2 QUESTIONS/RESPONSES/REQUESTS Vendor Request: I would like clarification regarding Module 1 on page 17 of the aforementioned RFP. It is showing Leadership I and Leadership II in the module, yet the overall LDA is Leadership l and there is an LDA ll. The City believes that the topic of leadership should be offered with eight (8) hours of content rather than the typical four (4) hour course, and that the eight (8) hours of instruction should occur in the basic track, or Track 1. The second course is an extension of the first course. Some suggested objectives are provided below in the next request/answer. Vendor Request: I would appreciate a better understanding of what is required in the Module 1 (August-December) regarding the two leaderships. Track 1 Leadership I Module: 1 Overview: Course introduces sound, modern leadership philosophies and best practices. Concepts are introduced as to what makes a good leader, characteristics of a good leader, differences between leadership and management, and understanding people. Leadership II Module: 1 Overview: Course builds upon content from Leadership I course. Further discussions will be held on the role of leadership in planning and making decisions. Participants will gain exposure to different examples of leadership and will explore the pros and cons of differing styles. Course will focus on the how to for getting results and leading people. Page 9 of 19 for RFP (General) states courses "will generally be half day in length although some course may require an all day session... "if it is more appropriate to cover a course topic in a full day, the vendor may submit their proposal accordingly, but the City will reserve the right to select the course proposals that are deemed most appropriate". Does the City have a preference for half-day or full day courses so the vendor can condense the course when appropriate in the offer? Can the vendor offer a full day and a half day option in the proposal so the City can choose? The preference is half day courses. Vendors may propose optional full-day courses. Are the general Organizational Demographics available for the various offices of the government who will participate in this training? For example, if Police, Firefighters, and other First Responders participate in tracks and modules certain tailoring of courses to the special needs of their leadership environment may be appropriate compared to those in strictly administrative offices.

3 There is a diverse group of employees in each course from a variety of departments. Each course may contain public safety personnel, operational personnel, office and other professionals, representing different levels of the organization from employee to management. How many total classes do they expect to be offered? RFP limits class size to 25 but does not provide any estimate on the number of classes expected to be offered. Can you provide figures from past years on the percent of employees who enroll? Attend? The RFP states the class size and the classes to be offered per year. Each module contains six (6) classes that the vendor will provide. The specific topics are found in Appendix A of the RFP. How many classes simultaneously might be offered? RFP mentions training may be held at several locations at once. This information is required to determine how many different instructors we may need. There are no classes provided simultaneously. Can you provide an estimate of the percentage of students who take Track I and then go on to take Track II? 75%; remaining seats are filled by new applicants at higher levels of qualification. RFP does not mention the months that Module 1 in Track 2 is offered. Can you provide this with the estimated number of sessions and students? Same as Track 1. Can you confirm RFP is a bid for 18 classes, 6 per module? Yes that is correct. RFP mentions a course evaluation by students. Does the City have a standard one they want administered? Is the vendor to analyze the data or will that be done by the City? City form; City analysis. Does the City desire an end of course (EOC) evaluation to assess knowledge? No. The City does an end of program evaluation.

4 Does the City have a Learning Management System (LMS) to capture and track those who complete the training or is the vendor expected to provide and maintain one? If vendor provided, what are the requirements? The City does not require this of the vendor. RFP mentions Approach to Training but it is not defined. Can you please define this as there are various approaches available (e.g. Systematic Approach to Training (SAT); Instructional System Development (ISD); etc.) or that there is none specified? Page 10 of 19 Submittals states that vendors are to provide their approach to training. The approach must include outlined Objectives and Scope as provided in the RFP. What Government furnished equipment will be available? City will provide equipment such as laptop, screens, projectors, easels, flipchart pads, sound, and internet access to the extent possible. Will there be Quality Control (QC) on the courses? If so, who is responsible for conducting it? City reserves the right to audit the courses. This will be done by members of the Human Resources Department. One of the courses requested is listed as Public Finance Management. As an area, Public Finance Management can range from the macro level of public Economics and Finance (e.g. the economic analysis of revenues and expenditures of the public sector, or public economics analyzing the impact of public policy on the allocation of resources and the distribution of income in the economy) to the micro level (e.g. multiple regression analysis, econometrics, accounting, etc.). It is an extremely broad field and can include resource mobilization and expenditures that are not traditionally leadership topics. Can you provide more clarification of specifically what area of Public Finance Management is desired or provide the definition being used in the context of this desired leadership training? Objective are: This course will teach participants how to manage time, money, and resources more effectively. Business acumen and basic mathematical reasoning will be covered. Participants will learn about fiscal accountability, establishing budgets, capital improvements, bond financing and grants. On page 9, 1st paragraph under General: Will each course be offered only one time to a class of approximately 25 participants? Yes, each course topic is offered one time per training cycle.

