1 CITY OF LYNWOOD REQUEST FOR PROPOSALS LYNWOOD TRANSIT AREA STRATEGIC PLAN DUE: 5:00 p.m. Thursday, February 13, 2014 A. REQUEST FOR PROPOSALS The City of Lynwood (City) applied to the Los Angeles County Metropolitan Transportation Authority (LACMTA or Metro) for a Round 3 Transit Oriented Development (TOD) Planning Grant. The successful application resulted in the City receiving an award of $800,000 to prepare, and adopt the Lynwood Transit Area Strategic Plan, a regulatory document that supports transit oriented development by: 1. Creating a new Strategic Plan and related environmental clearance for the Metro Green Line - Long Beach Station Transit Oriented District including technical analysis, design, and supportive zoning designations; and, 2. Amending the existing Long Beach Boulevard Specific Plan to create a fully integrative, comprehensive Specific Plan that supports the Lynwood Transit Area Strategic Plan. The purpose of the Strategic Plan is to provide policy direction and guidance to develop the Long Beach Transit Oriented District area of Lynwood, to include a mix of residential, commercial, public, and open space uses. The Strategic Plan would provide the general vision and broad policy concepts to guide development for a new residential and mixed-use development, and specify the details on the type, site location, and intensity of uses, define the capacity and design of needed public improvements and infrastructure, and determine the resources necessary to finance and implement the public improvements and infrastructure.. Two important and distinctive features of the Strategic Plan are: 1) policies and implementation measures to ensure connectivity, consistency, and integration of new development within existing land use designations, specifically the City s older, more established residential neighborhoods; and, 2) a conceptual framework for modifying existing infrastructure to integrate the Metro Green Line Long Beach Transit Station Area, the I-105 Freeway on and off-ramps, and Long Beach Boulevard to capture development opportunities, ease transit connections, and develop a more sustainable and pedestrianoriented community. It is intended that the Strategic Plan set development policies, land use regulations, design standards, a capital improvement program, and a financing program, concisely within a single document. The planning process for this Strategic Plan effort must be built on broad public involvement, and on proven methods for finding common ground among diverse groups. Not only is consensus building important for Strategic Plan development, it is also critical to long-term implementation of the Strategic Plan. The process will include public workshops and community meetings. Respondents to this RFP will conduct the public outreach effort and develop a comprehensive, public outreach program. 2 Consultant will be expected to lead all public presentations. Additionally, the selected Consultant will be expected to participate in public hearings on the Strategic Plan and the Environmental Impact Report (EIR) before the Lynwood Planning Commission, Lynwood City Council and other public entities. As noted above, the Strategic Plan Study Area is entirely within the City of Lynwood. Coordination of the Strategic Plan effort with Metro s ongoing transportation development activities in the region and with the regional transportation plan and sustainability policies of both Metro and the Southern California Association of Governments (SCAG) is essential. Prospective Consultants should be familiar with local issues, land use policy, and regulatory requirements. Consultants are directed to review existing plans, policies and documents pertaining to the project area. Links to these materials are provided at City staff (Community Development Department) will direct the Consultant; review and approve work product; and determine what constitutes the satisfactory completion of each significant stage or milestone in the Lynwood Transit Area Strategic Plan and the environmental review process. Thus, the City of Lynwood is seeking proposals from a qualified consultant and or/firm with considerable experience in the areas of land use planning, transportation design, environmental documentation preparation, and the preparation of transit oriented development plans. In conformance with the above project objectives, the completed Strategic Plan will evaluate existing site conditions, identify opportunities and constraints, analyze traffic impacts and provide transportation design concepts, as well as provide policy changes to support transit oriented development, integration of existing transit infrastructure, and encourage the use of public transit and non-motorized transportation.. B. SCOPE OF SERVICES A listing of required tasks to be performed in conjunction with the project is identified below. 3 The LYNWOOD TRANSIT AREA STRATEGIC PLAN RFP and attachments are available at A responsive proposal will address all requirements and listed tasks, and provide for completion within specified time frames. The Lynwood Transit Area Strategic Plan and environmental documentation shall comply with all requirements of the California Environmental Quality Act (CEQA). Consultant services to be provided under the Scope of Work include: 1. Reconnaissance Analysis: Issues, Opportunities/Constraints, and Assumptions At the initial stage of the Strategic Plan preparation, the Consultant will prepare a preliminary survey or assessment of the issues, opportunities and constraints, and assumptions associated with a plan to transform the existing area into a vibrant Transit Oriented District that provides safe and easy access to transit, reduces vehicular use, and provides for a mix of uses