4 WHPA Facilitates Members Participating in CPUC Proceeding The WHPA facilitated members participating in two CPUC ALJ Rulings seeking parties input on several program delivery changes to the statewide and third-party offerings in the CPUC s EE portfolio; and on energy efficiency baseline policy, the CPUC/CEC Staff white paper and related issues. Staff provided information synopses of the rulings via e-blast. Several members contacted Staff for information on how to become a Party to the proceedings. Staff provided links, instructions, and best practice information to the members. Members conveyed that they submitted their motion for party status. 4

5 WHPA Recognized in US DOE Report US DOE Expert Meeting Report: HVAC Fault Detection, Diagnosis, and Repair and Replacement officially recognized the WHPAadopted work product roadmap: Onboard and In-Field Fault Detection and Diagnostics, citing that the document provides technical guidance on the direction that policy makers must take to change the status quo. WHPA Organization Representation Matrix Review Completed by COA Matrix provides at-a-glance review of which organization categories are represented in each Committee and Working Group and illuminates any key players not represented. COA will continue to assist with encouraging new and existing member participation. 5

7 WE&T Committee Western HVAC Performance Alliance Recommendations to Operationalize Employee Support for the HVAC Sector Strategy vote-adopted by EC IOUs requested WHPA provide recommendations to operationalize HVAC Sector Strategy employer support as defined in the WE&T Sector Strategies Background, Definition, and Application document approved by the ED in December This document defines Employer Support as employers committed to hiring/promoting trainees or assuring that trainees apply the skills they acquire as part of their jobs. 5 Recommendations Provided: 1. Expanding the Employer Support Definition 2. Asking Employees to Sign a Voluntary Letter of Intent 3. Developing HVAC Sector Strategy Contractor Recognition Strategies 4. Offering HVAC Sales Training 5. Developing a Clearinghouse of Internships and Pre-Apprenticeship Program Opportunities 7

15 Common categories of market effect indicators include awareness/knowledge, attitudes/beliefs, availability, incremental cost or price changes, market share/sales, saturation/prevalence of practices, and changes in codes and standards. Some of these, such as awareness/knowledge and availability, are more proximate indicators, with typical program theory postulating that they must increase as a necessary precondition for increases in ultimate market effect indicators, e.g., indicators of changes in the patterns of adoption, such as market share and saturation. 16 Despite there being no membership campaign, WHPA growth is steady and organic. As described by one spokesperson, WHPA has its own gravitational pull. This indicator suggests that a broad cross section of organization types in 26 membership categories are motivated to promulgate efficiency in the HVAC Sector. 16

17 Many member organizations assign/register multiple representatives to the WHPA in order to volunteer in groups requiring specific subject matter expertise. This indicates member organizations value participation, believe they can make a difference, will benefit, and are willing to invest their own resources to do so. 17

24 One reason for increased website traffic is that Committee and Working Group volunteers use the site to store and reference documents. Because more members and searchers visit, the site has become more effective as a tool such as unveiling utility programs, drawing attention to regulatory proceedings, etc. 24
