1 WORKPLACE ASSESSOR/VERIFIER Identifying Facts Current Job Title: Service Sector: Organisational Relationships: Line Manages: Qualification Requirement: Workplace Assessor/Verifier Learning & Development (L&D) Manager N/A Assessors Award (SQA Certificated) and Verifiers Award (SQA Certificated) Registerable qualifications for the relevant SVQ to be assessed or verified (e.g. Children & Young People, Leadership & Management) Job Purpose Plan, implement and deliver Scottish Vocational Qualifications (SVQ). Provide assessment, advice and support as required to site-based SVQ candidates, in addition to authenticating evidence, and recording results and achievements. Major Tasks 1. Administration 7. Reporting Main activities 1. Generate quarterly qualification plans 1.1. Arrange meetings with service managers and administrators who have responsibility for service staff or their information (e.g. service managers, administrators) Obtain information about staff and their job roles (e.g. who already has qualifications, has left, started, or been promoted) so as to determine which staff need to undertake a SVQ and of what level Gather and record any staff changes (as defined above) on to the qualification plan spreadsheet. Determine which candidates should be enrolled for an SVQ taking into account: - Capability Scotland s policies and procedures. - Capability Scotland and Scottish Social Services Council (SSSC) requirements; by referring to the table showing worker type versus registration date. - potential candidate numbers per course. - geographical area of potential candidates. - own work-load. - the individuals time in the organisation When individuals request to be enrolled for an SVQ, advise them to contact their team leader or service manager to discuss. 2. Hold induction meetings 2.1. Contact candidates or line-managers to arrange induction meetings by or by phone Assess candidate s awareness/knowledge of the SVQ process and requirements through discussion and asking questions. If necessary, advise of what an SVQ is, why it is needed and the requirements around Scottish Qualifications Authority (SQA) procedures, using own knowledge and experience Depending on the award set-out by SQA, help candidates to choose predefined optional/tailored units to take in addition to their mandatory units. Do this by utilising knowledge of the candidate s current job role (e.g. regular/common practices involved), future expectations and the content of optional units available. Reach an agreement on what is suitable Once satisfied candidates have an understanding of the process and are confident in their decisions (through discussion and judgement), provide them with mandatory documentation such as SQA registration forms, data protection, disclaimers and assessment agreements Using own training and experience, show candidates how to use the Learning Assistant (online web tool); specifically; - how to input SVQ-related evidence. - how to use the contact diary. - where to find resources Provide candidates with induction packs which include; - indexes of Capability Scotland s policies and procedures. 3 - SSSC codes of practice. - National Care Standards. - guidance for legislation (e.g. data protection, equality). - guidance on using the Learning Assistant. - information on the content of chosen units Support candidates to produce their formal assessment plans, using a standard template, as required by SQA policies and procedures. Do this by; - clarifying and giving information on selected units. - clarifying jargon. - advising what is required for each unit. 3. Provide SVQ-related advice and candidate support 3.1. Give reminders ( or telephone), encouragement to complete assessments, and request work to assess when little or no contact has been made by candidates as evidenced through the contact diary, message centre (on learning assistant) and s. If unable to contact candidate, contact the service manager Give guidance for completing assessments, in-line with SQA procedures, by creating questions that guide the candidates learning through own knowledge of the learning outcomes required (e.g. How do you maintain Health & Safety, Has the care plan been read, Why is this important ) In conjunction with candidates, write new assessment plans (including goals to achieve and the relevant timescales) once previous ones are completed by arranging meetings with candidates Depending on the candidate (e.g. confidence, experience of SVQ s), hold meetings on a regular basis (in person, by or phone) to provide guidance and encouragement Through discussion, support candidates to identify activities that could be classed as supporting evidence for the SVQ award/qualification (e.g. Valuing People workbook, prior qualifications, and any activity/material that could inform learning for the relevant award). Subsequently, use own judgement and experience to determine whether potential evidence is VARCS (valid, authentic, reliable, current and sufficient) Review the circumstances of candidates having problems maintaining progress with their award. Do this by meeting with the individual and their linemanager, to determine whether to (in-line with SVQ procedures): - provide extra support (due to personal issues, long-term sickness). - put their award on hold (completing review forms). 