8 Challenges Strategic Priority 1 Strategic Priority 3 The quality of the FMD vaccine bank audit report was not to the standard expected Poultry Production Standards delayed - industry being unable to provide sufficient data in the time required for the development of the Regulation Impact Statement and ongoing changes at AWTG Continued delays with implementation of Biosecurity RDE Strategy recruitment Exercise Sheepcatcher II - difficult process compounded by the announcement by the Victorian Government to move to mandatory electronic identification of sheep and goats. National index of animal health databases delayed as dependent upon needs of key stakeholders.

14 Why do it? Key part of AHA s monitoring, evaluation and reporting against the Strategic Plan We want to understand member attitudes, strength of opinion and underlying reasons. Three Member surveys conducted over the five-year lifespan of the Strategic Plan 2016 Baseline Mid-term strategic plan evaluation Final strategic plan evaluation

15 Member response There was widespread acknowledgement that AHA has to keep a lot of disparate interests and agendas satisfied..coordinating all these different perspectives together to bring about a shared, supported and sustainable view that informs actionable outcomes is considered invaluable.

18 Overview Positive attitudes toward AHA and reasons for involvement Strong belief in the value of AHA model, its significant achievements to date and what it has delivered AHA communication to members timings, channels used and frequency were considered appropriate, although there are areas for improvement. Overall members positive in their evaluation of AHA and meeting the objectives of the Strategic Plan

19 Comparing importance and performance Results show that effective management and strengthening of Australia s emergency response arrangements is AHA s most important contribution and our best performing area. The largest gap between importance v performance is for surveillance and the lowest for animal welfare. Nothing ranked below 3.1 AHA benchmark is qualitative data reveals areas for improvement.

21 Biosecurity, surveillance & traceability AHA s response Overall agreement that AHA has a vital role to play in strengthening surveillance but opinion divided on whether we are delivering on objectives ranging from poor to good. Biosecurity is of importance to all members, BUT opinions varied greatly amongst government members as to its level of importance, but with most agreeing that AHA s performance needs to improve. Biosecurity workshopped 2016 Member Forums; work with government members and individual industry members. Some confusion as to AHA s role in biosecurity, surveillance and traceability. There was strong acknowledgment that it is a complicated area to make progress within current arrangements. Workshopping surveillance and AHA developing surveillance and traceability policy statements

22 AHA role and effectiveness AHA s response All government members concerned that in seeking new business AHA may spread itself too thin. 24 Members Survey Final insight Our service providers observed in some areas that AHA s influence was patchy and that there is a need for clear direction in knowing exactly what Australian government s priorities are. This involved having tough conversations and having the discipline to push back with governments.
