1 POSITION DESCRIPTION Manager Innovation & Technology 1 POSITION DETAILS Position Title: Reports to: Department: Location: Manager Innovation & Technology General Manager Business Transformation Business Transformation Traralgon Date: February 2018 Document Reference: COR/18/ PURPOSE OF POSITION The Manager Innovation & Technology position leads Gippsland Water s commitment to Innovation across the entire business, enabling optimisation of business processes as well as delivering outstanding results for customers. The role plays a significant strategic leadership role in driving Gippsland Water s Digital Transformation to deliver innovative solutions that meet the needs of customers, as well as the needs of the broader Gippsland Water business. The role is also responsible for ensuring that information, technology and telecommunication systems are secure and fit for purpose. The role also supports a high performance culture by enabling access to data and analytics that support evidence based decision making across the business. 3 ABOUT GIPPSLAND WATER The incumbent will be expected to be an exemplar of Gippsland Water s values and ensure that the Values are integrated into all aspects their work within the business.

2 About us Gippsland Water is the second largest regional urban water corporation by revenue in Victoria, comprising a diverse, complex and geographically dispersed asset base spread across a 5000 km 2 region which is serviced through an asset base of in excess of $1 billion. We exist to deliver reliable, high-quality water, wastewater and waste recovery services to ensure the economy and liveability of the central Gippsland region. Our service area is diverse in area and needs, from the fast growing region in the west, to the transitioning challenges of the Latrobe Valley to providing water and wastewater services to Victoria s largest industrial water uses. There has been significant change throughout the Gippsland region, in particular, the closure of major businesses. While this changing landscape presents many challenges to Gippsland Water, it also highlights the importance of the role Gippsland Water plays in the region, and the role we play in the region s transition. Gippsland Water will continue to focus on: maintaining quality water and wastewater services for our customers at an affordable price our sustainable future and the future of the region, and the role we play in the future. To enable the corporation to meet these needs Gippsland Water has introduced a new approach and strategy that better reflects the needs of the communities and positions the organisation to deliver sustainable environmental and financial outcomes. 3 The Manager Innovation & Technology reports to the General Manager Business Transformation and has three direct reports those being: 1. Senior IT Infrastructure Systems Analyst ICT 2. Senior Business Analyst Information Management 3. Senior supervisory control and data acquisition systems (SCADA) and Control Engineer - SCADA 5 KEY ACCOUNTABILITIES The Manager Innovation & Technology is primarily accountable for leading the innovation program to deliver business efficiencies and optimisation that contributes to financial sustainability of the business. The role is also responsible for developing and maintaining the information technology infrastructure, systems architecture and telecommunications network in an integrated manner. The position is required to ensure the IT strategy implemented enables and supports the achievement of Gippsland Water s strategic objectives, while also driving performance and innovation across the business. Business continuity activities, including data and cyber security and disaster recovery systems are also a key accountability of this position. Expenditure: Opex $5.0 M Capex $2.8 M Staff Management: No. of staff reporting directly 3 No. of staff reporting indirectly 19 Asset Management $11.0 M (GBV) $3.0 M (WDV) Sales/Revenue: n/a 6 KEY RESPONSIBILITIES Lead the Information Technology, Innovation and Business Improvement and SCADA systems functions and resources. Lead Gippsland Water s innovation program to deliver optimisation and efficiencies that contribute to the financial sustainability of the business. Lead the Digital Transformation program, to deliver web-based, smart or innovative technologies using change and project management principles to produce positive and measurable outcomes for our customers and for the broader business. Drive Gippsland Water s focus on data and analytics to support evidence-based decision making. Drive a positive shift in the improvement and innovation culture of the organisation; Manage the delivery of medium to large system implementation and technology projects using change and project management principles (for instance LEAN and/or Agile). Liaise and report to the Executive Leadership Team (ELT) and ICT & Information Security Committee (ICTIS) to ensure consistent development and delivery of the Gippsland Water technology, SCADA and system strategies and policies. Develop, maintain and ensure that Gippsland Water s information and cyber security policies, practices and procedures, within the established framework, are applied to all