5 On page 9, 1st paragraph under General: Does "courses may be offered in multiple locations" mean that one course may be presented at a Mercury Blvd. location and another/different course may be presented at a Jefferson Ave. location, for example? Yes, that is correct. Training space is limited which requires the City to occasionally alternate training venues. On pages 17-18, are the courses listed in a preferred order of topics (other than the time lines given)? Or, may we suggest a different sequencing? The courses are listed in preferred order; however, the offeror may suggest an alternative order or sequencing. Is it possible to obtain a copy of the Needs Assessment mentioned on page 17 of the RFP? The City is currently undertaking a new Needs Assessment as the prior one was completed in The data from the prior assessment is not pertinent to this RFP process. According to the RFP, the Leadership Development Academy (LDA) program began in Can the vendor assume both LDA I and II modules have already been developed? If so, what process was used to develop the current modules? Can vendors get high level lesson plans for all existing modules? Yes. The City developed the program from the ground up, to include how the program was structured, the courses offered and the objectives of each course. In the past, vendors have developed the specific lesson plans upon consultation with Human Resources. The process this time is the same. Once the awards are made, Human Resources will meet with the vendor(s) and provide them with the information and insight they need to develop the respective lesson plans. Assuming all LDA I and II modules have been developed and taught since 2008, who has taught the modules for the past two years? Is there an incumbent currently doing this work and if so, whom? Incumbents are as follows: Bryant Consulting Group, ADI Performance, and National Institute of Leadership and Organizational Development Vendor Request: Request high level lesson plans/syllabus for the following modules - to be taught in-house: a. LDA I - Orientation, High performing organizations I and Mentoring b. LDA II Orientation, High Performing Organizations II and Mentoring

6 This information is not currently available as the City is interested in seeing what vendors offer in their proposal. Seeing our lesson plan for orientation or any other internal course will not add value to this process. The Leadership Practicum is a critical application component of this program. Can you provide examples of projects previous classes selected? This information is not applicable to the RFP and vendors are not involved in the practicum. Will LDA II Modules be taught in the same timeframe as LDA I, i.e., Module 1 (August Dec, 2011), Module 2 (January June, 2012)? Will this be the timeframe for both LDA I and II in subsequent years? Yes. Yes. Can the vendor assume that the City of Newport News would prefer to teach two half day classes in one day, rather than incur the cost of instruction for an additional day? This should not be assumed. There are a variety of reasons the City may schedule half-day classes on consecutive days or days apart rather than in the same day. Do the participants in the LDA typically work a 40 hour work week? Yes, albeit a variety of different work schedules and shifts. We see on page 9 of the RFP that "a course or two from each track will be offered each month." Are we correct in assuming that will translate into each course will be offered 1-2 times during the year? Each course title is offered one time during the year. To say it another way, each course topic is offered once during a program cycle (August-June). Because there are more courses than months in a cycle, there are some months when two different course titles are offered in the same month. Public Financial Management: what is the objective for this session? a. Accounting principles? b. Fiduciary responsibility? c. Budgetary controls? d. Resource mobilization? e. Etc.? Public Financial Management Overview: This course will teach participants how to manage time, money, and resources more effectively. Business acumen and basic mathematical reasoning will be covered. 7 What is the total number of participants expected in LDA I and LDA II? The City expects 25 participants in LDA I and 25 in LDA II. Will you consider repeating a session twice a day (8-12 and 1-5)? Session topics are offered once per cycle, or year. Will it be possible to conduct training session on consecutive days? Depends upon availability of training facility, but when two topics are offered in the same month we may offer them on consecutive days. Will you consider sessions with less than 25 participants? The class sizes may vary slightly up or down from the normal 25, depending upon many variables. The variables may be illnesses of members, work emergencies or other types of emergencies. What is the age range of the participants? We do not track the age range of participants. Age is not a criteria that is considered. What is the education range of the participants? It may range anywhere from no college to Master s Degree. What is the tenure of the participants with the City? The tenure may range from one year to 25 years. Is there a version available in Word? The version of the RFP we downloaded is in Adobe PDF and we can t fill in the forms. Are we supposed to print and manually fill in the pages or is there a Word version available where we can complete the information electronically? A Word version is not available and all pages of the RFP shall be initialed and returned with your proposal. What previous efforts in support of leader development in the city of Newport News have you initiated in the past? Is there any expectation that the vendor will leverage any aspects of those previous efforts? No, the current program is a first for the City of Newport News.

