If you are successful in being short-listed, or are selected for this position, Abt JTA will need to undertake various due diligence activities which may include: reference checking; qualification verifications; police, World Bank and anti-terrorism checks; a psychometric assessment; and/or a medical examination. 2. A performance assessment will be undertaken for all advisers at least annually and upon completion of their appointment. DFAT Aid Adviser Remuneration Framework (ARF) DFAT implements an Aid Adviser Remuneration Framework (ARF) that defines its policies and procedures for determining the remuneration of commercially contracted international advisers. The ARF requires that advisers are paid in accordance with market-based remuneration rates and a prescribed set of allowances. 4 What is a Short Term Adviser? A Short Term Adviser (STA) role is considered any appointment that is up to six (6) consecutive months in duration. Compensation & Benefits Short Term Adviser In accordance with the ARF, the compensation and benefits associated with this Short Term Adviser position are outlined below: 1. A daily Professional Fee to be paid monthly upon receipt of an invoice outlining the services provided. The daily rate band for this position is: AUD649 to AUD887 per day. 2. Comprehensive pre-departure and in-country briefings (security and role specific). 3. Reimbursement for expenses associated with visas, medical clearances and vaccinations. If an adviser is required to move away from their home base to undertake this role (either domestically or internationally) they will also be entitled to: 1. Return flights for mobilisation and demobilisation for the adviser only. 2. A per diem will be paid to cover reasonable living expenses. N.B. This allowance is only applicable for those advisers whose partner and/or accompanying dependants (where applicable) are not currently in receipt of such an allowance from the DFAT or any other employer. 3. Reimbursement of accommodation costs up to a certain value per day (inclusive of VAT/GST). N.B. This is a DFAT discretionary allowance and is only applicable for those advisers whose partner and/or accompanying dependants (where applicable) are not currently in receipt of such an allowance from the DFAT or any other employer. 4. The Behaviour Change Adviser will: Map and plan context appropriate sectoral and whole of program behaviour change activities; Develop annual work plans and budgets for behaviour change activities; Manage and quality assure the design, development and implementation of behaviour change activities; Monitor the progress and evaluate the impact of behaviour change campaigns; Report progress and impact to PHD leadership, DFAT, and M&E house; and Maintain professional relationships and networks with key stakeholders to ensure ongoing relevance and stakeholderr support for behaviour change activities. Specific Duties: Assess existing behaviour change activities and work with relevant internal and external stakeholders to develop a whole of program plan for behaviour change activities; Contribute technical and strategic inputs into the development of the program five year strategy Develop annual work plans and budgets for behaviour change activities; Page 5

6 Manage and quality assure the design, development and implementation of behaviour change activities, ensuring relevant content guidance from internal and external stakeholders; Monitor the progress and evaluate the impact of behaviour change campaigns against program goal and end of program outcomes; Work with the PHD team to tap into resources and seize opportunities to improve behaviour change communications across program activities and through a variety of media; Report progress and impact to PHD leadership, DFAT, and M&E house; Maintain professional relationships and networks with key stakeholders to ensure ongoing relevance, coordination, and stakeholder support for behaviour change activities; and Build capacity both within PHD and partners to engage in behaviour change across the varied programs. Key Selection Criteria KSC 1 KSC 2 KSC 3 KSC 4 KSC 5 KSC 6 Demonstrated practical experience in planning, designing, implementing and monitoring behaviour change activities to achieve positive change. Demonstrated behavour change experience and communciations networks within the Timor-Leste context. Demonstrated excellent communication skills appropriate to a variety of media and audiences. Demonstrated exceptional interpersonal skills and an ability to maintain positive professional relationships across a team and with a range of stakeholders. Qualifications in a related field is desirable. Fluency in English essential In addition to the above Key Selection Criteria, applicants must be available to live and work in Timor-Leste.
