1 REPUBLIC OF KENYA THE PRESIDENCY MINISTRY OF PUBLIC SERVICE, YOUTH AND GENDER AFFAIRS STATE DEPARTMENT OF GENDER AFFAIRS REQUEST FOR EXPRESSION OF INTEREST (EOI) RECRUITMENT OF A CONSULTANCY FIRM TO CARRY OUT AUDIT AND IMPACT ASSESSMENT OF THE WOMEN ENTERPRISE FUND, YOUTH ENTERPRISE DEVELOPMENT FUND, UWEZO FUND AND ACCESS TO GOVERNMENT PROCUREMENT OPPORTUNITIES (AGPO) Background The Government of Kenya initiated the affirmative funds for Youth and Women with the objective of providing seed capital for business startups and expansion. The Youth Enterprise Development Fund (YEDF), Women Enterprise Fund (WEF) and Uwezo Fund were established on the premise that micro, small and medium enterprises development initiatives are likely to have the biggest impact on job creation and thereby address the challenge of unemployment. YEDF and WEF disburse funds through their Constituency offices and financial intermediaries while Uwezo Fund disburses funds to Youth, Women and Persons with disability (PWDs) through their constituency offices. In addition, the Government initiated the 30% public procurement affirmative action which requires all Public Agencies (MDAs) to set aside a minimum of thirty percent of their procurement spending to be awarded to Youth, Women and PWDs entrepreneurs. The aim is to facilitate these entrepreneurs to expand their businesses and create employment in the Supply Chain Business. The programme is being implemented across the country under the banner Access to Government Procurement Opportunities (AGPO). Since inception in 2013, the Ministries alone have been able to disburse over Ksh 26 billion to these groups. The anticipated impact on job creation and economic empowerment of the target groups is yet to be established, hence the need for this audit and impact assessment. Consultancy Assignment

2 The Ministry of Public Service, Youth and Gender Affairs wishes to announce a consultancy assignment from a reputable firm to carry out an audit and impact assessment of the Women Enterprise Fund, the Youth Enterprise Development Fund, the Uwezo Fund and AGPO programme. The aim of the consultancy is to establish the impact created by these funds and AGPO to Youth, Women and PWDs in addressing the unemployment challenges among these groups and audit both the operational and financial aspects of these Funds. Objectives The objective of this consultancy assignment is to: Review the governance and management structures of the Funds; Identify synergies, overlaps and linkages among the funds; Conduct both the operational and financial audit of the Affirmative Funds; Assess the impact and intended outcomes of the Funds and AGPO programme; Recommend ways of strengthening governance, management and monitoring and evaluation functions of the funds and AGPO programme; Develop monitoring and evaluation reporting framework for both National and County Governments Tasks The consultancy will propose a methodology for achieving the objectives which broadly should include: i. Literature and Desk review of relevant policies, regulation and documents, as well as best practices on Entrepreneurship Development; ii. Interviews with beneficiaries, implementers, policy makers and other stakeholders (private sector, CSO, NGOs); iii. Interviews with County Leadership, Women Enterprise Fund, Youth Enterprise Development Fund and Uwezo Fund officers both at National and the County levels; iv. Impact analysis for the beneficiaries; v. Carry out operational and financial audit assessment of the affirmative funds; vi. Development of M&E framework for the Funds and AGPO programme.

3 Scope The consultancy service is expected to cover all the Counties Expected Outputs i. Inception report and work plan to be submitted within five days upon contracting; ii. Drafts and final assessment report including annexures on the county specific fact sheets; iii. Soft and hard copy of the report; iv. PowerPoint presentations to be made to stakeholders after completion of the consultancy services to share finding; v. Monitoring and evaluation framework Duration of Consultancy The consultancy is expected to be undertaken for a total duration of not more than 4 months. Coordination The Ministry of Public Service, Youth and Gender Affairs, through the State Department of Gender Affairs will coordinate the process towards realization of the deliverables. Reporting The consultancy firm will work with the technical team comprising of Public Procurement Oversight Authority, State Department of Gender Affairs, County Governments and respective Funds Management Boards and submit all reports and outputs to the Principal Secretary, State Department of Gender Affairs or any other person/s delegated by the Principal Secretary. Consultancy Firm Minimum Qualifications A Programme Assessment Expert or Programme Design Specialist firm is sought with the following or related qualifications and expertise. Technical qualifications. 1. A reputable firm whose leadership has technical qualifications in business management, business administration, entrepreneurship, economics or social sciences equivalent to post graduate degree; 2. Ten or more years experience in programme assessment assignments and demonstrated experience in the assessment of economic empowerment programmes ;

4 3. Previous and proven experience serving national and international for-profit or non-profit organizations; 4. Knowledge on Government operations and procedures ; 5. Completion of a quality control review within the past three years. 6. A history of performing quality audits and impact assessments; 7. Annual turn-over of not less than USD 100 million; 8. Demonstrated information technology ability; Interested Firms should provide information on 1. Their personnel size and qualifications of the firm in Kenya; 2. Quality of the professional personnel to be assigned to the engagement and quality of the firm s management support personnel to be available for technical consultation; 3. Their Firm s clientele ; 4. The firm s audit and impact assessment methodology, approach, and use of information technology (IT) tools; 5. The firm s proven and demonstrated experience in auditing and assessing international nonprofit or for-profit national and international organizations in Kenya; 6. Past experience and performance on comparable government engagements; 7. Approach to documentation and review of the comprehensive framework of internal control; 8. Adequacy of proposed staffing plan (hours and level) for the various segments of the engagement; 9. Adequacy of sampling techniques; 10. Adequacy of analytical procedures; 11.
