1 ROLE PROFILE HEAD OF CORPORATE SERVICES Job Title: Responsible to: Head of Corporate Services Chief Executive Responsible for: Leading NIFHA s corporate services function incorporating financial management, financial accounts, human resource management, office systems Contract: Permanent part-time (22.5 hrs per week, 3 days per week) Remuneration: Salary scale NJC ,196-36,019 NILGOSC defined benefit pension Private medical insurance Location Short-listing Belfast, with some travel required Please note the recruitment panel may enhance the criteria in order to facilitate short-listing of this post About us The Northern Ireland Federation of Housing Associations (NIFHA) is the representative body for 20 housing associations providing new social and affordable housing in Northern Ireland. Our job is to lobby for a better policy and funding environment that enables our members to deliver great homes and thriving communities. We also provide an increasing range of services to support good practice and business improvement across the sector. About the team NIFHA has a team of 10 people focused on policy and lobbying work, research, communications and providing high quality services for our members. We also organise a number of conferences and events. You will report to the Chief Executive, but work closely with colleagues across the team and support the Deputy Chief Executive and Commercial Services Manager as required. So what s the role all about? Housing associations have the opportunity to make a transformational contribution to Northern Ireland over the next few years. Our sector is providing high-quality homes and services to a growing range of people, including older people, those on limited incomes and first-time buyers. As Northern Ireland s largest residential developers and as dynamic social businesses, NIFHA s member housing associations are broadening our housing offer and providing a range of community investment. Effective financial and human resource management is vital for NIFHA in order to be able to effectively deliver its range of services to its members. As our Head of Corporate Services you will

2 have an important role in ensuring that we are efficient in how we operate our business. Your role will have 4 main functions: 1. overseeing our Human Resource Management function (staff recruitment, staff management policies and procedures, personnel filing) 2. overseeing our Financial Management function (production of accurate monthly management accounts, credit control, cash flow management, procurement procedures where required ) 3. Provide secretariat services to NIFHA Board and NIFHA Business Sub-Committee 4. overseeing an effective and efficient office (office supplies, health & safety) You will establish and maintain relationships with key stakeholders, including relevant grant bodies, statutory and legislative bodies (companies registry, BUPA, HMRC) and NIFHA Board and Committees. You will have a leading role in achieving the business plan goals of NIFHA. You will directly manage the NIFHA Office and Finance Administrator. Who we want to join us? 3 GENERAL RESPONSIBILITES: Provide an effective financial management and financial accounting function for NIFHA (production of management accounts, cash flow management, VAT returns, payroll, effective invoicing and credit controls..) Provide an effective human resource systems management function (manage personnel systems, recruitment and personnel recording) Provide secretariat services to NIFHA Board and sub-committees, including acting as company secretary for NIFHA. Responsible for corporate governance of NIFHA and subsidiary organisation to include planning board meetings, including the preparation of board packs, attendance at meetings and production of minutes and follow up of resulting actions Provide an effective office systems management function (office management, supplies management, systems management) Provide corporate services function to external stakeholders (companies registration office, HMRC, Equality Commission ) Contribute fully with senior colleagues in providing effective leadership and management across the organisation, deputising for them when required Consistently practice a professional model of corporate behaviour and leadership Undertake such other duties as are commensurate with the seniority of the post, are reasonable in the light to changing circumstances and are intended to improve service to the Federation s members and other stakeholders Person Specification Essential Accounting Degree or similar qualification or Business Degree with Financial Specialism Min 3 year s successful track record in the capacity of organizational accounting officer Min 3 year s experience of managing budgets, cash flows and producing management accounts Min 2 year s experience of managing or coordinating an effective organizational personnel system Advanced working knowledge of SAGE accounts and Payroll system High level of computer literacy in Microsoft applications Current Driving License and willingness to travel as required Desirable Responsibility for managing service delivery Proven success of developing and nurturing client relationships Experience in Customer Relationship Management (CRM) system This Job Description indicates only the main duties and responsibilities of the post.
