Introduction The XII Plan of Govt. of India has recognized inadequate awareness sensitivity amongst various stakeholders as a major challenge. It was felt that there is urgent need for inservice training amongst the various stake holders to create awareness about the rights entitlements of PwDs, provisions in various schemes, developmental programmes, ways means to access their specific entitlements those that they are entitled to as equal citizens. Therefore, in order to realize the above said objectives, the Govt. of India has made a provision for training sensitization of key functionaries of Central /State Govt. under the 12 th Five year plan through DEPwD, This is envisaged to be achieved by organizing Short term training programmes through workshops at State/District/Block level on regular basis Accordingly, Department of Empowerment of Persons with Disabilities (DEPwD) has developed a new Central Sector Plan Scheme i.e. In Service Training Sensitization Key Functionaries of Central State Governments, Local Bodies Other Service Providers w.e.f. 29 th December, This scheme will be implemented for the remaining part of 12 th Five Year Plan for the financial year & The DEPwD has assigned the responsibility of Nodal Agency to Rehabilitation Council of India (RCI)I to implement the said scheme at National level. The reference of the scheme is available on the Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities website i.e. This training is meant for the key functionaries dealing with disability sector viz. Social Welfare, Education, Health, Women Child Development, Doctors, Teachers, officers / officials at Panchayat / District / Block level. Apart from these, key functionaries specially those who are involved in implementation of scheme programmes delivery of services relating to PwDs shall also be sensitized under this scheme. This will also include sensitization awareness amongst public representatives at all levels. 2. Objectives (i) To train sensitize key functionaries of the Central/State Govt. Local Bodies other Service Providers on a regular basis on disability related matters through State/District/Block level workshops. The workshops will aim to raise the awareness among employees peer groups about capabilities of persons with disabilities how we can work together to create an inclusive environment etc. at work place. 3

4 (ii) (iii) (iv) (v) To ensure enlightened, efficient committed key functionaries to further the cause of empowerment of PwDs. To create awareness about disability related legislations, development programmes, schemes programmes for the benefits of PwDs, rehabilitation referral services amongst the various stakeholders namely, In service officials of Central State Govts, local bodies other service providers. To provide in service training on some important skills like oralism, sign language, Braille,Alternative Communication,etc. To create awareness sensitize towards prevention, early identification, intervention, rehabilitation mainstreaming of persons with disabilities. To obtain feedback about the quality of delivery of the Schemes/Programmes of Govt. The training programmes are meant to sensitize the officers to new important issues facing the disability sector in the changing economic scenario. The prime objective of the Scheme is to focus on the dem driven training of key functionaries dealing with disability sector which will be conducted in close coordination with the Administrative Training Institutes as far as possible. 3. Justification (i) (ii) The Working Group on Delivery Processes Mechanism for Empowerment of PwDs for 12 th Five Year Plan ( to ) recognized inadequate awareness sensitivity amongst various stakeholders as a major challenge. One of the aspects dealt in the report inter alia was training sensitization of key functionaries in the Government sector other service providers for achieving the objective of empowerment of persons with disabilities especially the above scheme. The observations are as follows : "There is an urgent need to train sensitize Medical Officers of PHCs/CHCs District Govt. Hospitals, Rehabilitation Professionals, other key functionaries of the Central, State, Local Bodes other Service Providers on a regular basis on disability related matters through State/District/Block level workshops". In service training is needed to create awareness about the rights entitlements of PwDs, provisions in various schemes, developmental programmes, ways means to access their specific entitlements that they are entitled to as equal citizens. Awareness is required for the key functionaries responsible for implementation of Schemes/Programmes in Governments. One of the goals is to increase sensitization awareness levels capacity building of key Govt. functionaries especially those who are involved in the implementation of schemes programmes delivery of services. This is envisaged to be achieved by organizing training programmes through workshops at State/District/Block level on regular basis. 4

