About the Group Pacific and Development Group (PDG) leads an integrated approach to New Zealand s diplomatic and development engagement with Pacific countries and is responsible for the delivery of the New Zealand Aid Programme in the Pacific and globally. About the Division Development Strategy and Effectiveness Division (DSE) DSE provides a platform for PDG to deliver great development results. DSE supports effective and efficient delivery of the New Zealand Aid Programme and enables the Ministry to account for development results achieved through investment of the aid budget. It consists of four units Evaluation and Research; Legal; Development Planning and Result; and Development Effectiveness. DSE also leads New Zealand s engagement on international development policy issues and reflects international commitments in New Zealand s aid policy and practice.

2 About the Position This role is responsible for overseeing the New Zealand s Aid programmes approach to safeguarding people and communities who come into contact with or may be affected by the New Zealand Aid Programme. The position will first assess the current state of MFAT s compliance with its legal obligations and international best practice in the area of prevention of harassment, exploitation and abuse. This specifically includes child protection. A key part of the role will be to initiate a longer term transition of cultural change whereby Ministry Staff are empowered to ensure the safety of those affected by their activities overseas. The role is responsible for ensuring the Ministry s policy, processes and practices, to the maximum extent practicable, eliminates the potential for harassment, exploitation and abuse where the NZ Aid Programme is delivered. This role will work collaboratively with various PDG Divisions and with the wider Ministry to make sure the NZ Aid Programme gives effect to our zero-tolerance towards all forms of harassment, exploitation and abuse. Key Accountabilities The following key accountabilities of this role assist in delivering the Ministry s vision and mission: Strategic direction and outreach Provide leadership on the development and implementation of streamlined safeguard processes and procedures, working with relevant Ministry teams to ensure a cohesive Ministry-wide approach. Scope and implement an integrated internal system which, to the maximum extent practicable, eliminates the potential for harassment, exploitation and abuse where the NZ Aid Programme is delivered. Build and sustain relationships with internal and external stakeholder to facilitate the effective implementation of safeguarding policy and practices for the New Zealand Aid Programme. Ensures that MFAT s approach to safeguarding is being well managed and appropriately monitored. Capacity Development Develop and deliver a safeguard training programme across the Ministry for staff, managers and other key stakeholders, that contributes towards a culture of collective responsibility. 3 Becomes a trusted source of advice and support to MFAT in addressing any alleged safeguarding incidents Contribute to MFAT risk management by providing clear objectives, processes and the skills and resources that address safeguards risk across the Ministry. Work with PDG delivery partners to ensure they have safeguarding policy and processes in place that align with Ministry expectations. Provision of safeguards advice Provide expert advice on safeguarding practice. Ensure the NZ Aid programme s safeguarding approach is consistent with the Ministry s legal obligations, policies and good international practice. Ensues the Ministry keeps up to date with best practice standards and approaches as to safeguarding. Organisational Responsibilities Understand the Ministry s strategic priorities and high-level outcomes framework and how this role contributes to the framework. Understand and apply the strategic context in which the Ministry operates, including priorities and perspectives of the Ministers, partner agencies, and external stakeholders. Understand tikanga and Treaty of Waitangi principles and have sufficient appreciation of Te Reo Māori to be able to apply the Ministry Māori dimension, underpinned by Ministry values, in a way that is relevant to the context of our business. All other duties as requested by the employer. Knowledge Management Contribute to the continuous development of the Ministry s knowledge base by using the Ministry s internal systems, sharing information and data with relevant internal stakeholders, including contributing to/presenting at internal learning and development opportunities. Health and Safety The Ministry is committed to providing a safe and healthy working environment for all staff, including contractors and other workers, both on and offshore. 4 identifying and reporting hazards, injuries, illness and incidents (including near misses) that arise from your work or in the workplace identifying and eliminating or mitigating health and safety risks so far as reasonably practicable and consulting with others in doing so raising health and safety matters with your manager or health and safety representative (or contact as appropriate) ensuring that all health and safety incidents, injuries, near misses are immediately reported through the HR Kiosk ensuring that significant hazards and risks or critical incidents are drawn to the immediate attention of your Manager. Qualifications, Skills, Knowledge, and Experience You must have the following qualifications, skills, and experience: Qualification in the relevant field. Sound understanding of safeguarding principles and systems. A working knowledge, understanding and experience in the development sector would be desirable. Proven record of excellent people skills, including influencing and interpersonal skills both within New Zealand and in different cultures. A working knowledge, understanding and experience of New Zealand Aid Programme would be desirable. High level of interpersonal, relationship management and networking skills. Collaborative working style. Ability to plan, organise, facilitate and monitor tasks and effectively prioritise competing priorities A collegial approach to sharing knowledge and coaching others Familiarity with project management methodologies and approaches desirable. The ability to thrive within challenging environments, embracing change. Proficient in Microsoft Office suite. Sound understanding of tikanga and Treaty of Waitangi principles.
