7 Plan Preparation Each Institution to Prepare Development Plans (VDP/HDP) and innovative projects focusing on Technology Development/ Modulation, Transfer and Adoption of appropriate Technologies using Local Resource & Materials. Social aspects are also to be a part of Planning. Implementation can be done as Action Research Projects with interdisciplinary Approach focusing on Development Outcomes Each project shall be subjected for Critical & Transparent Evaluation So first step is Identification of Activities This require a clear picture of - What is at present, What is needed Based on field situation Activities are to be identified & converted to Projects. This process shall not be arbitrary, but be Participatory. Participatory Situation analysis is tool that can be applied

9 Participatory Situation Analysis Many ways help to trigger sense of disgust & needs of community without Teaching or Telling them anything This is possible by applying Participatory Rural Appraisal (PRA) Tools leading to Participatory Learning & Action (PLA) Transect walks, Mapping of Resources, Seasonality Assessment, Trend Analysis, Accessibility analysis, Time Line etc are some of common tools applied in PRA

11 Expected Outcome Using data from secondary sources, baseline survey & information gathered from PRA, present status of different development areas may be analysed & presented as a Situation Analysis Document which shall be support Paper of Plan Prepared. IMPORT ANT Outcome of Situation Analysis shall be a synthesis of conclusions from quantitative data & insights from peoples perceptions.

Including repair, restoration upgradation & new construction For irrigation, mark un irrigated areas & most cost effective systems identified for maximum coverage: including improving existing sources, identifying new sources, adopting new technologies like drip, micro irrigation, water harvesting & conservation

13 Deficiencies to be assessed & addressed In education reasons for not achieving minimum levels of learning causes for dropouts In nutrition reasons for malnutrition issues related to Malnutrition have to be identified

14 Social Development Identify main problems & issues as commonly perceived & accepted & list out causes mainly from peoples perceptions & expert opinion. 1. Specific Groups SC ST Women Elderly Youth Children Persons with Disabilities In case of tribal development : land alienation & degradation, lack of skills & employment opportunities & lack of access to public services & amenities can be sharply delineated & discussed. 2. General Issues Violence & Crime Social evils (like un touchability, trafficking, substance abuse

15 Agriculture Allied sectors Manufacturing, includes rural industries Services Employment In Economic Development, focus should be on potential that can be reasonably & sustainably achieved. For example, constraints on increasing agricultural production, & productivity, linking to markets, adding value etc. can be enumerated

Capacity & Efficiency Determining causes of inefficiency, ineffectiveness, delay, corruption & other malfeasance: Covering both Gram Panchayats & other public institutions in locality

18 Effort should be to analyse why set standards of service provision & delivery are not being attained. Housing /Drinking water Sanitation /Streetlights Sports & recreation/ Parks and other amenities Banks & postal services/ Common Service Centres Burning & burial grounds/ Public transport/ PDS For example, in sanitation, levels of both solid & liquid waste generated & not properly disposed of, need to be studied.

20 Visioning & Prioritization Situation Analysis presents current status of Gram Panchayat Village Development Plan represents way current situation needs to be changed towards collective vision of people for their Gram Panchayat Entire vision, of course, cannot be achieved over a short period of one year Hence Prioratisation Thus both in visioning exercise as well as situation analysis, prioritisation & sequencing of issues, actions & objectives will be a key step.