4 - cease their award (completing cessation forms) Speak with the candidate s line manager to arrange reviews when candidates are not progressing to understand individual circumstances and to discuss next steps accordingly Contact candidates who are on hold for their award to determine whether an extension is suitable and possible in-line with SQA procedures Give advice to individuals in services who may have questions relating to promotions and the SVQ s required to make this achievable, using knowledge of the individual s role, their expectations, and suitable/relevant SVQ courses. 4. Assess candidate s work/evidence 4.1. For all assessments, look at and adhere to SQA strategy and guidance In-line with SQA requirements, plan observations of candidates in the workplace (demonstrating award-related practices) and observe candidates in work practice Following observations write a statement of observed practice Upload findings from observations to the relevant candidate s e-portfolio In-line with SQA procedures, and when judgement and experience suggests it is necessary, ask candidates questions relevant to the assessment to test their understanding (e.g. why is this important, why should we do this ) In-line with SQA procedures, and when judgement and experience suggests it is necessary, have professional discussions around topics candidates have been asked to research to test their understanding; recording findings on paper Write-up and upload findings from professional discussions to the individual s e-portfolio Request and assess witness testimonies (e.g. from customers involved in candidate practice, colleagues) that have been received, using judgement to determine whether it is VARCS, in addition to contacting witnesses to request testimonies and asking questions relevant to the practice being assessed (e.g. for customers were you given time to respond, did they adhere to your care plan ) Gather witness testimonies and upload them to the relevant individual s e- portfolio. Write-up testimonies when required by customers Evaluate the candidate s knowledge, understanding and skills, by comparing the evidence against the National Occupational Standards Taking into consideration observations, candidate work (e.g. reflective pieces), witness testimonies and other submitted evidence, judge whether to Page 4 of 6

5 award completion of claims to the candidate, and confirm the completion of claims on the candidates e-portfolio Send an to the candidate s verifier once all units have been completed, to request the portfolio is verified as complete Attend standardization and networking meetings both in- and out-house (e.g. for other training providers, Scottish Network of Internal Verifiers and SQA Networking Days), to share good practice, problems and solutions, give feedback, ask and discuss questions and answers, and exchange information with colleagues. 5. Verify assessment procedures 5.1. On a minimum of two occasions throughout an individual candidate s award, verify another assessors marking strategies with consideration to SQA s assessment strategy. Do this by; - checking that assessors decisions are fair and meet the National Occupational standards. - checking assessors are meeting with candidates and offering support by examining feedback between candidate and assessors - recording verification attempts on the IV (identification and verification) check sheet Provide feedback/actions to assessors on any issues/changes required (e.g. being too lenient) and write-up and upload all notes to the relevant candidates e-portfolio Check if any work has been updated after the last verification with reference to the IV check sheet Check all recommendations from the previous verification have been actioned by checking the contact diary and evidence from the candidate. 6. Administration 6.1. Gather and completed SVQ registration forms to the Learning and Development Administrator upon completion by the candidate Keep copies of assessment agreements on file Print off induction pack content as defined above Attend and assist in the set-up (e.g. arranging furniture etc) of success lunches. 7. Reporting 7.1. Collate Service qualification plans, on a standard format, on a quarterly monthly basis or when requested, for assigned services, and send to SVQ Coordinator by . Page 5 of 6

6 7.2. Send monthly service and candidate progress reports, as generated by Learning Assistant, to appropriate Service managers, with a short narrative on candidate progress or lack of progress Send, on standard template, candidate numbers per service to the Learning & Development Administrator Attend monthly Team meetings, give feedback on candidate progress, numbers, SVQ related issues/updates. This role may also include: - Holding workshops with customer to raise awareness of assessments, assessors and to obtain feedback on experiences. Applicable for all roles: To undertake any other duties related to the responsibilities of the post and which may be delegated by Capability Scotland management.
