1 SOUTHAMPTON CITY COUNCIL JOB DESCRIPTION DIRECTORATE: DIVISION: POST TITLE: People Directorate Assistant Team Manager, Children and Families Service POST NO: GRADE: 10 ACCOUNTABLE TO: ACOUNTABLE FOR: Team Manager Up to 20 qualified and non qualified staff from a range of disciplines and agencies. PURPOSE OF THE JOB The Assistant Team Manager, under the direction of the Team Manager, will assist with the delivery of key service strands within Children and Families Service. Support the team manager in managing statutory and non statutory social work services. Lead a team of staff in delivering a service in a specialised field (e.g. Child Protection, MASH, Early Help, Family Assessment and Support, Fostering and Adoption). Provide day-today supervision and management oversight of staff. Deputise in the Team Manager s absence. Work with colleagues and partner agencies to ensure a high quality, professional service leading to positive outcomes. JOINT APPOINTMENTS Where the post holder is working jointly on behalf of the council and one of its partners they will assume delegated line management responsibility for the management of staff from the City Council Children and Families Service and the partner agency. The post holder is responsible for the implementation of the aims, objectives and policies of these organisations where possible taking the opportunity to develop joint policies and procedures which can be shared across the partner agencies. The post holder will support the senior professional and in the case of the NHS, clinical lead for social work activity undertaken within their service. Main Duties and Responsibilities: 1. Support the development and co-ordination of services delivered in a designated geographical and or thematic area 2. Assist the team manager in the supervision and support of staff delivering services to vulnerable children, including those with a Child Protection Plan, subject to care proceedings and children who are Looked After or In Need 1

2 3. Deploy resources according to the appropriate assessment of risk within the departments priorities and statutory requirements and that the thresholds for service intervention are met. Daily supervision, support and monitoring of direct reports and multi-agency professionals, where appropriate. Integrate evidence based practice into day-to-day service delivery models 6. Track referrals and monitor completion of assessments within agreed timeframes 7. Deploy appropriate resources according to the appropriate assessment of risk within the departments priorities and statutory requirements 8. Appraise team Manager of issues or problems arising from workload and seek advice as and when necessary 9. Accurate recording of information on relevant systems, databases and IT systems and timely reporting of management information 10.Support the development of operational services to ensure the delivery of significantly improved outcomes for children, young people and their families 11.Contribute to the development of policy, procedure and practice, in line with the departments core objectives and vision 12.Support the development of joint working arrangements and partnerships with other internal and external service providers to deliver high quality, cost effective services, representing the Council, and NHS Southampton City, as an ambassador of the organisation at all times. 13.Support collaborative working with key agencies and the community to ensure integrated approach to service delivery and effective joint working partnerships 1.Regularly meet staff to evaluate professional development needs staff through regular supervision, one-to-ones, annual appraisal and training needs assessment and that new staff have appropriate induction 1.Represent the team and/or department on relevant partner working groups, panels and conferences 16.Chair care planning meetings and where required, operational meetings 17.Supervise operations within a framework that is responsive to and values diversity and is fair, consistent, inclusive and service user focused 18.Produce reports for internal and external bodies and attend meetings/forums as required 19.Deputise for the Team Manager in all or some of their functions as required in their absence. 20.Support the team manager to deliver cost-effective services 21.Respond as directed to changes in national, regional and local policy initiatives that will impact on delivery of services and advise on implications. 22.Provide material to support the team manager brief the cabinet and elected members on specified areas. Strategic Management Support the team manager in representing the division in multi-agency and multiprofessional planning. Support the Team Manager in implementing corporate and directorate communication strategies ensuring effective communication throughout the team by disseminating key messages from senior managers. Work alongside the team manager in providing briefings and reports about individual cases for senior managers and elected members as required. 2

3 Performance Management Work with the team manager in preparing, producing and monitoring a team Business plan, setting out clear aims, objectives, targets and performance indicators. Support the team manager in applying the divisional monitoring and audit framework within the team. Develop own knowledge and skills in order to maintain expert knowledge in practice areas as agreed with the team manager in supervision and appraisal. Quality The Assistant Team Manager will work with the Team Manager and the Quality Assurance Business Unit to: Embed quality assurance and improvement within the team Carry out quality assurance activities, supporting staff to ensure that the quality of practice with children, young people and families is of a consistently high quality and that service standards are met Support the ongoing professional development of individuals and the team to enable continuous improvement in practice that is measurable in outcomes to children and families. Engage service users and partner agencies in the quality assurance and improvement processes wherever possible. Other The Assistant Team Manager will: Demonstrate an understanding and evidence of working practices to equality of opportunity, diversity, anti discrimination and social inclusion policies. Work at all times with due regard to safeguarding children and young people and to promote their well being. Work with due regard to Southampton City Council s Health and Safety policies and procedures. Undertake any other duties across the City commensurate with the level of the post. Notes i. 5 People Directorate Division: Children and Families Service Person Specification: Assistant Team Manager Key accountabilities Experience/competency Importance at the time of appointment (1-low, - high) Professional or management qualification (relevant to work with children and families) e.g. Health or Early Years or Social Worker (CQSW / Diploma SW / CSS) Contributing to the delivery of an effective service Qualified Social Workers should also be registered with Health and Care Professions Council Standards (HCPC) or have proof of application for registration. Knowledge and understanding of relevant legislation (Children Act 1989 and 200), guidance and new practices and their implications, in relation to child care practice A thorough grasp of the major issues affecting the service area, including family & children s issues. Knowledge of the underlying causes of vulnerability and aspects of effective safeguarding of vulnerable children and their families Proven record in working in a multi-agency environment and an ability to maintain effective working relationship with statutory partners such as CCG, Health, schools, governors and local voluntary partners. Ability to think creatively and work under pressure particularly when working with high risk situations including vulnerable children and families.