and integrated activities. This report should be an objective analysis that identifies the challenges and assumptions in planning for infill residential development within this area of the City of Lynwood. The assumptions employed under this analysis should define realistic land use development scenarios/alternatives for City review and consideration for selection to be carried forward into the Strategic Plan preparation. The analysis should also provide guidance for changes to the City s General Plan that would allow the Strategic Plan to meet statutory requirements for conformance and for environmental clearance. This stage also involves a real estate and development investment analysis that will define the Lynwood Transit Area Strategic Plan objectives and delineate appropriate development standards to facilitate actual development and real property investment. It is the City s intent that this project will attract desired development and investment in the Lynwood Transit Oriented District; creating a sustainable, economically viable, transit-friendly community. Given that traditional redevelopment tools are no longer available, the City requires a realistic development strategy, tools, standards, and policies that will serve as a catalyst for the area s long-term growth and sustainability. 2. Strategic Plan The Strategic Plan preparation is expected to be an iterative process involving drafting and refinement of the document based on public input and comment. The first step in the Strategic Plan preparation is to formulate an initial set of Strategic Plan objectives. The Strategic Plan should, at minimum, include the following elements: a. Land Use Element: The Land Use Element defines the programmatic content of the Strategic Plan and includes those land use diagrams, maps, and/or other figures necessary to illustrate the proposed land use plan; inclusive of the following: 1) Identification of the range of housing units by density and type, streets, parks, open space, and community facilities and/or public and semi-public uses to be located within the plan. 2) Neighborhood commercial uses to serve the needs within the Strategic Plan area and potential opportunities for any desired regional retail uses. 4 3) Identification of the type and location of appropriate non-retail commercial uses, such as office uses or commercial service uses that would be compatible and complementary with a new Transit Oriented District in Lynwood. Identification of any transition zones and changes needed to support new transit oriented development in the Strategic Plan Project Area. 4) Identification of site requirements for likely development, and the land use standards and requirements to encourage development. Specify locations of, and general parameters for, land use, buildings, and facilities and the estimated range for population densities and building intensities. 5) Identification of incompatible land uses and transitional land uses that may be allowed within the Strategic Plan Study Area on an interim basis, to maximize the orderly transition from industrial related activities to uses or activities consistent with the Strategic Plan s objectives. 6) Measures to preserve or create desired natural/open space resources and amenities. 7) Establish pedestrian and bicycle oriented access and connectivity within and throughout the City and regional bikeways. 8) A growth management program to ensure that new population and employment opportunities resulting from the Transit Oriented District will be sustainable and supported through the development of public infrastructure and municipal services. b. Infrastructure Element: The Infrastructure Element defines the physical plan for the proposed development objectives. The infrastructure analysis includes evaluation of existing public services to determine whether any expansion or increase is necessary to support a defined level of new development; identifies opportunities to modify existing infrastructure that improves efficiency and operations; identifies cost factors, implementation schedules; and, identifies policy considerations by the City to improve infrastructure that supports the Transit Oriented District c. Transportation/Circulation Element: The Transportation/Circulation Element identifies necessary transportation improvements to support proposed land uses. The Transportation/Circulation Element will provide a roadway network plan that aligns interior, neighborhood, collector and arterial type roads within the Strategic Plan area; is consistent with sound civil and traffic engineering practices; enables development of the complete streets concept; improves pedestrian and bicycle safety and capacity; and reduces greenhouse gas emissions. This Element also evaluates and identifies opportunities for the City to create and sustain non-motorized travel, including conceptual design and maintenance factors for safe and attractive public spaces that encourage walking, bicycling, and public transit access. Lastly, the roadway network plan should examine regional impacts and linkages to improve multi-jurisdictional access. d. A parking analysis and management plan. Page 4 of 13