8 (p. 10 of 19 under Notes) The City reserves the right to require certain content to be covered in a course in order to meet organizational objectives. The City will coordinate such content with the provider What percentage of customization do you anticipate will be necessary for each course? If not all courses will require customization, can you indicate what percentage, overall, that will require tailoring? Not a lot of customization, but the city has, for example, its set of Mission, Vision and Values statements. If the vendor were to facilitate a course in values and ethics, we would expect our value statements to be used. Not all courses require such references. We do expect the vendor to offer content applicable to a local government organization and where appropriate, reference information consistent with the leadership philosophy of the organization. A percentage of customization cannot be provided because we do not know from which basis the vendor will start from. Unacceptable course ratings and comments by participants may be cause for The City to terminate a contract for non-compliance Do you have standard evaluation forms or a format (e.g., 5 point Likert Scale with 5 being Exceptional ) you will expect a selected vendor to use? If so, what do you consider an unacceptable course rating? The City uses its own course evaluations and it is not required of the vendor. It is on a 5-point Likert scale, 1 being Low and 5 being high there is no unacceptable rating per se. We look at overall ratings and comments and work with vendors to achieve success. In addition to the evaluation forms, we also conduct feedback sessions with participants to discuss all aspects of the program. See attached Training Evaluation Form on page 10. How much notice do you provide the vendor typically in the class schedule with regard to secured dates and class cancellation/reschedule? We reserve training rooms and schedules courses well in advance and for a module. For example, for the period August-December, we will schedule the courses by the end of May or early June. Is there a requirement that the successful offer(s) provide Newport News Human Resources Department with a copy of all training materials, including manuals, PowerPoint, handouts, reference materials, etc. that is intended for use while conducting the training? Yes. Since all of the training materials (handouts, manuals, PowerPoint presentations, etc.) provided by the successful offerors is likely to contain copyrighted information, or at least content developed by the offeror firm, how will that material be utilized once it becomes a part of the Newport News Human Resources Training Library?

9 It is retained for reference and use within the City of Newport News and the employees thereof. The most common use is to provide to LDA students who for some reason or another, missed the class when offered. Regarding the possible mock training interview to be conducted, must the presented course be one that is listed in the RFP or a course that the offeror has presented in the past? The City will provide the invited vendors with the same title so a comparison can be made. Other criteria will be provided, such as the length of the mock training. There should be adequate time to prepare, but the actual title will be provided at a later date when the interviews are set up. Are there incumbent providers of the training requested here already in place, and are they being considered to continue providing the training as set forth in the RFP? Yes, there are three current vendors providing the training as set forth in the RFP and they are being considered along with other responsive bidders.
