1 JOB DESCRIPTION & PERSON SPECIFICATION HIAL AMSL DAL 1. JOB DETAILS JOB HOLDER JOB TITLE REPORTS TO Vacant Air Traffic Management (ATM) General of Air Traffic Services 2. JOB PURPOSE The Air Traffic Management 2030 Programme will change the way that air traffic services are provided at up to 7 HIAL airports by centralising activities in a remote/digital tower and surveillance centre, and by introducing a major airspace change. The post holder will provide expert subject matter expertise, advice and support to the Programme Director and manage specific projects relating to Air Traffic and controlled airspace within the overall programme. The post holder will deputise for the Programme Director in their absence. 3. DIMENSIONS HIAL is embarking on a major project to introduce new technology to the delivery of Air Traffic Control (ATC) services. The 10 year project will see the centralisation of Air Traffic Control services in one Remote Tower location within the HIAL area. As well as introducing new and emerging technology the project is the most significant change management initiatives introduced by the company in the last 10 years. It will impact directly on 70 ATC staff and will have wide reaching implications for the whole company. The project is funded by Scottish Government and an initial commitment of 700,000 has been made in 2018/19 to establish the to the team. Reporting to the GMATS the post holder will have a clear understanding of the project management discipline. The post holder will be the main point of liaison between the existing ATC team and the programme and will play a key role within the project bringing a depth of knowledge of EU and UK based regulation, process, procedures, and industry best practice associated with both the current and evolving ATM sector. 2 4. MAIN ACCOUNTABILITIES OF THE POST You will be responsible for project managing all ATM related aspects and workstreams associated with the ATM Strategy 2030 programme. Working with the ATMS Programme Director and in conjunction with the General of Air Traffic Services you will devise the ATM plan and the associated key milestones. You will work with other members of the ATM Strategy Programme Team to ensure the delivery of key project milestones on time and within budget. As an integral part of the role you will follow established ATM practises and procedures and ensure that all work is conducted in a consistent manner in line with regulatory and company policy. You will develop and manage the implementation plans of the various ATM workstreams associated with ATMS 2030 including the introduction of: Proportionate sectors of controlled airspace at five of HIAL s seven controlled aerodromes; Construction of a new ATM Surveillance and Remote Tower Centre; Replacement of standalone Procedural Services with a centralised Surveillance Service for seven airports; Remote Towers at seven airports; An out of hours on-call ATS. An appropriate ATS Fatigue Risk Management System (FRMS). You will develop the ATM related operational requirements, technical specification, and associated criteria to allow the Company to go to tender for a turnkey contract for the overall project. You will form part of the tender scoring team and manage the ATM related aspect of the contract once awarded. You will develop (in conjunction with the appointed contractor) a new ATM related concept of operations (CONOPS) and new practices, procedures and processes to support a safe and efficient operational transition to the new ATM Centre. You will identify and manage the ATS resource and training required to manage a safe and efficient operational transition to the new ATM Centre and to sustain a flexible and resilient service thereafter. You will work closely with the UK Civil Aviation Authority (CAA), the European Aviation Safety Authority (EASA), ANSPs, Suppliers, the Military Authorities and the wider ATM Sector to obtain the necessary regulatory approvals to support the implementation of ATMS You will work closely with industry, including the Future Airspace Strategy (FAS), airlines and other airspace users to ensure that ATMS 2030 delivers enhanced safety, efficiency, cost effectiveness and environmental benefits. You will supervise any additional ATS resource assigned to support the ATM project management task. You will be responsible for clearly and concisely presenting, coordinating and communicating key information to the project team and the wider stakeholder group in a timely and consistent manner. You will build excellent working relationships with staff, line management, regulatory authorities, trade unions, training providers, suppliers and other relevant stakeholders. MAIN ACCOUNTABILITIES OF THE POST continued You will identify any opportunities that might arise, to enter into creative or innovative partnerships with third parties associated with ATMS You will provide regular project updates to the Programme Director, the Board, Team and the key stakeholders as determined by the Programme Director. You will maintain change management documentation in line with the requirements of the HIAL Safety Management System, at a minimum, this will include an up to date project folder, an Operational Change Safety Analysis, a Hazid and a project risk assessment. You will work closely with the current ATM Team to ensure that ATMS 2030 workstreams do not negatively impact on the safety and/or efficiency of day-to-day ATS operations during the transitional phase of the programme. You will carry out any other reasonable tasks assigned to you by the Programme Director or the General of Air Traffic Services. 5. WORK CONTEXT The workload associated with the project will evolve over time and will be determined by the Programme Director and the project delivery plan. There will be a requirement for a flexible working approach and the post holder may be collocated with either the ATM Team or the other members of the team. The workload associated with the project will vary from time to time. Whilst the primary responsibility of the post holder will be the ATM programme, there may be opportunity for the post holder to contribute to other ATM related projects and initiatives during periods when not required by the Programme Director. 