No MOTION: SECOND: RE: REQUEST ADOPTION OF THE VISION 2020 PLAN AND CREATION OF POSITIONS FOR DIRECTOR OF PROGRAM ADMINISTRATION AND COMMUNICATIONS SPECIALIST TO FACILITATE IMPLEMENTATION OF THE VISION 2020 PLAN ACTION: WHEREAS, the Potomac and Rappahannock Transportation Commission Executive Director ( Executive Director ) presented a Vision 2020: Post 100-Day Plan ( Plan ) to members of the Potomac and Rappahannock Transportation Commission ( PRTC or the Commission ) on September 7, 2017 and subsequently discussed the Plan with individual Commission members; and WHEREAS, the Commission has reviewed the Plan and would like to provide direction to its Executive Director with regards to the Plan; and WHEREAS, the Commission would like to permit the Executive Director to create and fill two new positions within the office of the Executive Director to help implement the Plan, specifically, a Director of Program Administration and a Communications Specialist; and WHEREAS, the Executive Director shall follow personnel policy and legal guidance in the process of filling such positions and shall ensure that the additional positions shall remain budget neutral; and NOW, THEREFORE, BE IT RESOLVED that the Potomac and Rappahannock Transportation Commission does hereby approve the Plan and hereby authorizes the Executive Director to create and fill positions for a Director of Program Administration (BB) and a Communications Specialist (M) to help initiate key steps as outlined in the Plan; and BE IT FURTHER RESOLVED that the Executive Director is directed to proceed within guidelines of policy, procedure, bylaws, and budget, and shall return to the Commission with a full staff report and rebranding detail at a future meeting.

REGARDING PRTC STRATEGIC PLAN RECOMMENDATIONS THE ABOVE-ENTITLED PUBLIC HEARING WAS PRESENTED BY CHUCK STEIGERWALD, DIRECTOR OF STRATEGIC PLANNING FOR THE POTOMAC AND RAPPAHANNOCK TRANSPORTATION COMMISSION, POTOMAC MILLS ROAD, WOODBRIDGE, VIRGINIA 22192, BEGINNING AT 7:00 P.M. 7 P R O C E E D I N G S GOOD EVENING, I AM CHUCK STEIGERWALD, DIRECTOR OF STRATEGIC PLANNING FOR THE POTOMAC AND RAPPAHANNOCK TRANSPORTATION COMMISSION (PRTC). I AM HERE TO CONDUCT THE PUBLIC HEARING ON THE PRTC STRATEGIC PLAN RECOMMENDATIONS. MR. STEIGERWALD WELCOMED EVERYONE AND INTRODUCED PAMELA SEBESKY, CHRISTINE RODRIGO, AND HIMSELF. THE PUBLIC HEARING IS BEING TAPED, SO THE PRTC BOARD OF DIRECTORS HAS FULL KNOWLEDGE OF COMMENTS THAT ARE RECEIVED NOT JUST AT THE PUBLIC HEARING, BUT ALSO VIA PRTC S WEBSITE, , AND WRITTEN COMMUNICATIONS OVER THE PAST MONTH. THE TRANSCRIPTION AND ALL OF THE PUBLIC COMMENTS WILL BE BROUGHT TO THE PRTC BOARD IN CONJUNCTION WITH MANAGEMENT S RECOMMENDATION SO THE BOARD IS FULLY INFORMED BEFORE ANY ACTION IS TAKEN. INTERESTED PARTIES WILL BE GIVEN AN OPPORTUNITY TO COMMENT ON THE CONTENTS OF THE PRESENTATION. IN ACCORDANCE WITH PRTC S BYLAWS, THE PUBLIC HEARING WAS DULY ADVERTISED ONCE A WEEK