2 ABOUT THE EDMONTON METROPOLITAN REGION BOARD As a regional growth management board, the Edmonton Metropolitan Region Board (EMRB) is mandated by the Province to implement the region's 30-year Growth Plan and to create a metropolitan region servicing plan. Originally known as the Capital Region Board, several changes announced by the Province on October 26, 2017 gave the Board: A new name - It is now officially the Edmonton Metropolitan Region Board. An expanded mandate - In addition to its role to plan for responsible regional growth, the EMRB is now tasked with creating a Metropolitan Region Servicing Plan. Approval of its updated Growth Plan - Completed in 2016, the award-winning Edmonton Metropolitan Region Growth Plan will now be implemented as the major focus of EMRB. New Board composition - Moving from 24 members to 13, the Board now is comprised of the regional municipalities with populations of 5,000 or more. The Edmonton Metropolitan Region Board membership includes representation from 5 cities, 4 towns and 4 counties covering more than 9,000 square kilometers centered on Alberta s provincial capital city. Edmonton Metropolitan Region is the second fastest growing region in Canada Population: 1.3 million (2016) Jobs: 725,000 (30% of Alberta s GDP) (2016) By 2044 the region will double in population to 2.2 million people and 1.2 million jobs AUTHORITIES The Province of Alberta created the EMRB in April 2008 with the promulgation of the Capital Region Board Regulation and subsequent name, membership, and mandate change in The Board is a Growth Management Board under the Municipal Government Act (MGA). The Regulation outlines the authorities and responsibilities of the Board including the preparation and implementation of a Regional Growth Plan, Metropolitan Region Servicing Plan, and other fiduciary responsibilities as outlined. The MGA and Regulation govern the overall operations of the Board. THE OPPORTUNITY As Project Manager, under the direction of the Chief Executive Officer, the employee will work as part of a team charged with performing the duties assigned by the Edmonton Metropolitan Region Board (EMRB). In particular, the employee will assist the Board and its Committees/Task Forces to implement the Edmonton Metropolitan Region Growth Plan and direction provided by the Government of Alberta. This may include activities such as research, coordination of activities, facilitation of decision-making processes, and providing support to Committees and Task Forces of the Board. The Project Manager is a member of the management team of the Board Administration and reports to the Chief Executive Officer. The Project Manager is also a member of a team of Project Managers working on a range of Board projects and initiatives. The Project Management teams are supported by a Project Coordinator. The Project Manager may supervise support positions including administrative. This position ensures the Board remains neutral and at arm s length from member municipalities and Alberta Municipal Affairs to maintain the integrity and independence necessary for making impartial decisions. 3 The Project Manager is responsible for overseeing the administration of Board Committees/Task Forces as assigned by the Chief Executive Officer. As well, the Project Manager participates in the overall management and policy development of the Board, as assigned by the Chief Executive Officer. KEY ROLES & RESPONSIBILITIES Providing leadership for the development of project approaches and terms of reference for projects approved by the Board. Developing and executing work plans for Board Committees/Task Forces. Supporting management and administration of project related Committees/Task Forces, which may include: Identifying and procuring resources required to complete Board and Committee projects. Reporting to the Chief Executive Officer, Board, and others on project work plans. Documenting all aspects of project work. Tracking and reporting project costs. Ensuring Committee/Task Force meetings proceed in an efficient and fair manner and respond to the direction of the Board. Making recommendations and participating in the formulation of internal policy, procedures, and administrative matters to support the resolution of matters before the Board effectively. Ensure the ongoing effectiveness of the Board in carrying out its mandate. Reviewing legislation, policies, programs and procedures of municipalities and other jurisdictions, with a view to identify, understand and apply best practice approaches. Developing and maintaining effective working relationships with member municipalities (elected representatives and administration), regional stakeholders, consultants and the public. Responding to inquiries in an effective and timely manner. Participating in deliberations and decisions on matters of internal policy, finance, programs, human resources, and keeping fully informed of organizational issues. Participating in the Board s annual planning and reporting activities, and leading Committee or Task Force input to these activities. First Year Priorities and Outcomes A key role of EMRB administration is supporting the implementation of the Board s Strategic Plan through the EMRB Business Plan. Through a recent Strategic Planning session, the Board identified Shared Investment for Shared Benefit as its number one priority. In this regard, the Project Manager will be responsible for leading the Shared Investment for Shared Benefit initiative. THE PERSON A Master of Business Administration (MBA) with a focus on economics or finance. A PMP designation is considered an asset. A minimum of 10 years experience in a senior or project management role with a focus on economics, finance, or accounting. An understanding of regional shared economic models resulting in shared investment for shared benefit agreements would be an asset. OPPORTUNITY PROFILE Project Manager 3

4 Management experience with administrative agencies, government or the private sector in a project management. A sound understanding of principles of natural justice and the operation of municipal/provincial or quasi-judicial boards is desirable. Knowledge of the areas of jurisdiction of the Board including municipal government legislation, finance, and regional land use planning. The ability to manage a complex and time challenging project. Strong interpersonal, collaborative, decision-making, and verbal and written communications skills.
