JOB IDENTIFICATION Job Title: Maintenance Team Leader Job Family: Support Services - Hospice Location: Rachel House Responsible to: Hospice Support Services Manager Salary: CHAS Band 5 2. JOB PURPOSE Working within the culture, ethos and values of CHAS, provides a comprehensive buildings, grounds and equipment maintenance service. Ensures that statutory compliance requirements are met, advises of any change or amendment, supervises a small team of qualified maintenance gardening staff and volunteers. 3. JOB ACTIVITIES Maintenance and General Duties Undertakes and oversees all minor works projects, including, but not exclusively, all plumbing, electrical, joinery, painting and decorating work. Maintains in conjunction with relevant contractors all of the non- clinical equipment that is within the Hospice to maximise dependability and efficiency, these would include; Air handling units for air quality and temperature, Extract fans, for air quality, calorifiers for hot water storage, Boilers for heating and hot water, Rainbow room chillers, gas supply and frequency invertors for heat and cooking, smoke dampers for fire safety, kitchen and laundry extract fans for gas safety. Undertakes regular condition surveys of the buildings, plant and equipment where results are evaluated and where necessary effects repair, either in hospice or through contractor network. Ensures that all hospice equipment is maintained fit for purpose. Organises and supervises contractors as required ensuring that all Health And Safety requirements have been fulfilled Maintains hydrotherapy pool/jacuzzi, through constant water sampling and monitoring where complex results are analysed and adjustments are made. This activity requires full knowledge of the statutory requirements for the Management of Hydrotherapy pools and Spa s and Legionella requirements. Ensures that planned maintenance schedules are in place and that contracts do not elapse. Ensure that and remedial works from planned maintenance visits are actioned and documented in relevant files. Maintains systems for the recording of all maintenance work undertaken. Liaises with the contractor network prior to making call out arrangements, these discussions are often complex and require sound judgement skills to ensure the exchanges are accurate. In-line with the Institution of Electrical Engineers codes of practice, manages systems for the recording of portable appliance testing both within the Hospice and other CHAS sites, ensuring their safe and continued use through compliance. As a member of the Health and Safety committee is responsible for compliance with health and safety legislation, ensuring the safety of the children and young people, their families, the volunteers and visitors to the Hospice, at all times. Responsible for conducting weekly fire alarm, emergency lighting and fire damper tests, recording any findings effecting repair thus ensuring the safety of all who use or work within the hospice. Carries out risk assessments and reviews at agreed intervals or as required, ensuring the safety of all who use and work in the Hospice. 2

3 Ensure that COSHH register is maintained and reviewed for the team and that staff and volunteers have been suitably trained on the safe use of the chemicals Ensure that appropriate PPE is in place for all staff and volunteers and that it is being used as required. Staff and Volunteer Management Line management of all staff resources within the team. This includes planning and organising staffing levels to meet with demands and any planned events. Compiles the roster for the shift, delegating staff according to the requirements of the task and their individual abilities, ensuring that the high level of standards, are maintained. Responsible for carrying out performance reviews and regular one-to-one meetings with each individual member of the maintenance and gardening team and report any concerns to the Hospice Support Services Manager. Ensure that staff are being monitored and managed in accordance with Promoting Attendance at Work policy. Motivate, coach and train staff within the team to perform to the highest standards. Set performance standards and monitor performance against these standards. Responsible for authorising annual leave and ensuring that the needs of CHAS are still being met. Identify and take a lead role in the recruitment and induction of new staff and volunteers in accordance with CHAS s recruitment policy and procedures. Undertake, as required any investigations into complaints about the service or staff within the maintenance and gardening team. For all new staff and volunteers, provides induction, orientation and training on all aspects of the maintenance and gardening function ensuring they are safe and confident in the use of equipment and products Prepare and deliver training as part of the Statutory/Mandatory programme within CHAS. Financial Management Responsible for the maintaining supplies through the regular checking and ordering of stock, ensuring the maintenance and gardening team are able to respond to repairs in a timely basis Responsible for negotiating and selecting suppliers for the procurement of all supplies and maintenance and gardening equipment taking into account cost, quality, delivery time, reliability and health and safety requirements. Provides the Hospice Support Services Manager with statistical analysis on service provision, ensuring that the maintenance and gardening service provided is cost-effective and meets organisational objectives. Authorised signatory for invoices and staff expenses up to the value of 750. Responsible for ordering of stock and reconciling received goods with invoices. Querying any discrepancies and resolving any issues of quality, price or service direct with suppliers. 3