FOR TWO SUCCESSIVE WEEKS IN THE INSIDENOVA PRINCE WILLIAM COUNTY AND THE FREE-LANCE STAR NEWSPAPERS AND THE HEARING NOTICE WAS POSTED ON THE PRTC WEBSITE. AT THIS TIME, MR. STEIGERWALD GAVE THE PRTC STRATEGIC PLAN RECOMMENDAITONS PRESENTATION (ATTACHED) EXPLAINING THAT THE PURPOSE AND INTENT OF PRTC S STRATEGIC PLAN WAS TO POSITION THE ORGANIZATION TO ADJUST TO RECENT CHANGES IN THE TRANSPORTATION INDUSTRY AND PREPARE FOR THE CHANGES THAT WILL OCCUR OVER THE NEXT DECADE. 3

STEIGERWALD PRESENTED A GRAPHIC COMPARING PRTC S FISCAL YEAR 2012 BUS SYSTEM RIDERSHIP WITH 2017 BUS SYSTEM RIDERSHIP NOTING THAT RIDERSHIP DECREASED BY APPROXIMATELY ONE MILLION PASSENGER TRIPS BETWEEN 2012 AND MR. STEIGERWALD EXPLAINED THAT THIS DECREASE REPRESENTED THE CHANGE IN THE ENVIRONMENT OVER THAT TIME PERIOD AND THAT PRTC S STRATEGIC PLAN IS NECESSARY TO REFOCUS THE AGENCY IN ORDER TO ADAPT TO THOSE AND COMING CHANGES. MR. STEIGERWALD EXPLAINED THE THREE PHASE STRATEGIC PLAN PROCESS AND THE DIFFERENCES BETWEEN EACH OF THE PHASES. MR. STEIGERWALD REVIEWED THE STRATEGIC PLAN LIFECYCLE AND THE CONCEPT OF THE PLAN AS A LIVING DOCUMENT THAT PROVIDES THE FOCUS FOR ALL AGENCY S ACTIONS OVER THE NEXT DECADE AND THAT THE PLAN IS EVALUATED AND REVISED OVER TIME. MR. BEVERAGE NOTED THE NEED TO INTEGRATE HUMAN SERVICES MOBILITY. MR. STEIGERWALD EXPLAINED THAT SERVICES WOULD BE CONSIDERED DURING PHASE III AND THAT THE FIRST TWO PHASES DID NOT IDENTIFY SPECIFIC SERVICE TYPES, BUT CONSIDERED THE AGENCY AS A WHOLE. MR. STEIGERWALD EXPLAINED THE PURPOSE OF THE STRATEGIC PLAN RECOMMENDATIONS -- THEY ARE DESIGNED AS HIGH-LEVEL GUIDANCE FOR THE AGENCY THAT PROVIDE FOCUS FOR ALL AGENCY ACTIVITIES AND ARE NOT DETAILED SERVICE PLANS. THOSE PLANS WILL BE DEVELOPED IN THE NEXT PHASE OF THE PLANNING PROCESS. MR. STEIGERWALD REVIEWED THE INFORMATIONAL AND HUMAN INPUTS TO PLAN DEVELOPMENT, NOTING THE MAJOR SOURCES OF INFORMATION AND THE PREVIOUS OUTREACH EFFORTS. MR. BEVERAGE EXPRESSED DISAPPOINTMENT AT WHAT HE FELT HAS A LACK OF ENGAGEMENT LEADING UP TO THE PUBLIC HEARINGS AND HOPED THAT THE NEXT PHASE OF THE PLAN WOULD OFFER MORE OPPORTUNITY FOR INPUT. MR. STEIGERWALD EXPLAINED THAT PHASE III WILL FEATURE MORE ROBUST INPUT, BECAUSE IT WILL RECOMMEND ACTUAL CHANGES TO PRTC S SERVICES WHICH WILL BOTH DRAW AND NECESSITATE MORE COMMUNITY INTEREST. 4

STEIGERWALD REVIEWED THE STRUCTURE OF THE STRATEGIC RECOMMENDATIONS NOTING THE FOUR FOCUS AREAS (ORGANIZATIONAL, TRANSIT, TDM, AND FUTURE INNOVATION), THE 19 SPECIFIC RECOMMENDATIONS, AND THAT EACH RECOMMENDATION WAS ASSIGNED ASSOCIATED SPECIFIC ACTIONS TO IMPLEMENT THE RECOMMENDATIONS. HE ALSO EXPLAINED THE KEY THEMES FOR EACH FOCUS AREA. MR. STEIGERWALD BEGAN A REVIEW OF EACH RECOMMENDATION FOLLOWING THE STRUCTURE OF THE FOUR FOCUS AREAS. ORGANIZATIONAL RECOMMENDATION #1 -- EXPAND PRTC S ROLE TO BECOME THE GO-TO- ADVISOR AND PARTNER FOR MULTIMODAL TRANSPORTATION. