1 POSITION DESCRIPTION POSITION : ASSET SYSTEMS COORDINATOR CLASSIFICATION : BAND 7 DEPARTMENT : TECHNICAL AND DEVELOPMENT SERVICES BUSINESS UNIT : DAMS OCCUPANT : VACANT DATE : DECEMBER 2006 REVISED : SEPTEMBER 2008 PREPARED BY : MANAGER ENGINEERING AND OPERATIONS APPROVED BY : DIRECTOR TECHNICAL AND DEVELOPMENT SERVICES POSITION OBJECTIVE Provide effective and efficient technical advice and administrative support in infrastructure planning and asset management to achieve industry best practice in the monitoring and control of Council s infrastructure assets. Continually develop and maintain Council s infrastructure asset management system and implement the Asset Management Strategy for the Shire. Provide effective and efficient technical advice for the maintenance and upgrade of Council assets and municipal works and projects. KEY RESPONSIBILITIES ASSET MANAGEMENT Develop, implement and review Asset Management Plans for all infrastructure asset groups within the shire, Including roads, parks, drainage, buildings and plant and equipment. Plans to consider service levels, financial forecasts and continuous improvement plans for asset management. Develop, gain approval and implement innovative effective policies and procedures for the continual ongoing accurate update of the asset register data for maintenance, capital works, control of input and reporting of asset information. Ensure Councils Asset Management System and data base is maintained, auditable and current. Manage, develop, monitor and maintain the Asset Management System including collection of data, computer input, asset condition assessment and 5 year renewal / upgrade programs in conjunction with the Manager Engineering ad Operations and the Manager Infrastructure Programs. 2 Develop, implement, operate and review condition inspection systems for the coordination of asset information with staff responsible for the construction and/or maintenance of assets. Coordinate and undertake asset condition inspections for relevant infrastructure assets and revaluation of assets to meet the requirements of the Asset Valuation cycle and assist the Finance Department to determine valuations to appropriate asset financial reporting requirements Ensure the Asset Management System complies with current financial reporting requirements. Undertake financial modeling utilising the asset management system software to determine the most efficient and economical use and maintenance of Councils infrastructure assets. Coordinate and undertake Council s involvement in the MAV Asset Management Step Program and related programs. Coordinate, undertake and review formal agreements and memorandums of consent with adjoining municipalities and state authorities in relation to road management act responsibilities in accordance with relevant Acts and Regulations. Ensure continued involvement in coordinating and operating Asset Management Steering Group meetings Authority to provide technical input to the development of policy options for the Asset Management Strategy. Liaise with GIS Administrator to ensure the asset management system operates in conjunction with Council s GIS. Advise on planning permit application referrals in relation to asset management policy and asset management plan implementation. Provide training to appropriate staff in the use of the Asset Management System and Asset Management Plan implementation. Assist in the preparation of the Grants Commission return and other surveys where asset data is required. Accountable for accurate, timely gathering and input of asset information to the asset management system capable of audit. Provision of accurate information and reporting on asset condition and financial forecasts to Council for Capital Works planning and preventative asset maintenance. Authority to provide technical input to maintenance and capital works programs for assets maintenance and renewal / upgrade. Ensure that all work practices carried out are in accordance with current requirements, Acts and regulations relevant to the activity taking place. Identify and analyse a range of options relating to management of assets and develop appropriate solutions for consideration by Manager Engineering and Operations. Ensure the satisfactory achievement of the Key Performance Indicators of the Engineering section applicable to Asset Management and Best Value. PROJECT INVESTIGATION AND DOCUMENTATION Prepare reports on projects as required for consideration by the Manager Engineering and Operations. Provide technical input into the preparation of designs, plans and specifications for maintenance, rehabilitation and construction works for civil and municipal projects as required including the annual bitumen road sealing contracts. 3 Research, identify and solve complex technical problems using established procedures, practices and guidelines and application of knowledge and experience. Provide clear, concise and accurate technical advice for the development of Council policies and strategies relating to the Technical and Development Services responsibilities. Preparation of estimates as directed by the Manager Engineering and Operations. Develop and coordinate traffic count program and appropriate reports as required by Manager Engineering and Operations. Assist with special projects in the areas of infrastructure and Contract management as required by the Manager Engineering and Operations as instructed. GENERAL ADMINISTRATION Assist with the achievement of financial and performance targets within the Engineering section. Liaise with Federal, State and Local Government Authorities, public utilities consultants, and other external bodies when required relating to specific projects, development and maintenance issues pertaining to the asset management system. Liaise with Technical and Development Services and community as required for asset management, project investigation, design and documentation. Gain cooperation and assistance and be able to negotiate achieve set objectives with customers, clients and staff. Provide detailed information and advice for enquiries by the public. Plan, manage own time and work at a proficient level, meet deadlines and set