4 Manages the budget for the maintenance and gardening team and provides regular financial information to the Hospice Support Services Manager to enable preparation and management of overall hospice budget. 6. DIMENSIONS Supervises the work of a small team of qualified maintenance and gardening personnel and volunteers. Provides information and technical support to the Team, Contractor network and Management to ensure full compliance with safety standards and statutory requirements. Analyses on a daily basis the data and information from the BMS and effect and monitor adjustments. Frequently required to plan complex activities where disruption to the hospice is kept to a minimum, design cost and implement all minor works, as required,. In performing this role, frequently have contact with the Hospice Services Support Manager, the Maintenance Assistant, gardeners, volunteers, other hospice staff, head office management, children, young people and families, external suppliers, contractors and utility companies. 7. KNOWLEDGE, SKILLS AND EXPERIENCE Knowledge of procedures for the installation of plant and equipment qualified to HNC/SVQ level 3 or City and Guilds level 3 Considerable experience in the provision of multi-skilled building maintenance, with a specific requirement to provide mechanical, electrical, plumbing, carpentry, painting and decorating support. HNC/SVQ level 3 Mechanical or Electrical discipline, substantial experience or equivalent experience Demonstrable working knowledge of Health and Safety legislation. Basic level of IT competence Operation of a computerised Building Management System. Demonstrable experience of working in a customer-focussed environment. Full current driving licence. NEBOSH General Certificate in Occupational Safety and Health is desirable. ISRM pool plant maintenance certificate is desirable. City and Guilds Level 3 certificate of competence for the inspection and testing of electrical equipment is desirable. City and Guilds Level 3 certificate of competent management of electrical equipment maintenance is desirable. 8. DECISIONS AND COMMUNICATIONS 4

5 Within the agreed management structure of CHAS, works within clearly defined procedures, where judgement and initiative are required to prioritise work, decide on best practice and make recommendations to the Hospice Support Services Manager. On a daily basis, is required to communicate information regarding building works to the Hospice Services Support Manager, the Maintenance Assistant, gardeners, volunteers, external suppliers and contractors. On a regular basis, is required to provide staff induction training and support to all new staff and volunteers. Provides Health and Safety refresher training for new starts using current Health and Safety PowerPoint presentation. On a regular basis, is required to provide initial and on-going Health and Safety training to all staff and volunteers, ensuring legislative and organisational requirements are met. 9. SPECIAL CONDITIONS Equipment On a daily basis, is required to maintain all hospice plant, equipment and physical assets. To carry out the repair element of the job the use of the following is required; Power tools including drills, grinder, reciprocating saw, jigsaw, circular saw, scroll saw, table saw, pedestal saw, welding plant. Test equipment including PAT, digital mains clamp tester, microwave leakage detector, seaward calibration equipment, BMS On a daily basis is required to use the following IT systems and packages, Microsoft Office or similar packages, learnpro and other CHAS IT systems. Utilises the BMS to collect data and information which is then analysed to offer best route for adjustment. Working Conditions Frequent exposure to unpleasant working conditions through working outside in inclement weather. Occasional exposure to highly unpleasant working conditions having to deal with noxious fumes. Available for on call out of hours if emergency cover required. Physical Effort In maintaining the buildings, grounds and equipment of Robin or Rachel House, there is a requirement to lift and use technical and non-technical equipment on a daily basis, requiring a moderate physical effort to be exerted for several extended periods of the day. Mental Effort Frequent requirement for high levels of concentration for fault finding, inspections and interruptions to deal with emergencies. Concentration whilst working with contained chemicals and technical and non-technical equipment, adhering to health and safety legislation. 5

6 Emotional Effort In the performance of buildings, grounds and equipment maintenance, is frequently, indirectly exposed to distressing or emotional circumstances, through meeting the families of the child or young person with a life-threatening or life-limiting condition. 6