5 (iii) Obligations arising out of UNCRDP India is a signatory to UNCRPD. Several obligations have been enumerated which are to be adhered to by all the countries. One of the stipulations of Article 4 of UNCRPD states that: State Parties undertake to ensure promote the full realization of all human rights fundamental freedoms for all persons with disabilities without discrimination of any kind on the basis of disability. To this end, State Parties undertake: To promote the training of professionals staff working with persons with disabilities in the rights recognized in this Convention so as to better provide the assistance services guaranteed by those rights. (iv) (v) (vi) (vii) It is the need of the hour to impart training to key functionaries, who are responsible for policy making those at the operative level, abreast of the latest developments so as to ensure equal rights, social economic justice empowerment to all. This Scheme is specially designed for the key functionaries of Central/ State Govt/ Local Bodies other Service providers connected with disability sector, keeping in mind their professional needs. Training, both at the time of induction to any organized job thereafter at a regular interval, to update the employee is fundamental for the success of both individual organization. The disability rehabilitation, being a new recognized now as development issue, PwDs as human resource, focus of rehabilitation services has shifted from charity/welfare to Rights based/empowerment NGOs as Social Entrepreneurs/NP, an in depth training of officials engaged in disability rehabilitation itself, besides others is need of the hour. In the past there have been schemes/project (DRC/NPRPD) launched, but the desired success from these schemes/projects was not achieved programs did not sustain long. One of the reasons perhaps was that the functionaries were not exposed to the practicalities of the situations required training was not imparted / continued to update the functionaries. Therefore, all stakeholders dealing with disability sector needs to be given exposure/sensitization training at different level. The National Institutes under the Department having mate of HRD are more confined to professional training leave behind the other groups (except occasional training under their short term training). Further, there is lack of coordination amongst them w.r.t. training. It is therefore, a new Scheme on Training of key functionaries has been envisaged in the 12 th Five Year Plan of Dept. of Disability Affairs (now DEPwD), MoSJ&E. 5

Human Resource Development According to National Policy Statement, the manpower will be developed in the following areas: (i) (ii) (iii) Training of primary level workers both in health care in community development comprising of Aaganwadi workers, Auxiliary Nurses (Midwifes) etc. Training orientation of personnel of Government NGOs providing services. Training sensitization of community decision makers such as members of Panchayats, head of families etc. 5. Scope of the Scheme (i) The Scheme proposes to train approx 30,000 key functionaries (approx 10,000 each year for a period of three years) of the certain Central Ministries/Department, State Govts., Local Bodies (Panchayats Municipalities) other service providers connected with the disability sector. (ii) Seminars/Workshops for one to three days will be conducted at National/State/District/Block level. Longer duration can be considered on limited basis. (iii) It is proposed to impart training through Administrative Institutes of Central State Govt. / National Institutes of the DEPwD / RCI s approved training institutes/university Departments. (iv) Training modules/courses with detailed syllabus will be prepared by Rehabilitation Council of India in consultation with National Institutes of the Department. (v) The general guidelines for admissible activities norms of expenditure will be formulated by Rehabilitation Council of India for the purpose of funding the training Institutes. (vi) Rehabilitation Council of India will be the Nodal Agency. (vii) The Fund Sanctioning Authority/Grant in Aid Committee will comprise of the following members : (a) Secretary, DEPwD (b) JS, DEPwD (c) JS& FA, DEPwD (d) Chairman, Rehabilitation Council of India (e) Director (concerned of DEPwD ) Member Secretary 6. Target Groups (i) Key functionaries of certain Central Ministries/Department, State Govt., Local Bodies (Panchayats Municipalities) other Service Providers connected with the Disability Sector. (ii) Medical Para Medical Practitioners (iii) Teachers Principals 6

