1 Emergency Project Officer (General) Job Description Job Purpose The purpose of the Emergency Project Officer (EPO) is to provide humanitarian assistance, support and advice to CAFOD and Trocaire in Partnership (CTP) Project staff and partners across South Sudan to ensure delivery of quality and effective humanitarian Projects. This involves: Contributing to the planning, coordination and delivery of emergency response and recovery activities, Regular travel to support field level emergency response and recovery activities with different partners, working with and alongside CTP partners and Projects staff to provide support, expertise and building long-term capacity, Potential extended secondment to partners based on needs. Job Scope Member of the South Sudan Emergency Response Team (ERT), South Sudan country team and regional emergencies team. Works and coordinates closely with Project Officer Accompaniers and other counterpart staff from CTP Partners. Accountability The post holder will report to the Emergency Programme Officer General (South Sudan) on day to day project and programme related tasks. Overall management responsibility sits with the Emergency Programme Manager. Key responsibilities Emergency response and preparedness mmonitor and track field level humanitarian developments, documenting key findings, needs, responses and recommendations for sharing with management through reports, sitreps and briefings. Work with Country Programme staff and partners to support implementation of existing humanitarian Projects and development of new ones. provide technical support to partner organisations to ensure delivery of high quality assistance in relief, recovery and rehabilitation phases of humanitarian response and preparedness, as well as in community disaster risk reduction. provide field level operational support, including needs assessment, monitoring and evaluation, accompaniments to partner organisations responding to humanitarian crises, if necessary at very short notice and for extended periods. provide response and standing capacity to respond to new and ongoing humanitarian work across CTP operational sites in Upper Nile States and any other part within the Republic of South Sudan as per need.

2 Project Quality, Systems and Standards Support the development, monitoring and reporting of humanitarian project budgets in accordance with CTP financial systems and procedures to enable timely management decision and action. In liaison with CTP WASH and Protection Experts, support the implementation and maintenance of organisational systems and procedures for ensuring good practice and meeting sectoral standards on accountability, Project quality and protection concerns, including the Red Cross Code of Conduct, SPHERE standards, HAP-I and Child Protection. Promote the adoption, implementation and monitoring of compliance with SPHERE and HAP-I and other standards on accountability to beneficiaries among CTP Partners. Take significant responsibility in the implementation of Community Managed Disaster Risk Reduction (CMDRR) working in close collaboration with the Livelihoods team in South Sudan, CTP partners and other CI agencies involved in CMDRR activities, including carrying out assessment for risk mapping and hazard analysis Representation and Communication Represent CTP in Field level Cluster forums and other interagency events as delegated for the purposes of coordination of response and sectoral policy development. Provide support within a Caritas Internationals/confederation humanitarian response. Build and strengthen field level relationships with sister agencies and agencies of strategic importance to enhance CTP visibility and contribute to successful in-country fundraising initiatives. Ensure regular collection of field information from partners and communities to improve coordination, prioritization of humanitarian needs and support media advocacy work for CTP in the country and document these in form of case studies and community stories of change. Travel and work (as part of the above functions) Be able to travel to undertake fieldwork for up to 60% of your time or more and undertake the above tasks in various project locations sometimes in insecure environments and at short notice. This list of duties and responsibilities is by no means exhaustive and the post holder may be required to undertake other relevant and appropriate duties as required. This job description is subject to regular review and appropriate modification. Proven ability to deliver operational emergency Projects within a variety of contexts - solid experience in emergency project management or work, planning and implementation. Sound understanding of humanitarian standards e.g. Humanitarian Charter, SPHERE, the Red Cross and Red Crescent Code of Conduct Experience of using Project cycle management tools effectively to deliver work within the context of an agreed Project framework Previous experience in at least one of the relevant sectoral areas: livelihoods, food security, food distribution or cash transfers Ability to carry out vulnerability analysis to assist communities to identify their coping mechanisms to enable practical response to local disasters. Budget monitoring skills Fluent in written and spoken English and fluent spoken Juba Arabic Ability to work and travel in insecure environments and to manage one s own personal security and the security of our partners Computer literacy i.e. familiar with MS word, excel, and knowledge of information and data base management Desirable Good understanding of local context for example knowledge of community seasonal calendars and early warning indicators

4 Terms and Conditions Contract 6 months contract, probation period of 3 months Salary Grade: 6a. Full Salary Range: SSP 2,432,585 up to SSP 2,979,917 per annum Hours 35 hours per week. Normal CAFOD office hours in South Sudan are 9.00 to 5.00 with one hour for lunch. Holidays 34 days including official holidays and CTP days at Christmas/Easter. Notice period 1 months either way after completion of the probationary period.
