme documents at each stage of the programme cycle. 3. To work with the Capability Lead to develop and co-ordinate the strategic delivery of forensic collision services through a co-ordinated approach with regional FCI Supervisors 4. To ensure that an appropriate level of resource and expertise is identified and secured to enable programme and project delivery. 5. To represent the network at national meetings relating to Forensic Collision Investigation and on specialist forums both regionally and nationally. Capability Manager April 2018

To monitor overall progress of the programme, identifying and resolving issues and ensuring that interdependencies within the same and other programmes/projects are proactively identified and managed in a timely manner. 7. To proactively develop a national performance framework to effectively measure demand and realise benefits in line with regional and ISO17020 standards. 8. To identify, implement & review forensic strategies, policies & procedures that could be embedded and delivered effectively across the network in support of fatal and potentially fatal road traffic collisions. 9. To identify stakeholders at each stage of the programme and produce, implement and manage engagement and communication in accordance with the plan. 10. To advise internal and external stakeholders on the development of forensic issues relating to procurement, economic modelling, training and standards. 11. To work with the network to develop audit & inspection processes; identifying quality of service issues and improving delivery standards. 12. To lead by example and behave in line with the Police Code of Ethics ensuring that the College of Police values and behavioural expectations are clearly understood and considered by managers, officers and staff in their decision making and actions; reinforcing and influencing them through all interactions and processes. 13. To have contact with a variety of internal and external contacts and to disseminate and collate information and provide guidance 14. To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required. Special Conditions: Full current UK/European driving licence. 5 PERSON SPECIFICATION: Knowledge: Hold a relevant Forensic Science related degree or a Forensic Collision Investigation related qualification. Professional Certificate in Management or equivalent. Has successfully advised on, directed and managed complex forensic scene examination processes Has knowledge of the practical application of forensic science. Have a good working knowledge of Forensic Collision Investigation Knowledge of Police structures, policies and procedures. Knowledge of complex collision investigation, and associated issues. Utilises contacts, builds networks to the benefit of collision scene investigation. Achieved and demonstrated an ability to gain co-operation of relevant persons in a project team. Experience: Experience of managing a wide variety of complex departmental, performance and personnel issues. Developed a comprehensive network of internal and external professional stakeholders. Relevant supervisory experience in leading a team, managing projects, performance and budgets. Demonstrable experience of negotiating and communicating at a strategic level. Previous experience in quality service management Key Skills: Knowledge of the Specialist Capabilities Programme and other National Policing Programmes. Knowledge of best practice/ technical excellence in other areas of Scientific Support.