4 operations and activities and satisfy state government, federal government and industry standards. Develop, maintain and ensure that Gippsland Water s system and technology change control policies, practices and procedures are complied with and applied in day to day operations and activities. Investigate and assess new and emerging technologies and their potential for application to Gippsland Water. Refine, develop and manage appropriate back up and disaster recovery systems for all Gippsland Water s Information Technology and Telecommunications systems to ensure data security, enhanced resilience and business continuity. Manage and lead the engagement of contractors in a professional manner to achieve effective and reliable operations to ensure successful customer and client outcomes. Develop and implement appropriate management response strategies to identified business threats and risks in order to manage/mitigate these risks in a proactive manner within Gippsland Water s Risk Management Framework. Manage operational and capital expenditure budgets commensurate with the responsibilities and accountabilities of this position. Building a proactive and supportive culture for the Innovation & Technology team in a manner that ensures a safe, happy and productive workforce. 7 JUDGEMENT & REASONING Problems encountered and resolved by the Manager Innovation & Technology are often complex, technical, without precedent and require immediate solution to avoid adverse financial and environmental impacts on Gippsland Water. The Manager Innovation & Technology must confidently identify and analyse all of the potential solutions and select the most appropriate to meet Gippsland Water s business, technology security, health, environmental, legislative and statutory obligations. The Manager Innovation & Technology is responsible for decisions made in relation to the operational servicing of the information and telecommunications networks of the business and is responsible for the recommendation and installation of specific capital works to service the businesses information and communications needs. The Manager Innovation & Technology can autonomously make all decisions that commit the organisation or meet daily operational requirements within approved budget and delegated levels of authority. The Manager Innovation & Technology is expected to take initiative to form direction and be accountable to agreed deliverables and outcomes. Those decisions which are extremely complex and without precedent, that may require the input of technical experts and/or consultants, are generally made in consultation with executive management. However, the Manager Innovation & Technology is required to rationalise and recommend a preferred solution that is consistent with the organisations strategic and technical objectives.

5 8 INTERPERSONAL SKILLS/COMMUNICATIONS To achieve Gippsland Water s business and technical objectives the Manager Innovation & Technology is expected to be a change agent and lead by example to solidify Gippsland Water s innovation culture. The Manager Innovation and Technology is required to persuade, convince, and negotiate with external organisations, customers, executive staff and other personnel as appropriate. This is to advocate the benefits and advantages of the innovations and technology being proposed together with the appropriate business and system solutions to meet corporate objectives. The Manager Innovation & Technology is also required to present to the Gippsland Water Board and Board Committees as required. 9 KNOWLEDGE, SKILLS & EXPERIENCE ESSENTIAL & DESIRED FORMAL QUALIFICATION Essential: A degree qualification in computer science or other relevant tertiary qualifications Desirable: LEAN and Six Sigma qualifications Agile project management qualifications (Scrum Master) Change Management qualifications ESSENTIAL & DESIRED SKILLS/EXPERIENCE Essential: Extensive and relevant industry experience Demonstrated relevant experience with Innovation systems in an organisational context Experience in delivery of process improvement and innovation which delivers positive and measurable outcomes A demonstrated understanding of and experience in agile or other industry standard project delivery methodologies or principles A demonstrated understanding and relevant experience in contemporary data analytics as well as change and project management practices Strong leadership and management skills with abilities that will drive and develop a high performing team. Well-developed interpersonal skills with the ability to work effectively with people at all organisational levels, in and outside of Gippsland Water Desirable: A well-developed ability to develop a concept based on logic. An ability to impart skills and knowledge to enable the development of others Extensive experience in adaptation of PC based programs. Demonstrated experience in formal Change Management methodologies A demonstrated understanding and relevant experience in Lean and Six Sigma management practices.

6 Excellent relationship, communication and negotiation skills A demonstrated understanding of emerging technologies and their relevance to the digital transformation of a complex business. Demonstrated relevant experience in: extensive computer system network operations and their development cyber security management Telecommunications systems and networks particularly in developing integrated solutions supervisory control and data acquisition systems (SCADA) computer operating systems and experience in Windows based, networked computer systems successful contract and project management Demonstrated communication skills in developing strategy, reporting, policy and procedural documents A strong customer focus 10 SELECTION CRITERIA Demonstrated experience in delivery of digital transformation, innovation programs and improvement initiatives in a complex organisation. Ability to influence and drive positive change in a complex organisational environment to achieve organisational strategic objectives while effectively managing positive stakeholder relationships. Demonstrated Management and leadership experience and skills in the technology field with a demonstrated understanding and well developed knowledge of ICT systems and networks (including SCADA) with a focus on delivering and developing integrated, secure and fit for purpose solutions Demonstrated experience in successful contract and project management methodologies.
