Supervision: Name of Supervisor: Valentina Stalyho Title of Supervisor: Assistant Resident Representative (Programme) Content and methodology of supervision: (Describe in detail type and manner of supervision, e.g., timing and number of meetings with supervisor; feedback sessions on performance against established work plan) Under the guidance and direct supervision of the ARR(P), the JPO analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within DG portfolio. He/she is expected to be able to work independently with significant levels of autonomy and responsibility in his/her work. Regular structured meetings will take place on a weekly basis between the JPO and the supervisor; complemented by daily meetings and exchanges of a less structured nature. Feedback regarding performance will be one element of the regular meetings. More formally, performance evaluation based on the work plan will take place biannually through the corporate RCA (results and competency assessment) process. Learning and training opportunities of the JPO will be supported to facilitate his/ her professional development. III. Duties, Responsibilities and Output Expectations:

Describe briefly the main tasks specific to this assignment and output expectations during the first and second year of assignment) Summary of key functions: Implementation of CO programme strategies relevant to DG portfolio; Further development and management of the Democratic governance portfolio; Creation of innovative partnerships and implementation of the resource mobilization strategy to enhance DG portfolio fundraising; Provision of advisory services to the CO programme colleagues and management on DG issues and facilitation of knowledge sharing in the CO, regionally and globally; Description: 1. Ensures implementation of CO programme strategies focusing on achievement of the following results - 20%: Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents. Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned. 2. Participates in effective management of the CO programme within the Democratic Governance area focusing on quality control from formulation to implementation of the country programme achieving the following results - 40%: Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP s priorities into local interventions. Initiation of a project, presentation of the project to LPAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. JPO performs functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects. Application of conceptual models in support of programme design. Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects. Preparation of inputs for reporting, including donor reporting. 3. Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results - 20%: Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Provides advisory services to the CO programme colleagues and management on DG issues and facilitation of knowledge sharing in the CO, regionally and globally focusing on achievement of the following results - 20%: Identification of sources of information related to DG issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals. Sound contributions to knowledge networks and communities of practice. Organization of training for the operations/ projects staff on DG issues. Professional growth through active learning. The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets. IV. Qualifications and Experience: Education (only Master s degree or equivalent): (Indicate Master s degree or equivalent in specified development-related discipline, and desired emphasis, if applicable) Master s Degree or equivalent in Social Sciences, International Relations, Political Sciences or related field. Work Experience (at least 1 to 2 years relevant work experience): (Indicate the desired work experience in key areas, if appropriate) Up to 2 years of relevant experience at the national or international level in providing advisory services and hands-on experience in design, monitoring and evaluation of development projects in democratic/good governance domain. Experience in the use of computers and office software packages and handling of web based management systems. Learning Expectations: Upon completion of the assignment, the JPO will have / be able to (Indicate training / learning activities, based on which learning programme will be structured. Indicate what the incumbent will learn during the assignment, defined in measurable results and broken down by year. Specify what subjects will be taught in the course of the orientation briefing upon JPO s arrival at the duty station.) Upon arrival at the duty station, the JPO will be provided an orientation/briefing on UNDP procedures and policies, Country Office functions and responsibilities, UNDP strategic plan, UNDAF and CPD processes and outcomes and its linkages to national development priorities, security measures and procedures to be followed in Belarus, etc. He/she will benefit from an in-house briefings, meetings with UN Human Rights and Democratic Governance Theme Group; other Practices and outside partners.the assignment will give the incumbent the opportunity to become intimately familiar with democratic governance policy making and programming processes in Belarus. Formalized training will include the JPO induction course in New York, and through participation in relevant workshops, seminars and training courses. Additionally, like all UNDP staff, JPO will have access to the UNDP Learning Management System (LMS), including all online courses available in the System. He/she will be required to take the UNDP mandatory courses for all staff. Year 1: -fully understand the internal procedures of UNDP; -fully apprehend the policies and processes in the UN Democratic Governance thematic area and be able to coordinate programme/project activities with government counterparts; - have a good understanding of national procedures, policies and programs in the field of Democratic Governance; - provide strategic management and coordination support relating to Democratic Governance programmes/projects including substantive reporting & financial management, technical input, monitoring of project progress and negotiation with Government counterparts and other development partners. - contribute to achievement of outcome targets of the country office as well as strategic planning and country office reporting Year 2: - provide technical and policy advice in areas related to Democratic Governance as well as participate in production of knowledge products and contribute to the relevant global UNDP knowledge e-networks,

5 - support coordination with resident and international donors and UN agencies in the area of Democratic Governance and liaise with development partners to create synergy and avoid duplication - contribute to the work of the Office including production of annual work plan, newsletters, and resource mobilization. VI. Background Information: (Briefly give background/outline of the programme/projects the JPO will be working on, e.g., history, recent developments, and briefly describe planned developments concerning the programme/projects. Provide some basic information about the office: number of international and national staff in the whole office and in the unit where the JPO will be working, etc.) The UNDP Belarus Country Office (CO) currently operates within the 1st United Nations Development Assistance Framework for Belarus for (UNDAF) and UNDP Country Programme Document for Belarus for (CPD). Those documents, elaborated in close cooperation with the Government of Belarus, NGOs, UN agencies, international organizations and civil society, outline concrete areas of attention and efforts within a 5-year period. While a human rights approach is cross-cutting for the current CPD, particular efforts on democratic governance fall within thematic area on effective and accountable governance and human security. Main focus is concluded in continued work with national authorities, international organizations and NGOs for constructive cooperation and strengthening national capacities in a human rights approach, the rule of law, and the administration of justice. This includes a focus on promoting an effective legislative framework. As of the end of July 2011, intensive projects development process in the area has been taking place with no stand-alone projects on effective and accountable governance under implementation. Currently, UNDP and UN external dialogue has been taking place with the government and civil society due to the recommendations observed by Belarus from Universal Periodic Review (UPR), the Committee on the Rights of the Child and the Committee on the Elimination of Discrimination against Women (CEDAW). This dialogue between parties tends to further intensify to facilitate improvements. The incumbent will be directly involved in the dialogue. As well, he/she will analyze political, social and economic trends and will participate in the formulation, management and evaluation of programme/ project activities within DG portfolio. Information About Living Conditions at the Duty Station: (Indicate briefly the main characteristics of the place of assignment) The Republic of Belarus is a landlocked country in Eastern Europe. It shares common frontier with Poland, the Baltic States, Russia and Ukraine. The territory of Belarus is 207, 000 sq. km., population - about 10 millions and 70% of them lives in cities. The population of Minsk city, the capital of Belarus is about one fifth of the country population. In accordance with the political division Belarus consists of six regions (oblast). The state languages are Belarusian and Russian. The most popular languages of

6 business communication are Russian, English and German. The national currency is belarusian ruble. Belarusian climate is moderately continental, a transitional form from maritime to continental climate with mild and humid winters, warm summers and damp autumns. During last decades the continental component has become less pronounced with winters becoming warmer. Average temperatures vary across Belarus. In January, temperatures average from -4.5 C to -8 C. In July the average temperature is +17 C to C. Some parts of Belarus experience sub-zero temperatures for more than a third of the year.
