3 Introduction Thank you for your interest in the above role. This document does not form part of the terms and conditions, but aims to give you more information about the role, its context and an outline of the work you could be involved with. Background to The Scout Association s Headquarters The UK headquarters of The Scout Association is based at Gilwell Park, Chingford, London and UK is operationally divided into four directorates: Chief Executive Programme and Development Finance Corporate Services Marketing and Communications The role of the Programme and Development Adviser features in the Programme and Development directorate. The Programme and Development directorate has around 120 staff based at Gilwell Park and throughout England. In broad terms, it is responsible for: the ongoing development of the Programme for our children and young people; the training and support of our adult Leaders; the Regional Development Service (supporting local volunteers across England); and the management of our national activity and conference centres. 4 The Programme and Development Adviser Role The role of Programme and Development Adviser encompasses a wide range of different work areas and provides opportunities to work across the organisation on projects to support our volunteer membership. Examples include the production of resources, development of national policies and the provision of direct support to our membership. The role requires strong project management ability, excellent communication and presentation skills, an ability to work with staff and volunteer teams and to provide support, advice and information to the wider Movement. You will also have the opportunity to represent Scouting and work with external organisations. The successful applicant will also be provided with opportunities to work with other staff and departments to develop a broad range of experience, working alongside a team of other Programme and Development Advisers. Please note that these roles do not involve working directly with young people. Although there may be the occasional opportunity to do this the primary focus of the role is to support adults. Programme and Development Adviser (International) This Programme and Development Adviser vacancy is placed within the Activities and International Affairs team. The role reports directly to the Head of Activities and International Affairs and will be part of a wider Adviser peer group. The focus of the international team is to support adult leaders to make relevant links across The Scout Association s global network and to help to implement a sense of internationalisation across The Scout movement. The team s role is to support adult leaders to deliver programmes that help to develop awareness and knowledge of global issues in young people across the UK. The focus of this role is primarily on supporting the delivery of projects to increase awareness of international issues and the globalisation agenda. Projects could include supporting overseas visits and supporting the creation of resources to integrate international agendas across the Scout movement. Programme and Development Adviser (Youth Programme) Programme and Development Adviser (Programme Development) These Programme and Development Adviser vacancies are placed within the Programme team. The roles report directly to the Head of Programme and will be part of a wider Adviser peer group. The focus of the Programme team is to develop and support the programme delivered to our members aged 6-25 years old. This involves contributing to national programme policy, project work to develop particular aspects of the programme, and support to adult volunteers who deliver the programme. The Youth Programme role will focus primarily on supporting the Explorer Scout Section (for young people aged 14-18), and developing work on the Young Leaders Scheme. Other key projects are likely to include work on tools for young people, and programmes in a box. Core work will include co-ordinating our non-commercial partnerships. The Programme Development role will be focussed on sharing the workload of a project to review and update our programme for young people aged 6-18 as we move into a busy operational phase. You would be working alongside another Programme and Development Adviser on areas including resources and training materials. Core work will include being the key contact for the Beaver Scout section (for young people aged 6-8). 4

6 Job Description: Programme and Development Adviser Directorate: Responsible to: Band: Programme and Development Head of Programme/Head of Activities and International Affairs E1 rising to a maximum of E5 by annual increments subject to satisfactory annual performance review. 25,335 (rising to 29,495) per annum (including Outer London Weighting) PURPOSE OF THE JOB The purpose of the job is to: Advise upon, develop, support and implement Scout Association policy across the areas of responsibility of the Programme & Development Directorate. Act as the Project Manager for projects agreed by the Operations sub-committee or line manager. Represent the Movement and Headquarters to both internal and external audiences. Provide co-ordination, and support for national volunteer teams. DIRECTORATE/DEPARTMENTAL OVERVIEW In broad terms the Programme and Development directorate is responsible for: ongoing development of the Programme for young people in Scouting, working with the World Organisation of the Scout Movement, the European Region and other National Scout Organisations. training and support of adult leaders, managers and other volunteers providing field based staff support across England, particularly focussing upon the development of Scouting the management of our national activity and conference centres. Along with other departments, it also has organisational wide responsibility for the development and growth of Scouting across the United Kingdom. PRINCIPLE RESPONSIBILITIES To act as Project Manager for projects within the designated area of work, including allocating resources and liaising with internal and external suppliers, Key Stakeholders, Project Sponsors and Project Boards. To contribute to the strategic development of The Scout Association. To contribute to the creation of budgets and monitoring expenditure within agreed budgets. To develop a good working knowledge in the designated area of work, including keeping up to date with internal and external developments in that area. Provide relevant advice and guidance based on knowledge and policy to Members of the Movement, national volunteers and staff. To research, plan and co-ordinate proposals for, and implementation of, the policies agreed by the Operations sub-committee. To recruit, co-ordinate and provide advice and practical support to national volunteers and volunteer teams as required. To represent Headquarters to members of the Movement in the UK and internationally as necessary. To represent The Scout Association and promote and uphold policies of the Association in external meetings, forums and events as necessary. 6

7 To plan and deliver training, presentations and workshops for members of the Scout Association including facilitating discussions. To manage and support events, within agreed parameters, both within and outside the designated area of work. To contribute to the production of resource materials for publication and distribution to various audiences. To undertake other duties as may reasonably be required by the Director of Programme and Development or line manager. OTHER INFORMATION Required to work a substantial number of evenings and weekends. Required to travel extensively within the UK, including spending frequent nights away from home. 8 What s in it for me? Annual Salary: 25,335 per annum Band and Level: Band E, Level 1 Salaries are paid monthly by direct transfer on or about the 20th of the month. Overtime is not paid although time of in lieu may be authorised. Hours of Work: Minimum of 35 hours per week. Weekend and evening work will be a feature of this post. This increases after two years service to 26 days and after five years to 30 days. Probationary Period: This post is subject to a 6 month probationary period. Food and Drink Free lunch is provided to all employees when they are working at Gilwell Park, between Monday and Friday. Alternative arrangements are in place for staff at our Scout Activity Centres. Free beverages are available at all sites. This benefit is available immediately upon taking up employment. Looking after your future Pension For all employees, the Association has a Group Personal Pension Plan. This plan allows employees to contribute a minimum of 1.5% of their gross salary up to the maximum allowed within HMRC limits. The Association will contribute twice the employee s contribution, up to a maximum of 10% of gross salary. 8

9 Life Assurance All employees are covered by a scheme which pays two times the basic salary in the event of death in service. Getting to and from work Interest free season ticket loan Employees may apply for a loan to assist with the purchase of a travel season ticket. The loan will be paid back monthly by automatic deduction from salary. Car parking All sites offer free car parking to employees Cycle to Work scheme This scheme is a form of salary sacrifice which enables employees to purchase a bicycle through the Government s Cycle to Work Scheme and can save you up to 50% on the retail value (depending on the employees tax bracket). Minibus Service (Gilwell Park) A minibus service is provided which collects colleagues at 08:40 and 08:50 from Chingford Station and drops off to the same location at 17:00 hours.