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD ALIGN PRTC WITH JURISDICTIONAL PLANS TO FOCUS ON MULTIMODAL TRANSPORTATION AND AREAS OF CONCENTRATED DEVELOPMENT, BETTER ENSURE PRTC S SUPPORT FOR JURISDICTIONAL AND REGIONAL GOALS AND IMPROVE THE EFFECTIVENESS OF PRTC SERVICES. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION, BUT DID REMIND PRTC OF THE RESULTS OF THE RSM AUDIT. MR. STEIGERWALD STATED THAT THIS WAS IDENTIFIED AS AN ACTION ITEM IN THE RECOMMENDATIONS. ORGANIZATIONAL RECOMMENDATION #2 -- EXPLORE COST-SAVINGS OPPORTUNITIES TO BUSINESS PRACTICES AND CONTRACTUAL AGREEMENTS. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP ENSURE THE AGENCIES FINANCIAL STABILITY. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION. ORGANIZATIONAL RECOMMENDATION #3 -- BUILD STRATEGIC RELATIONSHIPS WITH THE BUSINESS COMMUNITY TO GAIN SUPPORT FOR GOALS AND OBJECTIVES. MR. STEIGERWALD 5

10 EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO BUILD GREATER COMMUNITY SUPPORT FOR PRTC SERVICES AND ALLOWS PRTC TO BETTER MEET THE NEEDS OF THE PRIVATE SECTOR. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION, BUT DID SUGGEST INCLUDING HEALTH OUTCOMES AS AN INDICATOR. ORGANIZATIONAL RECOMMENDATION #4 -- SEEK OUT OPPORTUNITIES TO LEVERAGE NEW FUNDING SOURCES INDEPENDENTLY AND THROUGH PARTNERSHIPS WITH REGIONAL PUBLIC AND PRIVATE ENTITIES. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO IMPROVE THE AGENCY S FINANCIAL POSITION BY LEVERAGING EXTERNAL FUNDING SOURCES, IMPROVE THE POSITION OF PROJECTS IN COMPETITIVE FUNDING ARRANGEMENTS, AND CREATE GREATER COMMUNITY ENGAGEMENT IN PRTC SERVICES. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION. TRANSIT RECOMMENDATION #1 -- IMPLEMENT SERVICE IMPROVEMENTS TO A LEVEL OF QUALITY THAT WILL ATTRACT CHOICE RIDERS. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO IMPROVE THE EFFECTIVENESS OF TRANSIT SERVICES AND THEIR UTILITY TO COMMUNITY AS WELL AS ALLOW FOR A REEXAMINATION OF CURRENT SERVICE MODELS FOR APPROPRIATENESS IN THE LIGHT OF RECENT CHANGES TO THE TRANSPORTATION ENVIRONMENT. MR. BEVERAGE EXPRESSED A MAJOR CONCERN WITH THE PHRASE CHOICE RIDERS, STATING THAT THIS IMPLIES THAT SERVICE IMPROVEMENTS WOULD FOCUS SOLELY TO THE ADVANTAGE OF A CERTAIN CLASS OF RIDERS OR RIDERS OF ONLY THE COMMUTER SERVICES, WHICH IN A CONSTRAINED FINANCIAL ENVIRONMENT WOULD RELEGATE OTHERS TO A SECOND CLASS STATUS. MR. STEIGERWALD RESPONDED THAT THIS WAS NOT THE INTENTION OF THE RECOMMENDATION AND EXPLAINED THAT FOCUSING ON IMPROVEMENTS THAT WOULD ENCOURAGE ADDITIONAL RIDERSHIP WOULD BENEFIT ALL CURRENT USERS AS 6

