2 1-Introduction Islamic Relief believes that all children have a right to personal dignity and protection from abuse and it recognizes the special responsibility and duty of care it bears to create a safe environment for children within the projects and programs it manages and supports. The interests of child safety and protection should be paramount to any other interest which might compromise it. In order to offer multidisciplinary protection and social stability activities for children from host community and Syrian refugees to fulfil their needs, IRL will provide youth resolve project in South area- Saida, inside a community based rehabilitated centre, and outreach activities as well. The intervention will be managed by IR team in cooperation with local NGOs, the local community, local consultants, shelters leaders and children parents. IR seeks to contract local consultant (individual/firm) to train the field team (activators) who will be responsible for implementing the group activities and awareness sessions (for children and parents) and providing field coaching sessions. 2-Background and Problem Statement The war in Syria has created millions of refugees. It has been described as the worst humanitarian crisis since the Second World War, and has led to unprecedented demographic pressures and severe socioeconomic and political stresses in neighboring countries. Lebanon has been one of the hardest hit. Today, Lebanon hosts the largest refugee population per capita in the world. It is estimated that more than a quarter of the people in Lebanon are refugees. Against this backdrop, there are concerns that the lack of economic opportunity and widespread inequality, marginalization and resentment growing within and between host communities and Syrian refugees can undermine social stability, and, ultimately, further weaken the legitimacy of state institutions in the eyes of the population. Social stability characterized in terms of political systems which are representative and legitimate, capable of managing conflict and change peacefully, and societies in which human rights and rule of law are respected, basic needs are met, security established and opportunities for social and economic development are open to all. [Stability] is built on the consent of the population, is resilient and flexible in the face of shocks, and can evolve over time as the context changes. Thus social stability hinges on both resilient relationships between state institutions and social groups, and on resilient horizontal relationships between different communities sharing services in the same locality. Resilience relates to the capacity to anticipate, mitigate, respond to, and influence the impact of shocks and stresses. As such resilient systems are intended to have absorptive, adaptive and transformative capabilities. Islamic Relief Worldwide- Lebanon office therefore seeks to obtain the services of an individual consultant, group consultant or specialized company who can develop relevant interactive training modules and assist IRL core activities of this project in developing and implementing an intensive training and capacity building initiative. 3-Objectives of the training Under the context of social stability and communal cohesion, IRL within Youth Resolve project funded by European Union intends to deliver full package training as part of capacity building targeting project team of activators. Thus Social Cohesion context tackle the fragile inter-communal relations and social 2-6

3 tensions between host community and refugees living in those communities, and seek to improve social stability and psychosocial support service delivery through youth volunteering, soft skills development, and psychosocial awareness activities for caregivers. In order to ensure that a strong training package is delivered to 10 volunteers to equip them in the knowledge of high quality regarding Capacity development, communications and outreach, as well as technical skills for youth volunteers that will enable them to organize, plan, report, and conduct psychosocial support activity and awareness within the umbrella of social stability for children and caregivers. Consultant main objective: Delivering 6 days training that include 12 sessions for 10 activators Delivering clear curriculum technics and methodology which at the very minimum, should include the following areas of knowledge and learning: socio-cultural understanding of target groups; local expressions and culture-specific understanding of social stability; explanatory models of social cohesion, such as the role of community in shaping interactive communication, common ground, beliefs, expressions, and help-seeking behaviors; coping strategies for men, women, children and youth; and reinforcing positive coping strategies. Delivering any required pedagogical support material (i.e.: training manuals, lesson plans, training material, etc.). Ensuring that all volunteers are trained adequately, and have a solid understanding of the training material. This will include administering a test for volunteers prior and after the training, to assess the training s quality and relevance. Developing pre-posttests, collecting pre-post data and submitting a final electronic report The training shall be conducted in Arabic Capacity building The consultant will provide professional advanced training to 10 volunteers and based on identified training needs through pre-test questionnaire. He/she will also train them on how to use the new assessment forms and effectively utilize planning and implementation process. The Consultant will advise on social stability context. He/she will conduct a specific needs assessment of psychosocial knowledge and experience for activators, provide advice on the strategic direction of the program, develop a psychosocial assessment system as pre and post evaluation for the activators, design a viable psychosocial program and provide capacity building to 10 volunteers after assessing their skills and verify their needs. The Consultant will also conduct 140 hours coaching sessions during the project to emphasize the practical implementation of all topics that has been taken in training. Method of delivery Use a highly interactive training methodology in order to emphasize the ideas of the training and assures a wide involvement from the trainees, It is important to develop a training methodologies/ techniques, this may include creative tools such as games, songs, fine art, audio-visuals, group discussions, demonstrations, and practice sessions with feedback and role play, pending the target audience Report and Formulation of Recommendations 3-6

