1 POSITION DESCRIPTION TITLE: Comptroller CATEGORY: Administrative FLSA STATUS: Exempt GRADE: E JOB SUMMARY: Direct and administer all college accounting services, local, private and state/federal financial reporting compliance and audit services. Maintain the college s cash management duties and investment program and development of internal controls and procedures. ESSENTIAL FUNCTIONS: 1. Provide on-going leadership and district-wide administration of staff assigned to Financial Operations, Bursar Services, and General Accounting; evaluate, establish, and implement department operational and human resource goals and objectives to ensure effective day-to-day departmental functioning, staffing, and management. 2. Prepare and assist with presentations, ad-hoc reports, and problem resolution related to financial issues; review and prepare College policies and procedures to maintain an adequate internal control environment to safeguard the institution s financial assets. 3. Provide a comprehensive system of administration and internal controls related to investments, banking, and cash; responsible for setting controls on banking software, Federal Reserve rules, maintain collateral requirements, follow NACHA rules, and PCI compliance; provide strategies for investments, perform wire transfers, bond payments and maintain compliance with Public Funds Investments Act and college investments procedure. 4. Coordinate the fiscal year-end closing of the College's books in conformity with GAAP, GASB, Texas Higher Education Coordinating Board Reporting Requirements, and NACUBO reporting standards; serve as the primary contact person related to the annual external audit; serve as a financial resource during regular internal audit work for college as well as for the various annual State/Federal agency reviews and audits. 5. Develop, administer, and monitor budgets for the Comptroller's Office, Accounting Services, and the District's numerous overhead accounts; responsible for budget development which requires significant insight, experience and awareness of changes affecting a large scope of areas. 6. Analyze reports from the College's financial reporting system to prepare and review monthly financial statements and executive level reports; develop and administer the various systems of financial reporting to ensure adequate recording and supporting of college transactions. Perform other duties as assigned. 5% REPORTING RELATIONSHIP: Associate Vice President, Budget and Financial Services SUPERVISORY RESPONSIBILITIES: Direct management responsibility of personnel assigned to the Office of the Comptroller, General Accounting, Bursar Services, and Financial Operations. BUDGET RESPONSIBILITIES: Departmental and district overhead budgets. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor s Degree in Accounting or Business Administration. EPERIENCE: Nine (9) years direct experience. CERTIFICATIONS/LICENSURES: Certified Public Accountant, Texas. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Comprehensive knowledge of financial analysis techniques methods for assessing the operational effectiveness and financial condition of organizations; Knowledge of GAAP and fund accounting; Experience developing and executing budgets; Experience and ability to apply knowledge of federal, state and College policies and procedure regulations; Ability to plan, organize, lead, and manage personnel and operations of a large department; Ability to communicate and interact with individuals at all levels of the institution; Effective time management to include prioritizing and planning work activities; Ability to understand, analyze and interpret policies and procedures; Ability to understand and analyze quantitative information; Ability to communicate orally and in writing in an accurate and effective manner; Ability to actively participate and work cooperatively as a team member in setting goals, making decisions, managing projects, and establish direction for the department and organization, as a whole; Ability to evaluate long- and short-term goals; Ability to work in a diverse environment and be sensitive to issues of diversity and inclusion. 2. Equipment Used: Personal Computer and other equipment associated with a general office environment (copier, phone, fax, etc.) 3. Software Used: A variety of accounting, word-processing, spreadsheet, database, , and presentation software. Demonstrated proficiency of automated financial systems and administrative software application.
