1 JOB DESCRIPTION: DEPARTMENT: Safety, Security and Risk Management DIVISION: Finance and Administration REPORTS TO: Director, Safety, Security and Risk Management BANNER JOB NO.: A00108 CLASSIFICATION: Grade 6 THE ROLE Reporting to the Director, Safety, Security and Risk Management, and working closely with the British Columbia Government Ministry of Finance Risk Management Branch, the Manager, Contract Administration and Insurance is responsible for planning, developing, implementing and establishing contractual risk management programs, resources, policies, procedures and related training and education for the College and its employees. The position will provide oversight and guidance to College Administrators for all non-employment/labour contracting activities including affiliation agreements, Memorandums of Understanding, Agreements for Services, student placement/practicum agreements, waivers and any other agreements into which the College may enter. The position oversees all aspects of the College s insurance program. The position supports the development and implementation of an enterprise risk management program at the College. The position supports safety, security and emergency management programs and initiatives that involve situations requiring response that may occur outside of the typical work day/week. The position also has the responsibility for the administration of the risk management portfolio for off-campus activities. MAJOR RESPONSIBILITIES Under the general direction of the Director, Safety, Security and Risk Management, the is accountable for the following: Contracts Develop and implement an effective contract administration program; Create appropriate materials, tools and resources and conduct/coordinate appropriate training, education and awareness activities for employees to ensure knowledge of, and compliance with, the College s contract administration program; Act as a key contact between the Office of Safety, Security and Risk Management and the Page 1 of 6

2 College community in areas relating to mitigation of organizational risk and contract management including liaising with and ensuring that all contracts containing indemnification are submitted to the Ministry of Finance Risk Management Branch for review and approval, as required. May be required to address other external agencies on behalf of the College; Consult and provide expertise and advice to the College community in the areas of contract development, liability, administration, including reviewing contracts, indemnification clauses, affiliation agreements, student placement agreements and any other agreements into which the College may enter; act in an advisory capacity with regard to non-standard practicum placements including out-of-province and international placements; Ensure contracts meet the Risk Management Branch s standards and requirements; Conduct periodic review of waivers, and consent forms and ensure that revisions and updates are completed as necessary; Ensure an appropriate document maintenance and distribution system for all executed contracts, affiliation agreements, student placement/practicum agreements, certificates of insurance, indemnity approvals, waivers and all documentation relating to insurance claims and investigations is maintained; Insurance Provide advice to College staff, faculty and administrators with regard to insurance coverage for various activities and property; Coordinate and review the creation and the renewal of College insurance policies for vehicles, leased equipment, Directors Liability and other optional insurances, and recommend revisions based on risk factors and other criteria; Contact the University, College and Institute Protection Program (UCIPP) for filing and tracking insurance claims on behalf of the College, and supporting related investigations, as necessary; Ensure that Certificates of Insurance, as required, are coordinated through the University, College and Institute Protection Program (UCIPP) in a timely and effective manner; Enterprise Risk Management Provide leadership, direction and advice to College employees to integrate risk Page 2 of 6

3 management strategies into existing operations and ensure that effective risk management activities are developed, implemented, and evaluated for the College; Support the implementation of an enterprise risk management program at the College, as directed; Off-Campus Activity Administer the risk management portfolio for off-campus activities, develop appropriate tools and resources and work closely with College stakeholders to ensure that risk assessments are conducted, that appropriate risk mitigation strategies are in place, and the appropriate waivers and/or consent forms are used; Provide guidance and advice to College stakeholders and support the development of appropriate screening, orientation, supervision and safety processes and related procedures for student off-campus activities; Participate in de-briefings and/or policy investigations for off-campus activities as and when required. Management Provide general management support to initiatives of the Office of Safety, Security and Risk Management by participating in Business Continuity, Emergency Preparedness and Safety and Security related programming and events as required; Participate, in the College s Emergency Operations Centre in the event of a crisis, major emergency or disaster, and/or issuing emergency notifications to the College community, as directed; Administer the College s Collective Agreements and represent management in the grievance process, as appropriate; Participate in professional organizations as agreed to by the College and represent the Department and the College on internal and external committees, as required; Act on behalf of the Director, Safety, Security and Risk Management as and when required; and Page 3 of 6

4 Perform other related duties as required. EDUCATION, EXPERIENCE AND SKILLS To be successful in this role you will need: Established professional credibility as evidence by a Bachelor s Degree from an accredited post-secondary institution in a related area of study, Five years demonstrated progressively senior contract and risk management administration experience in an environment of similar scope and complexity; demonstrated training experience and current knowledge of issues, regulations and best practices in the areas of contract administration and enterprise risk management; progressive supervisory experience, preferably in a unionized, public sector environment. Or the equivalent combination of education, training and experience; Demonstrated working knowledge of the theories, principles and practices of: o Enterprise Risk Management o Contract Law o Indemnity o Waivers o Contract Negotiation o Risk Assessment, Risk Management, Risk Transfer o Freedom of Information & Protection of Privacy (FIPPA) o Effective communication strategies o Effective training methods and techniques o Document management o Project Management Demonstrated organizational, analytical and leadership skills together with an ability to ensure effective decision-making within a collegial environment; Demonstrated written, verbal and interpersonal communications skills together with proven experience in resolving conflict; Page 4 of 6

5 Demonstrated ability to model appropriate professional, ethical and collaborative behaviours consistent with the responsibilities of the position; and Canadian Risk Management (CRM), designation preferred.