A pedestrian and bicycle network plan that links existing and proposed residential uses to parks, schools, community facilities, regional trails, and provides direct physical links to existing residential neighborhoods in Lynwood. Mobility and accessibility for disabled and elderly persons should also be addressed. f. Develop transportation/circulation diagrams and maps. g. Streetscape/Landscape Plan: The streetscape/landscape plan should establish the standards and location for landscaped medians, sidewalks, street furniture, signage, lighting, and safety and security enhancements. This plan must be integrated with the roadway network and pedestrian/bicycle network plans described above. h. Utilities and Public Services/Facilities Plan: The plan should define size and location of utilities and public service facilities, and it should: 1) Analyze existing utility system (e.g. water, sewer, storm control and drainage, gas and electrical power, and telecommunications) for future points of connection and expansion. 2) Identify water, sewer, and storm drainage facilities, capacities, and connections within the Strategic Plan Study Area based upon planned land uses. 3) Delineate amounts of land needed for rights-of-way and easements for public roadways and public infrastructure, including water, sewer, and storm drainage facilities. 4) Provide a cost analysis to construct and maintain components of the public infrastructure within the Strategic Plan Study Area. i. Community Facilities Plan: The Community Facilities Plan should define the size and location of new and existing community facilities within the Strategic Plan Study Area, including parks, open space and public facilities. It should: 1) Identify the location of desired community facilities within the Strategic Plan Study Area based upon planned land uses. 2) Delineate the amounts of land needed for desired community facilities. 3) Provide a cost analysis to construct and maintain community facilities within the Strategic Plan Study Area. j. Implementation, Financing, and Phasing Element: 1) Capital Improvement Program: a) Estimate the cost of capital projects identified in the Infrastructure Element. b) Define measures by which each capital project will be financed. c) Identify the parties responsible for completing capital improvements. 2) Funding and Financing Program (Capital Financing and Maintenance Funding): a) List and describe the capital improvement projects needing financing. 6 b) Cost estimates for maintenance of capital improvement projects. c) Define the measures to implement financing of capital improvement projects and ongoing maintenance of these facilities. 3) Phasing Program: Prepare a plan for phasing that links the land use development with capital improvements in both table and map diagram formats. k. Relationship of Strategic Plan s Environmental Review (CEQA Review) to Subsequent Projects 1) Identify projects that will be exempt from additional CEQA Review based upon the Strategic Plan s Environmental Impact Report (EIR). 2) Identify projects that will require additional environmental review. 3) Identify Strategic Plan cost recovery fees authorized by California Government. Code Section ) Identify Strategic Plan Amendment procedures and, as necessary, a process to incorporate Strategic Plan regulations and standards from the Strategic Plan into the City s General Plan. 5) Define a process to incorporate Strategic Plan regulations and standards from the Strategic Plan into the City s Zoning Ordinance. 6) List and describe Los Angeles County Departments and other local, state and intergovernmental agencies with responsibilities for implementation and enforcement of the Strategic Plan. l. Appendices: Please include: 1) A description and map of the Strategic Plan Study Area boundary. 2) A summary of key Strategic Plan background data and information. 3) A glossary of terms. m. Environmental Impact Report (EIR): The Consultant will prepare a comprehensive program-level Environmental Impact Report (EIR) consistent with the California State and Los Angeles County Guidelines for the California Environmental Quality Act (CEQA). The environmental review must be conducted as an integral part of the Strategic Plan process. Timing for preparation of the Strategic Plan and EIR must be overlapping so that the preparation of both documents will be parallel and iterative and the information collection and analysis can be used for both documents. 1) Development of mitigation measures shall be an iterative process concurrent with the development of the Strategic Plan such that the mitigation measures can be converted, where appropriate, to Strategic Plan goals, policies, and implementation measures. 2) The Consultant shall demonstrate to the City that they, or members of the consultant team, possess expertise in CEQA, and that they have a working Page 6 of 13

7 knowledge of planning regulations and the application of the planning process at the local level. 3) The EIR shall reflect a complete understanding of the City s development entitlement process. 4) The EIR shall be written to allow the City to easily implement the Strategic Plan and to enable the City to subsequently streamline project-level CEQA reviews that are consistent with the Strategic Plan. 5) The consultant will be responsible for preparing an Administrative Draft EIR, a Draft EIR to be circulated for public review and comment, and the Final EIR. 6) The Consultant should be aware that while the Strategic Plan EIR is to be prepared as a program-level CEQA environmental review document, it may be necessary to prepare a project-level CEQA environmental review in order to accommodate and support possible development approvals for City entitlements in conjunction with the adoption of the Strategic Plan,. The proposal should address the consultant s approach to accommodating this contingency. C. INSTRUCTIONS TO PROPOSERS All responses to this RFP must contain the following information: 1. Cover Letter. This submission cover letter and letter of interest should present the proposer s understanding of the project, the key issues and tasks for Strategic Plan preparation, the consultant s ability to address them, and include the name, address, , and phone number of person(s) to contact regarding the proposal. 2. Technical Implementation. Provide a work plan which addresses the following: a. Statement of Approach Describe the proposed approach and specific tasks necessary to accomplish the required work scope. b. Background Demonstrate an u n d er st a n d i n g of the Strategic Plan area, including its setting, attributes, and potential constraints that may affect future outcomes. c. Proposed Scope of Services Provide a description of the services to be performed, including an outline of the major tasks and identification of deliverables. d. Assistance from the City Page 7 of 13