Training Module The training module will include contents on the following topics: (i) Prevention, early identification, early intervention, rehabilitation mainstreaming (ii) Awareness on various legal provisions in the field of disability (iii) Disability specific other development schemes that benefit PwDs (iv) Rehabilitation referral services for various disabilities (v) Advocacy program on various disability aspects (vi) General disability issues such as human rights, gender issues, etc. (vii) Orientation training on Braille sign language for the service special educators others. 9. Training Material The training material customized for the requirement of the learners, developed by RCI with the help of expert groups will be uploaded on the website of RCI These materials are to be downloaded copies to be disbursed to the participants as per the nature need of the programme of varying durations. In addition to it, following materials will also be used : (i) Detailed contents posters on awareness sensitization on each topic. (ii) Disability wise Houts on prevention, early identification, intervention, rehabilitation mainstreaming of PwDs (iii) Audio visual material links to related material available on You tube etc. (iv) Material for Capacity building The aforesaid materials are indicative which may be enriched with local resource materials, are to be used depending upon the requirement of the target group wherever necessary materials in local / regional languages may also be prepared distributed. 10. Guidelines for Submission of Online Proposals (a) Eligible institutes / organizations desirous of undertaking this training programme will submit their online proposal to RCI in the prescribed format (appended) along with an outline of the proposed training proposal in accordance with the following points : (i) Objectives (ii) Methodology (iii) Training duration (iv) Budget (v) Target Beneficiaries etc. The prospective institutes may log on to Council s website for submission of online proposal on the prescribed format (b) Screening of proposal All proposals received under the scheme will be considered by the Screening Committee under the Chairmanship of Member Secretary, RCI which will meet at regular intervals. The composition of committee will be as under : (i) Member Secretary, RCI Chairperson (ii) Dy. Director (concerned) / Nodal Officer Member Secretary (iii) Assistant Secretary (Finance) Member (iv) Programme Officer of the Project Convener The screening committee will consider the proposals on the prescribed format (Appended at 1). (c) Sanction of proposal Proposals recommended by the Screening Committee of RCI may be considered by the Competent Authority of RCI for sanction of Grant in Aid as per the scheme, subject to availability of funds. 12. Patterns Quantum of Assistance Duration of Training Programme Department of Empowerment of Persons with Disabilities will meet the entire cost of training programmes RCI shall be the nodal agency of the scheme which will liaise with the implementing agencies. The proposals will be sent to Rehabilitation Council of India on the prescribed format which will be sent to the Screening Committee for consideration. Screening Committee shall prepare a list of proposals so obtain sent its recommendations to the Grant in Aid Committee at least once in a quarter starting from April June, 2015 onwards. 8

Minimum required number of participants as indicated in the respective categories of target group is must to start the programme. (ii) Budget to be spent under the heads as prescribed. It should not exceed under any head, as prescribed. (iii) Re appropriation is not allowed in or across the budget without the prior permission of the Council under any circumstances. (iv) The Council reserves right to reject the re appropriate or additional dem without assigning any reason. In that case, additional unapproved expenses have to be borne by the organizing institute. (v) 80% of the approved budget per training programme will be released to the implementing agencies remaining 20% budget will be released on receipt of the programme report utilization certificate on the prescribed format (Appended) duly certified (by the Chartered Accountant in case of NGO) by competent authority of the organizing institute. 9

Terms conditions The following terms conditions will be complied with by any institutions / organization receiving assistance under the scheme: (i) The sanctioned amount will be utilized for conducting of training programme only no assets will be created out of the fund. (ii) The institution / organization will maintain a separate account get the final accounts audited by Govt. auditors in cases of institutes whose accounts are audited by Govt. auditors or by a Chartered Accountant, as the case may be, submit the same to the RCI, along with Utilization Certificate on completion of the programme (iii) The institution / organization will not accept or apply for any financial assistance from any other sources towards conduct of programme approved under this scheme. (iv) On completion of the programme, implementing agency has to prepare submit the programme wise report along with group photographs (4 x 6 ) of the participants, list of participants their attendance sheet with signature (local out stationed), list of Resource persons duly filled feedback form (Appended), to the RCI in the form of soft copy along with UC income & expenditure duly certified by Chartered Accountant or Govt. Auditors as the case may be. (v) That name of RCI DEPwD, Govt. of India organizing institute with its logo may be printed prominently on the kitbags, banners, posters etc. (vi) The scheduled dates to conduct the programme should not be changed in any case. (vii) Full attendance in Training programme is essential for getting participants certificate. (viii) The accounts related to the project for which assistance is received under this scheme will be made available for inspection by an officer authorized by the RCI. The accounts relating to the project shall be open to check also by the Comptroller Auditor General of India or his nominee(s) at his discretion. (ix) The institution/organization shall prepare maintain a record of all assets acquired whole or substantially out of the grants received under the Scheme. Such assets shall not be disposed of, encumbered or utilized for other purpose without prior sanction of the Department. (x) The grantee shall be liable to refund he entire grant amount together with damages at the rate of 6% p.a. interest thereon for any violation of the terms conditions mentioned in the Scheme/Government sanction, from the date of encashment of the cheque/bank draft for the amount sanctioned for the project, provided that the Government in its discretion may relax the date for the purpose of calculation of interest to provide for such interest to be charged or on a subsequent date. (xi) The decision of the Secretary to the Government of India in the Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities on the question whether there has been breach or violation of any of the terms conditions mentioned herein as well as in the sanction letters, shall be final binding on the grantee. 13