11 WELL AS POTENTIAL NEW USERS. MR. STEIGERWALD ADVISED THAT THE RECOMMENDATION WOULD BE REVISED TO CLARIFY THAT THE IMPROVEMENTS WOULD NOT BE RESTRICTED TO ONE CLASS OF RIDER OR ANY PARTICULAR SERVICE, BUT WOULD APPLY TO ALL USERS AND ALL SERVICES. TRANSIT RECOMMENDATION #2 -- INCREASE AND MAINTAIN SERVICES IN HIGH-CAPACITY TRANSIT CORRIDORS BY PROACTIVELY SEEKING AND LEVERAGING CAPITAL AND OPERATING FUNDING. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO SUPPORT LOCAL AND REGIONAL EFFORTS TO IMPROVE MOBILITY AND ENSURE THE COST- EFFECTIVENESS OF PRTC SERVICES. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION. TRANSIT RECOMMENDATION #3 -- UTILIZE DATA COLLECTION TECHNOLOGY TO BUILD A BUSINESS CASE FOR PUBLIC-PRIVATE PARTNERSHIPS. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO BUILD PRIVATE SECTOR SUPPORT FOR PRTC SERVICES. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION, BUT DID RECOMMEND INTEGRATING DATA ON PARATRANSIT AND HUMAN SERVICES TRANSPORTATION. TRANSIT RECOMMENDATION #4 -- DEVELOP AND APPLY STANDARDS AND PERFORMANCE MEASURES TO ANALYZE EFFICIENCIES AND IDENTIFY OPPORTUNITIES FOR GROWTH THROUGH A DETAILED TRANSIT DEVELOPMENT PLAN. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO IMPROVE THE EFFECTIVENESS OF PRTC SERVICES, BUILDS PROCESSES FOR EFFECTIVE PLANNING, AND GUIDES FUTURE SERVICE DEVELOPMENT IN A RATIONAL WAY. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION, BUT DID SUGGEST INCLUDING HUMAN SERVICE TRANSPORTATION STANDARDS. 7

12 TRANSIT RECOMMENDATION #5 -- IMPLEMENT POLICIES REQUIRING ACTIVITY CENTERS AND TRANSIT-SUPPORTIVE LAND USES TO BE CONNECTED BY PRTC SERVICES AND DEVELOP PLANNING PROCEDURES THAT FOLLOW AND SUPPORT THESE POLICIES. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO IMPROVE THE EFFECTIVENESS OF PRTC SERVICES, BETTER ALIGNS THE AGENCY WITH JURISDICTIONAL GOALS, AND THAT ESTABLISHING PROCESSES WILL BETTER ENSURE THE CONTINUATION AND EFFECTIVENESS OF THIS STRATEGY. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS REGARDING THIS RECOMMENDATION, BUT DID ASK HOW THE STUDY IS USED TO DEFINE AN ACTIVITY CENTER. MR. STEIGERWALD EXPLAINED THAT THE STUDY WOULD USE A MORE STANDARD DEFINITION AND NOT NECESSARILY USE THOSE ACTIVITY CENTERS PREVIOUSLY IDENTIFIED BY MWCOG. TDM RECOMMENDATION #1 -- REDUCE DRIVE ALONE MARKET BY INVESTING IN ADDITIONAL STAFF RESOURCES TO PROMOTE TDM STRATEGIES INSIDE AND OUTSIDE OF THE PRTC SERVICE AREA. MR. STEIGERWALD EXPLAINED THAT THE OMNIMATCH PROGRAM HAS LONG BEEN AMONG THE MOST EFFECTIVE TDM PROGRAMS IN THE COMMONWEALTH AND THAT THIS RECOMMENDATION WOULD HELP TO ENHANCE THE REACH AND IMPACT OF AN EFFECTIVE PROGRAM. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION. TDM RECOMMENDATION #2 -- STRENGTHEN RELATIONSHIPS WITH PRINCE WILLIAM COUNTY AREA BUSINESSES AND PRIVATE SECTOR STAKEHOLDERS. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP THE AGENCY SUPPORT JURISDICTIONAL GOALS OF BUSINESS RETENTION AND IMPROVE EMPLOYEE COMMUTE EXPERIENCE FOR LOCAL EMPLOYEES. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION. 8