8 Identify any information, data, and/or assistance required from City staff to accomplish the scope of work. 3. Consultant or Firm Qualifications. The preparation of the Strategic Plan will be a collaborative effort between t h e Consultant, t h e City, its residents, stakeholder interests, and other public agencies. Proposers should describe, in detail, previous experience in preparing T ransit Oriented Development Strategic Plans (or an equivalent planning exercise) and achieving results. Prospective consultants are expected to have prior experience in developing Strategic Plans, Master Plans, and/or Transit Oriented Development Plans and Policies. The proposal must include evidence of experience in: a. Creating similar plans and policies formally adopted by the governing body of a local jurisdiction or other entity designated by the State of California to undertake local or regional plans. b. Development, including but not limited to; project agreements, project financing mechanisms (including alternate sources of funding to achieve project implementation), and coordination with private and public entities. c. CEQA Environmental Analysis, inclusive of experience in preparing an Environmental Impact Report (EIR) for a Strategic Plan in accordance with the guidelines of the California Environmental Quality Act (CEQA). d. Proposers should include experience in working with public agencies, including government policymakers. Also, specify qualifications to prepare and present materials at public workshops and hearings. This section of the proposal should include a list of other similar, completed plans, and include the following details for the proposer, proposer s sub-contractors, and each team member: 1. Project name and location, with a description of the size, scope and complexity of the project; 2. Brief description of proposer s responsibilities associated with the project; 3. The name of the project manager assigned to the project; 4. Project timeline; 5. Budget; and 6. Contact name, address, and telephone number for client. 4. Management and Staffing. This section of the proposal should describe how the Strategic Plan and its related environmental documentation will be developed and prepared. In addition, please describe and/or provide the following: Page 8 of 13

9 a. Management and staffing configuration. Include specific tasks to be performed and identify those team members assigned to complete specific tasks. Include an organizational chart for the project team. b. Include resumes of all project personnel. Resumes should identify specific experience relevant to the preparation of Transit Oriented Development Strategic Plans. c. Provide a project task schedule estimating a timeframe for milestone completion, timely coordination of tasks and deliverables. The proposal must identify the Consultant s representative who will have primary responsibility for the proposed scope of work and will be assigned to act as Project Manager. If sub-consultants are to be utilized, include resumes, experience, and a description of the tasks assigned. 5. References. Provide three (3) client references. The client references must include a brief description of the services provided which are similar in scope to the work proposed, dates of activity, the company/firm name, contact person, and contact information for each referenced company/firm. Also, provide at least three (3) references for environmental documents completed by the firm inclusive of dates of activity, the company/firm name, contact person, and contact information for each referenced company/firm. 6. Samples. Provide a sample of a recently adopted Strategic Plan, which is similar in scope to the work being proposed. Additionally, please provide a copy of the final Environmental Impact Report (EIR) prepared on behalf of the adopted Strategic Plan. 7. Cost. This section of the proposal should include cost for proposed services, a schedule of hourly rates, a schedule of anticipated hours of work for each proposed task and sub-task, and any additional costs such as meeting attendance and/or, mileage. Also include a not-to-exceed amount for completing the entire project. Twenty (20) copies of each screen draft Strategic Plan and environmental documentation, draft Strategic Plans and environmental documentation, and final Strategic Plan and environmental documentation should be provided to the City (in addition to noticing and mailing copies) and should be included in the proposer s cost estimate. 8. RFP Acknowledgement Provide a written and signed statement (Attachment 1A) that the terms and conditions of this RFP have been read, understood and will be adhered to. Page 9 of 13

