INTRODUCTION In support of the Information Management Business Plan (IMBP), the Port of Long Beach is requesting proposals to provide support for the Program & Project Management System (PPMS), the Construction Project Management Information System (CPMIS) and the Cost Reporting System (CRS). This support opportunity will be responsible for comprehensive support of Skire s Unifier application which is used to administer the aforementioned disciplines. Individuals who wish to apply for this opportunity please note that this assignment will require diversity of resources that are likely to be available through an organization or a firm. 2. THE PROGRAM AND PROJECT MANAGEMENT SYSTEM BACKGROUND In 2006, the Port of Long Beach developed an Information Management Business Plan (IMBP). The IMBP set out a roadmap for new and improved information Management systems to support goals set out in the Port s Strategic Plan. Pursuant to the strategic goals, the Port selected and implemented Skire s Unifier enterprise application as the PPMS, CPMIS and CRS. The system is primarily used to provide a complete lifecycle of the Port s capital projects. The CRS portion is also intended to be used by other divisions as a tool for managing operation projects and divisional costs. The combination of the Program and Construction Management Divisions (PMD & CMD) on average have about 100 projects active at any one time, ranging from small projects to major capital projects of up to a billion dollars. These projects span program lifecycles; can last years and require participation from a variety of internal personnel and external consultants and contractors. The initial implementation effort was focused on the enterprise systems integration and deployment of the Unifier solution for the Port s PMD and CMD. The implementation included the development of 32 construction and 40 program management business processes. There has also been historical data migration, procedures, standards, reports and the inclusion of workflow activities as part of the initial implementation. The CPMIS implementation has been successful on one construction pilot and is currently being used on a second much larger project. The PPMS is in the initial pilot phase and the expectation is similar positive results. In support of the aforementioned effort, the Information Management Division is requesting statements of qualifications (RSOQ) to assist the Port in supporting the Skire Unifier enterprise application.

3 P a g e 3 3. KEY RESPONSIBILITIES Proposers are requested to describe the types of application support offered. The hours of availability, guaranteed response times, incident and problem resolution times, and escalation procedures. Comprehensive support should be proposed for a minimum of one year and maximum of three (please submit hourly cost per position and proposed yearly totals), after which time Port staff may be able to take over some or all day to day support. The proposal should contain the following: Demonstrated understanding of the Port's needs Company s background information Qualifications, related experience and references Support service approach Proposed services, a work plan and a schedule of work for services as appropriate Small/Very Small Business Enterprise Program Certification (if applicable) 1 Any other supporting material deemed appropriate The proposal should also include description of methodology, staffing, and project organization. In particular, the following aspects should be identified: Risk mitigation plan, including staff and cross training of personnel that avoid or mitigate attrition Key personnel proposed to perform the work including details of their experience using Unifier Major areas of subcontracted work, if any Hierarchy for escalation of issues. Include a description of the methodology proposed An organization chart showing the roles of the personnel, resumes of key personnel, and the time and duration that it is estimated Assessment, documentation, and Help File creation 1 Although SBE/VSBE participation goal was not assigned to this project, the Port strongly encourages SBE/VSBE firms to respond to this solicitation as prime consultants. Administration: Add Users Manage User permissions User Password control User Setups Add Groups Manage Group permissions Unifier Template maintenance BP Setup and maintenance Module maintenance Unifier BP configurations and updates Smartform Updates and maintenance EDRMS integration Data Element Updates and Maintenance WBS and Cost Sheet Admin Support UDR template updates and Maintenance Asset and Program Shell maintenance Schedule manager User Support Responsibilities include: Working with business analysts and internal customers to gather requirements, conduct analysis, and prioritize requests Developing, implementing, and maintaining test strategies and plans Converting existing reporting tools to a standardized reporting infrastructure using SQL, Microsoft products and Crystal Reports Understanding and assist with the design of data loading (ETL) and publishing processes within the BI environment (which will include Primavera and contract manager) Executing and modifying full life cycle of complex reports, designing data structures and schemas by applying proper database normalization, dimensional modeling, and Unifier Business Process (BP) concepts, as appropriate and in alignment with architectural strategy Managing appropriate documentation artifacts, including technology roadmaps, deployment models, release/deployment instructions, physical data models, and logical data mappings Unifier Support professional(s) are expected to: Demonstrate a high level of analytical skills, oral and written communication skills, as well as business partnering, and team-building capabilities Demonstrate strong knowledge and expertise with developing and implementing reports using structured methodologies Collaborate with stakeholders to evolve the business reporting requirements Research and evaluate the application upgrade cycle(s) and recommend solutions that enable technical and operations improvements, and increase business value Provide mentoring to others on new concepts, ideas, techniques and industry best practices

5 P a g e 5 Coordinate across multiple division/teams and to resolve configuration, security, and administration issues In addition, Unifier Support professional(s) will perform associated tasks: Meet periodically with process participants regarding issues related to process design and related systems Develop or oversee development of training materials Create and maintain written procedures in standard formats Identify opportunities for cross-training to improve flexibility Conduct or arrange training sessions Make process-related presentations to stakeholders and interested parties Maintain business continuity process descriptions and response plans Required Abilities: 4. REPORTING Good communication skills, ability to listen to and understand information and ideas Ability to absorb and communicate written and verbal information and ideas, and to deliver in a concise manner that is easily understood by others Ability to apply critical thinking by identifying the strengths and weaknesses of alternative solutions, conclusions or approaches to problems Ability to identify complex problems and review related information to develop and evaluate options and implement solutions Ability to apply knowledge and principles to specific problems to produce answers and to form general conclusions or recommendations. Ability to absorb new information for both current and future problem-solving and decision-making The consulting partner(s) will report to the Assistant Director of Information Management. 5. DURATION This is a temporary consulting position. No City of Long Beach benefits will apply. The role is expected to be required for a minimum of one year and maximum of three (please provide cost breakdown), after which time Port staff may be expected to be able to take over some or all day to day support.