priorities and effectively manage resources when directed. Contribute to development of policies, procedures, strategies and guidelines. Draft correspondence as required. ASSISTING MANAGER ENGINEERING AND OPERATIONS Develop and maintain a close liaison with the Manager Engineering and Operations. Initiate and perform contract administration and supervision of nominated civil engineering and other projects in conjunction with the Manager Engineering and Operations as appropriate. Perform general engineering and administrative tasks as directed by the Manger Engineering and Operations within the scope and qualifications of the position. Decisions and actions may have a significant effect on the programs or projects being managed or on the public perception of the wider organisation. The freedom to act is subject to professional and regulatory review. The impact of decisions made or advice given may have a substantial impact on individual clients or classes of clients. In positions where the prime responsibility is in policy formulation, the work may be of an investigative, analytical or creative nature, with the freedom to act generally prescribed by a more senior position. The quality of the work of these positions can have a significant effect on the policies which are developed. Have an input into policy development within their area of expertise and/or management. Judgement and decision making The nature of the work is specialised with methods, procedures and processes generally developed from theory or precedent. The problem solving process comes from the application of these established techniques to new situations and the need to recognise when these established techniques are not appropriate. 5 In positions where the prime responsibility is in policy formulation, the primary challenge will be intellectual and will typically require the identification and analysis of an unspecified range of options before a recommendation can be made. Specialist knowledge and skills Proficiency in the application of a theoretical or scientific discipline in the search for solutions to new problems and opportunities. Where the prime responsibility is in policy formulation, analytical and investigative skills are required to enable the formulation of policy options from within a broad organisation-wide framework. An understanding is required of the long term goals of the wider organisation and of its values and aspirations and of the legal and political context in which it operates. Knowledge of and familiarity with the principles and practices of budgeting and relevant accounting and financial procedures may be required. Management skills Skills in managing time, setting priorities and planning and organising one s own work and where appropriate that of other employees so as to achieve specific and set objectives in the most efficient way possible within the resources available and within a set timetable despite conflicting pressures. In this Band, the position requires an understanding and an ability to implement personnel policies and practices including awards, equal opportunity and occupational health and safety policies, recruitment and selection procedures and techniques, position descriptions and employees development schemes. They would be also expected to contribute to the development and implementation of long term staffing strategies. Inter-personal skills Gain co-operation and assistance from clients, members of the public and other employees in the administration of broadly defined activities and to motivate and develop employees. Liaise with counterparts in other organisations to discuss and resolve specialist problems and with other employees within their own organisation to resolve intra-organisational problems. QUALIFICATIONS AND EXPERIENCE Degree/Diploma in Civil Engineering or related discipline. Must have had extensive and diverse experience in the broad field of Asset Systems Management preferably in Local Government. Demonstrated ability with computer applications particularly MS Access database management applications, asset management, MS Office, spreadsheets and work processing. 6 Demonstrated experience in project investigation and design associated with Civil engineering projects. Knowledge and understanding of Contract supervision and project management. Possession of a current Victorian Driver s Licence. Knowledge and understanding of Infrastructure Management principles Asset Management pavement management and geographical information systems, financial management of assets and risk management. Knowledge and understanding of the organisations structure, its assets, budget and financial procedures, long term goals, policies and legal and political context. Knowledge and understanding of Engineering design principles. Excellent written and verbal communication skills and demonstrated ability to prepare concise and accurate reports. Ability to develop and train others. KEY SELECTION CRITERIA Degree/Diploma in Civil Engineering or related discipline. Demonstrated extensive and diverse experience in the broad field of Asset Management preferably in Local Government. Demonstrated ability with computer applications particularly MS Access database applications design and usage, asset management, MS Office, spreadsheets and work processing. Sound understanding of relational database structure and philosophy Demonstrated experience in project investigation and design associated with Civil engineering projects. Demonstrated developed written and oral skills Sound understanding of Contracts supervision and project management. Possession of a current Victorian Driver s Licence. RISK MANAGEMENT AND OCCUPATIONAL HEALTH & SAFETY Perform duties in accordance with the Occupational Health and Safety Act, 2004, Regulations, Codes of Practice and Council policies and procedures. Refer and abide by council policies and procedures for risk management. Monitor occupational health and safety / risk management within area of responsibility. 7 Immediately report any accidents, / risks and hazards to relevant supervisor and take appropriate action. Participate in workplace inspections, audits and risk assessments.
