POSITION PURPOSE: Supervises, plans, and coordinates the activities and operations of the Probation Office including adult and juvenile probation; provides highly responsible technical staff assistance in the areas of probation and criminal justice. SUPERVISION RECEIVED: Receives general direction from the Superior Court Judge. SUPERVISION EXERCISED: Exercises direct supervision over technical and clerical staff. EXAMPLES OF DUTIES AND RESPONSIBILITIES: A. Held in Common: 1. Supports the Mission of the County and its elected and appointed officials. Exhibits the duty of loyalty to an employer s representatives. 2. Provides courteous and timely service to the public as the ultimate employer. 3. Works cooperatively with other county employees. B. Essential Job Specific Duties: 1. Coordinates the organization, staffing, and operational activities for the Probation Office including adult and juvenile probation. 2. Participates in the development and implementation of goals, objectives, policies, and priorities for the Probation Office; identifies resource needs; recommends and implements policies and procedures. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. 4. Directs, coordinates, and reviews the work plan for the Probation Department in all locations; meets with staff to identify and resolve problems; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures. 5. Participates in the development and administration of the probation program budget; forecasts additional funds; directs the monitoring of and approval of expenditures; recommends adjustments as necessary. C. Other Job Specific Duties 1. Identifies opportunities for improving service delivery methods and procedures; reviews with appropriate management staff; implements improvements. 2. Confers with other County officials and other governmental agencies and organizations regarding probation activities. 3. Coordinates probation services and activities with those of other divisions and outside agencies and organizations; provides staff assistance to the Superior Court Judge; prepares and presents staff reports and other necessary correspondence. 4. Reviews and evaluates court decisions and legislation to assure compliance with laws, rules, regulations, professional standards, and established policies. 5. Reviews criminal cases presented for evaluation by the Superior Court. 6. Supervises and counsels adult and juvenile probationers; assists the probation staff with difficult or unusual problems. 7. Supervises and participates in the preparation of factual reports and recommendations regarding juveniles and adults to the Superior Court; interviews offenders, victims, arresting officers, parents, relatives, school officials and others regarding juvenile and adult offenders. 8. Represents the Probation Department before the court including the presentation of detailed oral arguments and position statements. 9. Performs child custody investigations; prepares reports for the court. 10. Supervises and participates in the preparation and submission of reports regarding termination of probation. 11. Acts as a functionary in the Colusa County Narcotic Enforcement Task Force. Chief Probation Officer 2

3 12. Performs related duties as required. Knowledge of: Operational characteristics, services and activities of a probation program. Contemporary principles of adult and juvenile probation services. Federal, state, and local laws, codes and regulations. Judicial processes in juvenile, criminal, and civil court proceedings. Principles and procedures of court proceedings related to family law. Principles and procedures of family counseling. Principles and practices of budget preparation and administration. Principles and practices of organization, administration and personnel management. Principles of supervision, training and performance evaluation. Modern office procedures and equipment including computers. Word processing and other related software applications. Ability to: Manage and coordinate the work of supervisory, professional, and technical personnel. Community resources to assist in crime and delinquency prevention and the treatment of probation clients. Prepare clear and concise reports. Plan, implement and maintain effective adult and juvenile probation programs. Evaluate and assess child custody plans. Administer, manage, and supervise all aspects of the program. Interpret and apply federal, state and local policies, procedures, laws and regulations. Chief Probation Officer 3

4 Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Gain cooperation through discussion and persuasion. Prepare and administer a budget. Select, supervise, train, and evaluate subordinates. Communicate effectively verbally and in writing. Work with accuracy and attention to detail. Operate and use modern office equipment. Effectively organize and prioritize assigned work. Establish and maintain effective working relationships with other people. EDUCATION AND EXPERIENCE: The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position. Bachelors degree with major work in social welfare, probation, corrections, behavioral sciences, law, or public management. Four (4) years of professional probation experience including some supervisory experience. A valid State of California driver s license and an acceptable driving record. Certificate of completion of course prescribed by P.O.S.T. pursuant to Section 832 of the California Penal Code. WORKING CONDITIONS: The work environment characteristics described are representative of those an employee encounters in performing the essential functions of this job. Work is primarily performed indoors. Noise level is quiet to moderately quiet. Hazards are minimal. Chief Probation Officer 4