6. AUTONOMY AND DECISION-MAKING The post holder will report to the General of Air Traffic Services (GMATS) but will be managed on a day-to-day basis by the Programme Director who will be responsible for determining the project goals and milestones. The GMATS may, in consultation with the Programme Director, assign secondary tasks to the ATM. The post holder will operate within pre-existing organisational policies and processes as developed by the ATM Team. The Programme Board will provide governance for the ATMS 2030 Programme. The post holder will be expected to provide regular updates, reports and presentations to the Programme Board via the Programme Director. Any major changes that may have wider implications for ATS staff will require the post holder to attend the company Joint Negotiating Consultative Committee (JNCC) and present proposals. COMMUNICATIONS Internal The post holder will develop a good line of coordination and communication with other members of the ATMS 2030 project team and the suppliers/contractors who will be appointed to deliver the turnkey project. The post, in conjunction with the HR project manager, will coordinate and communicate with staff on any aspect of the ATMS implementation plan that has the potential to impact on staff either professionally or personally. The post holder will facilitate and/or attend individual meetings and team briefings as deemed necessary. The post holder will ensure that project, airport and domain level managers are provided with regular updates. External The post holder will coordinate and communicate with external stakeholders as required throughout the duration of the project. Furthermore, the post holder will strive to develop a solid working relationship with key stakeholders such as the regulatory authorities, training providers, the military authorities, the airlines, and other ANSPs and airspace users. This will include informal discussions as well as developing frameworks for more formal consultation. The post holder will support the GMATS in the event that the GMATS has to interface with external stakeholders on aspects of ATMS MAIN AREAS OF DIFFICULTY This is a highly technical and complex change management programme. The delivery of the project is dependent on ongoing Scottish Government funding. The time line for delivery may be impacted by a number of external factors such as the availability of connectivity infrastructure, lack of supporting UK CAA regulation and the challenges associated with ATS recruitment and training. Whilst proven, the technology that will be utilised is relatively new in the UK. HIAL is a highly unionised environment. Uncertainty over time lines and sequencing may lead to existing Air Traffic Controllers seeing employment elsewhere. There is a requirement to maintain existing service provision at its current level whilst delivering a major change programme HIAL is an NDPB and as a result, any significant changes to terms and conditions of employment must be agreed through Scottish Government Pay Police and HR Remuneration Committees. 5 9. KNOWLEDGE, SKILLS AND ATTRIBUTES REQUIRED In summary: You will be an experienced ATM professional with proven organisational, project management and leadership skills. You will have been an operational ATCO with at least an Aerodrome and Approach Radar and/or Area Radar validation at some stage during your career. You should be able to demonstrate that you have successfully managed significant change management projects in the past. You will also have an in-depth knowledge of both the EU and UK regulatory framework for airspace management and air traffic service provision. You will have an understanding of the main objectives of SESAR, the UK Future Airspace Strategy, Performance Based Navigation, and the UK Electronic Conspicuity Programme. You will understand how space based navigation systems and other new and emerging air traffic technologies offer opportunities for ANSPs to provide a safer, more efficient, more cost effective and more environmentally airspace management and service provision. You must have a thorough understanding of ATS service provision and airspace management concepts and a good understanding of ATS engineering and technical support systems. You will be able to conduct research into highly specialised areas of ATM in a focused manner in order to formulate new plans, concepts of operation and procedures, which will be delivered to exacting timelines. You should be an excellent communicator with good presentation, verbal and written skills. You should be competent with Microsoft Office, Excel, Word and PowerPoint. Qualifications: Essential: Hold or have held a senior management position within an established ATM organisation for a period of at least five consecutive years. Hold or have held an EU member State issued ATCO License with a minimum of Aerodrome (ADI) and Approach Radar (APS) and/or an Area Radar validation for a period of at least 5 years. Experience of leading and managing a highly specialised team. Experience of managing significant change management programmes. Hold a third level degree or equivalent qualification in a relevant subject. Thorough understanding of ATM Safety Management Systems. Thorough understanding of EU, EASA, and UK CAA regulatory framework and requirements. Desirable: Hold or have held a Procedural Approach Control validation. Hold or have held an OJTI and Examiner endorsement. Hold or have held a PANS OPS Procedure Design qualification. Experience as an airline pilot. Experience as a military ATCO, Engineer, Pilot or Navigator. Experience: Practical experience of key ATM activities such as service provision, operations, safety management, recruitment and training, engineering systems and supporting infrastructure. Practical experience of modern surveillance systems and electronic conspicuity. Practice understanding of new and emerging digitised and remote ATM systems. Experience of managing and delivering on airspace change proposals for controlled airspace. A proven background in project management with a keen understanding of the project management discipline and industry best practice. Extensive experience in managing ATM research and development projects, analysis and presentation. Experience in interpreting new concepts and reporting in presentation and/or report format. 6 Experience of major change programmes in large, complex and unionised organisations.
