4 Introduction Occupational Employment and Wages in Hawaii, 2017 is published annually through a federal/ state cooperative agreement between the U.S. Department of Labor, Bureau of Labor Statistics (BLS) and the Hawaii State Department of Labor and Industrial Relations. It contains employment and wage estimates for occupations derived from the Occupational Employment Statistics (OES) survey. The OES survey solicited information from a sample of more than 5,700 establishments throughout the State of Hawaii in six consecutive semi-annual panels: May 2017, May and November 2016, May and November 2015, and November Over 4,100 establishments provided usable responses, which amounted to a response rate of 72.1 percent of the surveyed establishments representing 83.2 percent of employment. For more information about the OES survey, refer to the technical notes later in this report. The survey definitions and concepts are included at the end of this publication. Every state conducts the OES survey following the same guidelines and BLS produces national employment and wage estimates. Therefore, data can be compared to the United States as well as other states. This report includes estimates for the State of Hawaii, Honolulu MSA, and Maui MSA which are also published by BLS. For the first time, this report includes Hawaii and Kauai County estimates which are not published by BLS. Although the County estimates were generated using the OES survey data, BLS does not produce estimates for these smaller areas. Therefore, states use the Local Employment and Wage Information System (LEWIS) to produce employment and wage estimates for the counties. LEWIS was developed in North Carolina in cooperation with BLS and is currently maintained in Utah. Wage data is one of the most frequently requested information and can be used in different ways. Jobseekers, employers, educational planners, work force analysts, economists, and others use the information to formulate business economic policy, identify types of skilled workers needed, and structure school training programs and vocational curriculum. The employment staffing patterns are used to project occupational employment. In addition, OES data are used to compute wages for the Foreign Labor Certification (FLC) program. However, employers should not use data in this publication as the prevailing wage for any FLC applications. For more information about this program, see www. foreignlaborcert.doleta.gov/wages.cfm For more employment and wage estimate information, please visit our website: 1