4 At the end of his/her assignment, the consultant will prepare a report in English. The report should contain collected assessment data, an analysis of the findings, the scope of the psychosocial impact and the consequences based on pre and post -test has been done for the trainees and the training activities. The trainer shall provide a certificate for the trainees on the last day of the training. 3.1 Training outlines titles: The trainer(s) will be committed to deliver advanced training and the related materials (in Arabic) following the topics including PFA, child development, community based PSS activities supported by different techniques, planning and implementation, etc 5- Competencies: University degree, psychology, social work with experience in mental health, or another relevant degree. At least 5 years of professional work experience at national and international levels in protection, child protection, psychosocial support and curriculum/manual development and implementation during phases of direct assistance to refugees, IDPs and affected communities. Knowledge and experience implementing the IASC guidelines on MHPSS in Emergency Settings desirable Awareness of refugee context following a context-sensitive approach. Experience in working with children and vulnerable populations. Languages: Proficiency in English and Arabic. Excellent Facilitation Skills Good interpersonal and written and oral communication 6-Proposal Submission and Evaluation The Technical Proposal shall clearly include, but not necessarily be limited to the following items: Introduction (including the consultant s understanding of the required assignment). Qualifications and relevant experience of the consultant (attach CVs of proposed person/ team). Proposed approach and methodology to address the training outputs as specified in the Terms of Reference. Work plan including time frame and topics to be delivered over the 6 days (12 sessions) Two references (including telephone numbers) and web links (pictures and videos) to your previous work, if available The evaluation o f Technical Proposals will be according to following criteria. 4-6

Providing certification to the trainees Check reference 5 Total Submission and Evaluation of Financial Proposal Only the applicants, who receive 45 points or more in the technical score, will be considered in the evaluation of the financial proposals. The financial proposal shall show all the direct costs related to the implementation of the assignment, while other operational costs such as transportation, communications, etc. can be implicitly included. The full day training includes 8 training hours at least including one hour break 6-2 Proposals evaluation The evaluation of proposals and selection of the consultant will be made using the Quality and Cost Based Selection, with a total score calculated out of 100%, of which 70% is the weight of the Technical Proposal and 30% is the weight of Financial Proposal. Only Technical Proposals will be opened on the submission date. Financial Proposals remain sealed until the technical evaluation is completed. The consultant with the highest total score (sum of technical and financial scores) will be considered as the winner of the consultancy assignment and will be invited for contract negotiations and ultimately to sign the Contract in month of September. The Technical and Financial Proposals of the successful bidder and negotiation minutes will become part of the Contract. 5-6

6 6-3 Proposal submission Consultants shall submit Technical and Financial Proposals in a package containing two separate envelopes as follows. a) The first envelope must be marked TECHNICAL PROPOSAL and shall contain one original hard copy of the technical proposal. b) The second envelope must be marked FINANCIAL PROPOSAL and shall contain one original hard copy of the financial proposal. All offers shall be signed and stamped by the consultant. No financial information shall be contained in the Technical Proposal otherwise the offer will be cancelled and excluded from the evaluation process. Consultants shall not be entitled to compensation related to costs of preparing the proposals.