13 TDM RECOMMENDATION #3 -- INCREASE EASE OF ACCESS TO AND SUPPLY OF COMMUTER INFORMATION. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO IMPROVE EFFECTIVENESS OF INDIVIDUALIZED MARKETING APPROACH FOLLOWED BY THE OMNIMATCH PROGRAM AND SUPPORT ALL OTHER MARKETING EFFORTS. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION, BUT DID SUGGEST FULLY INTEGRATING HUMAN SERVICES TRANSPORTATION MODES INTO THE AVAILABLE INFORMATION. TDM RECOMMENDATION #4 -- EXPAND EFFORTS TO PROMOTE AND REGISTER VANPOOLS. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO ENHANCE THE EFFECTIVENESS OF THE VANPOOL ALLIANCE PROGRAM. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION. MR. STEIGERWALD ALSO PROVIDED A BRIEF OVERVIEW OF THE VANPOOL ALLIANCE PROGRAM. TDM RECOMMENDATION #5 -- PROACTIVELY ENGAGE IN THE DEVELOPMENT AND IMPROVEMENT OF PARK-AND-RIDE FACILITIES. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO ENABLE THE GROWTH OF ALTERNATIVE TRAVEL MODES AND ENSURE THAT THE MULTIPLE AND DIVERSE INTERESTS ARE REPRESENTED IN DISCUSSIONS OF FACILITY DESIGN. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO IMPROVE GENERAL MOBILITY THROUGH NEW SERVICE MODELS AND THAT TDM IS A LARGE UMBRELLA THAT CAN ALLOW FOR INNOVATION. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION. 9

14 FUTURE INNOVATION RECOMMENDATION #1 - SUPPORT LOCAL AND REGIONAL EFFORTS TO EXPLORE NEW MODES OF HIGH-CAPACITY TRANSIT. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO IMPROVE GENERAL MOBILITY AND EXPAND PRTC PORTFOLIO OF SERVICES IN A COST-EFFECTIVE MANNER. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION, BUT DID EXPRESS THE NEED FOR A UNIFIED AND AGREED UPON DEFINITION OF TRANSIT ORIENTED DEVELOPMENT. FUTURE INNOVATION RECOMMENDATION #2 -- EXPAND LOCAL TRANSIT OPTIONS BY LEVERAGING PARTNERSHIPS WITH TRANSPORTATION NETWORK COMPANIES (TNC) AND OTHER NEW OR EMERGING SERVICE MODELS, WHILE MAINTAINING EQUITY OF SERVICE. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO IMPROVE GENERAL MOBILITY THROUGH NEW SERVICE MODELS AND SUPPORT CORE SERVICES BY INCREASING ACCESSIBILITY. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION, BUT EXPRESSED THE NEED TO INCLUDE CONSIDERATION OF OPTIONS FOR THE ELDERLY AND DISABLED AS WELL AS THE STUDY ON ACCESS TO HEALTHCARE THAT PRTC WILL PRODUCE. FUTURE INNOVATION RECOMMENDATION #3 -- COLLABORATE WITH LOCAL JURISDICTIONS ON THE INVESTIGATION AND IMPLEMENTATION OF NEW MOBILITY SOLUTIONS SUCH AS BIKESHARING AND CARSHARING. MR. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO IMPROVE GENERAL MOBILITY THROUGH NEW SERVICE MODELS, SUPPORT CORE SERVICES BY INCREASING ACCESSIBILITY, AND ALIGN PRTC WITH JURISDICTIONAL GOALS. STEIGERWALD EXPLAINED THAT THIS RECOMMENDATION WOULD HELP TO EXPAND REACH OF PRTC S SERVICES WHILE BETTER MEETING DEMAND IN LOW DENSITY AREAS IN A COST- EFFECTIVE MANNER. MR. BEVERAGE EXPRESSED NO MAJOR CONCERNS OR QUESTIONS REGARDING THIS RECOMMENDATION. MR. STEIGERWALD CONCLUDED THE PRESENTATION BY REVIEWING THE REMAINING STEPS IN THE STRATEGIC PLANNING PROCESS. MS. SEBESKI SPOKE AT THE CONCLUSION OF PRESENTATION STATING THE IMPORTANCE OF PRTC TO THE AREA AND HER GENERAL SUPPORT OF THE PROPOSED RECOMMENDATIONS. MR.