10 D. PROPOSAL SUBMISSION 1. To be considered by the City, Proposers must deliver their completed proposals to the City Clerk in a sealed package by 5:00 p.m. on Thursday, February 13, It is the Proposer s responsibility to ensure their completed proposals are received by 5:00 p.m. Proposals received after 5:00 p.m. will not be considered. 2. All proposals shall include a cover page, transmittal letter, and table of contents. 3. Proposals shall contain all the required information, attachments, and exhibits as set forth in this RFP. Attachments and exhibits shall be clearly identified to allow the City to determine the contents therein. 4. Submitted proposal responses shall remain valid for a minimum of at least ninety (90) days. 5. All submitted bids must include ten (10) hard copies of the Proposer s complete proposal plus one unbounded copy which the City can easily photocopy. Each Proposer must also include a CD which contains the Proposer s complete proposal in original source electronic files (MS Word and MS Excel) and also a complete file combined into a single Adobe pdf file. 6. EVALUATION MATRIX/AWARD The award of a contract, will be made to the most qualified bidder whose proposal complies with all the prescribed requirements, but until an award is made, the City reserves the right to reject any and all proposals, and to waive any technical errors, irregularities, or discrepancies, if to do so are deemed to serve the best interests of the City. In no event will an award by made until all necessary investigations are made as to the responsibility and qualification of the bidder to whom it is proposed to make such award. Proposals will be reviewed and evaluated by City staff, and ranked based on the following considerations: Page 10 of 13

Recommendations will be forwarded to the City Council for final selection and award. F. AGREEMENT The selected proposer will be required to enter into an agreement with the City. The agreement will require that the selected individual/firm comply with all federal, state, county, and City requirements. The agreement for the provision of services under this RFP will commence on or about March 18, 2014, and continue until approximately December 1, 2015, unless terminated by either party for cause as provided in the executed agreement. The agreement with the City will be based on approved hourly rates, with a not to exceed amount for conducting the completion of all required tasks. An agreement with the selected bidder shall be signed and returned to the City within fifteen (15) days after it has been delivered or mailed to them, or their authorized agent. The awardee shall not sublet any portion of their agreement with the City without the express written approval of the City of Lynwood Community Development Director or her designated representative. No proposal shall be considered as being binding upon the City until the agreement is fully executed, and failure of the awardee to properly execute the awarded agreement shall be just and sufficient cause for annulment of the award by the City. G. GENERAL PROVISIONS 1. Examination of Scope of Work The bidder is required to examine carefully the Scope of Work as defined by this RFP and its exhibits. It will be assumed that the proposer has thoroughly investigated the work to be completed and is satisfied as to the conditions to be encountered and as to the quality and quantities of work to be performed. The submission of a proposal shall be considered conclusive evidence that the bidder has made such examination. Page 11 of 13

Proposal Form All proposals must contain and address all items set forth in Section C - Instructions to Proposers. All proposals must contain the prices proposed and must be otherwise properly acknowledged by the proposer. If the proposals are made by a partnership, the name(s) and address (es) of the general and limited partner(s) and the managing partner(s) must be shown. If made by a corporation, the bids must show the name of the state, under which the laws of the corporation were chartered, and the names, titles and address of the president, secretary, treasurer, manager, and agent for service of process. No reimbursement will be made for any expenses associated with responding to this RFP. 3. Rejection of Proposals Containing Alterations, Erasures, or Irregularities Proposals may, at the City's option, be rejected if they contain any alterations, additions, erasures, conditional terms or alternatives, are incomplete, show any irregularities of any kind, or contain any additions or conditional or alternate bids that are not called for or otherwise permitted. The City reserves the right to reject any and all proposals. 4. Disqualification of Proposals More than one proposal for the same work from any individual, firm, firm partnership, corporation or association under the same or different names will not be accepted; and reasonable grounds for believing that any bidder is interested in more than one proposal for the work will be cause for rejecting all proposals in which such bidder is interested. Apparent collusion among bidders will likewise be sufficient cause for rejecting any or all bids, and the participants in such collusion may be barred from future bidding. Proposals in which the prices are obviously unbalanced and those which are incomplete may be rejected. 5. Labor Discrimination No discrimination shall be made in the employment of persons because of race, color or religion of such persons and every bidder in violation of this section is subject to all penalties imposed for violation of Chapter 1 of Part VII, Division 2 of the Labor Code, in accordance with the provisions of Section 1753 thereof. 13 6. Compliance with Applicable Statutes, Ordinances, and Regulations The proposer shall comply with all applicable Federal, State, County, and City statutes, ordinances, and regulations. 7. Insurance The awardee must meet the insurance requirements of the City. 8. Additional Information In the evaluation of proposals, the City reserves the right to request additional information, or seek clarifications from any or all responders. 9. Authorization to Verify References By providing references, the proposer authorizes the City to contact and verify references.
