1 Camp Manager Location Cox s Bazar, Bangladesh Department International Reports to (Job Title) Emergency Response Manager Salary Band C Matrix manager (if applicable) Role definition Role purpose Regional Emergency Manager Competency level 3 To provide support to Christian Aid s Climate Change and Resilience work. The Camp Manager will be responsible for implementation, monitoring, direct supervision and the overall site management of CA supported Camps. S/he will be responsible for coordinating with local government, NGO coordination task teams and all project stakeholders. The Camp Manager will develop the implementation plan, guidelines and necessary monitoring tools across all project activities. S/he will develop regular implementation and monitoring reports and documents for focal persons related to intervention. S/he will need to take on challenges to ensure a rapid, effective and timely response, holding overall responsibility for project achievements and results. Key outcomes & Responsibilities Planning and Strategy Development Coordinate / develop / update agreed response strategies and action plans for the cluster/sector Involve all relevant partners in site needs assessment and analysis Identify gaps and duplications assess, verify, and map emerging assistance needs and protection issues Map and track who is doing what, where, when Develop exit/transition strategy for communal settings Support selection, planning and development of communal settings in collaboration with site planners and with national actors Ensure the site design supports protection and assistance of men, women, boys and girls Support registration of displaced populations in communal settings, paying particular attention to gender, age and diversity dimensions; and update the population registry/enrolment for assistance Ensure strategies are developed to support and strengthen residents livelihood initiatives Conduct contingency planning based and most likely scenarios of population movements Enact environment protection and mitigation of negative impacts on ecological habitats Where possible, support the national government/authorities in implementing their activities and upholding them to their obligations that meet the identified priority needs Ensure integration of agreed priority cross-cutting issues in needs assessment, analysis, planning, monitoring and response. Ensure gender sensitive programming. Ensure the CCCM Cluster/sector maps out the operational requirements for a CCCM response; and identify and establish standards and guidelines that facilitate interoperability. 1

2 Application of standards Adapt relevant policies and guidelines and technical standards to context of crisis Ensure that cluster/sector members are aware of policy guidelines and technical standards Ensure that responses are in line with existing policy guidance and technical standards and relevant government, human rights, and legal obligations Monitoring and Reporting Ensure adequate monitoring mechanisms are in place to review impact of the cluster/sector and progress against implementation plans Ensure adequate reporting and effective information sharing amongst all partners including camp managers, sector leads and OCHA, disaggregating data by age & gender Protection Capacity Organize affected population s participation in communal setting governance and community mobilization, with particular emphasis on women s decision-making role and on persons with specific needs (such as the elderly and disabled) Ensure transparent governance of communal settings and effective access to justice for residents that conforms to relevant human rights standards. Preparedness and Training Capacity Promote and support relevant CCCM training for NGOs, UN agencies, local government officials, camp managers and members of displaced and host communities Support efforts to strengthen the capacity of the national authorities and civil society; Coordination Ensure appropriate coordination with all humanitarian partners as well as with national authorities and local structures. Ensure the establishment/maintenance of appropriate sectoral coordination mechanisms, including working groups at the national and, if necessary, local level Define the nature and extent of overlap and coordination between CCCM and other clusters/sectors particularly Shelter, Protection and WASH. Surge capacity for emergency responses Yes - could be required to to travel for more than 75 days p.a. and for a period of up to 3 months but for no more than 6 months p.a. with no less than one month s interval between postings unless in extreme circumstances. In order to respond to ever changing demands within the environment, Christian Aid operates within an agile framework (both in workforce and operational) that requires from all employees, a high level of 2

3 responsiveness and adaptiveness to processes and structures making flexibility and a project based working approach the norm. To sustain this system, managers may/will agree further details of specific tasks and duties as part of the performance agreement. Any reasonable duty may be assigned that is consistent with the nature of the job and its level of responsibility, and employees may be required to change the focus of their role from time to time. Role context Violent clearance operations in Myanmar have driven Rohingya s into makeshift settlements and camps in the area surrounding Cox s Bazar, Bangladesh. Displaced Rohingya are destitute and distressed after fleeing violence humanitarian need is high and Rohingya are heavily dependent on humanitarian assistance. Following the initial onset of the crisis, focus is now being paid to improving the reach and quality of the response. In this context, the Camp Manager will play a lead role in supporting Christian Aid to be a leader in camp settlement and management for affected populations and the role will implement, monitor and supervise CA supported Camps. Role requirements Relationships External: Maintains links to professional networks in the region and globally where relevant. Works with donors (notably IOM, DEC, the Start Network, ACT and DFID).The post holder will liaise and coordinate with humanitarian actors in camps in Cox s Bazar, such as humanitarian partners, NGOs, INGOs and national and local government structures, in addition to response-wide actors, such as through the CCCM, CWC working group and other clusters/sectors particularly Shelter, Protection and WASH. Liaise with partners including camp managers, sector leads and OCHA for adequate reporting and effective information sharing. Positive relation with CA partners is a must. Internal The post holder will provide technical support to CAID s Rohingya response and will be responsible manage and build for capacity of staff, consultants and volunteers working in CA camps. Works closely with staff across CA on humanitarian and resilience issues, in particular staff working on policy and advocacy, fundraising and communications Decision making Budgetary/savings responsibility TBC Demonstrates flexibility to adapt in situations of rapid change, always informed by a focus on crisis affected people and other internal and external stakeholders. Makes decisions to ensure response to emergency programme is led and managed effectively and is accountable for decisions made. Is able to make decisions on behalf of the team and take the lead on recruitment. Manages a team as required and provides inductions to ensure effective management of regional humanitarian staff. Often has to act with minimal supervision in remote locations 3

4 Analytical skills The post holder is responsible for overall lead of camp management in Rohingya Crisis Response and is expected to work with initiative and innovation, using their own judgement to recommend high level humanitarian programme decisions for the organisation in consultation with a wide range of country team and humanitarian colleagues and partner organisations. Assess and analyse key issues in humanitarian situations and formulate actions to respond to them. Monitors security risks and ensures organisation protocols are understood and consistently followed by staff. Supports team members and provides direction in the event of a crisis. Essential Atleast 12 years of experience in large scale International Humanitarian emergencies Demonstrated understanding of the phases of humanitarian response including preparedness and contingency, Disaster Risk Reduction, response and recovery. Ability to take into account the needs, skills, capacities and experience of crisis-affected people and apply these in the response Experience in site needs assessment and analysis Knowledge of Core Humanitarian Standards, Sphere and Red Cross Code of Conduct, and HAP. Experience of using power responsibly, in line with accountability principles and standards. Understanding of own role and that of Christian Aid and others within the humanitarian system.
